Our Own Worst Enemies

As the fight for the opportunity to apply for dual nationality for all foreign professionals (and I hope someday all foreigners, including laborers) grinds on, I've noticed something about the pushback against this goal, who is against it, and why.

I started caring about dual nationality when I came to the realization that I wanted Taiwan to be my permanent home rather than a place I called home for a portion of my life before eventually leaving to live elsewhere. This happened soon after receiving permanent residency and realizing that, despite the word "permanent" in the name, that it would not be sufficient to make it possible for me to actually remain in Taiwan. I've gone over the reasons before here: the one-sentence summary is that retiring and living out my days in Taiwan will not be possible without the ability to buy an apartment, access to a pension system and ability to build a credit history. I can't do any of these things - either legally or simply because foreigners are discriminated against - with permanent residency alone.

When I began talking about this issue, I expected disagreement from locals. After all, it's their country and I moved here as an adult. It's to be expected that some Taiwanese will have a vision for their country that does not include our truly living here permanently, or that despite the fact that Taiwan is not the monoculture that people often think it is, that they might not want a more diverse or multicultural society. While I disagree with this, it is a possible viewpoint, and people are entitled to have opinions regarding what they want their country to be like even if I disagree - and even if their perspectives, if implemented, would hurt me directly. Most of my supporting points to my dual nationality argument addressed this assumed opponent: that Taiwan is already diverse (with data to prove this), that those who would seek to attain dual nationality would be fairly small in number and the vast majority are already here, so it wouldn't really change much in terms of the makeup of the Taiwanese citizenry but would be life-changing for us, that sort of thing.

I was pleasantly surprised to find that, on the contrary, Taiwanese people seem to generally have no problem with the idea of dual nationality for foreigners like me (a lot of the latent anti-foreigner sentiment is aimed at Southeast Asian migrant workers, however, and I do not mean to excuse this). In fact, most people I've talked to had assumed it was already possible, and the reason that so few foreigners had dual nationality was because we hadn't applied, not that it was impossible. Although I'm sure the local opponents in my mind's eye exist, I have yet to meet them. Even within the government, the main issues seem to be a lack of prioritizing this issue coupled with fear of the unknown, not open opposition to the idea of dual nationals who do not have some sort of "Chinese" origin.

Instead, I have been shocked to learn that the most vocal opponents of dual nationality are other foreigners. 

I still struggle to understand why. It often comes across as long-termers crapping on other long-termers out of some sense of assumed superiority. I can't think of a reasonable reason why I have never met a Taiwanese person who opposes dual nationality - and I have talked about this with people across the political spectrum, from deep blue KMT to Hoklo nationalist to moderate to Sunflower - and yet have come across so many foreigners in Taiwan who do.

All I can say is that this attitude hurts all foreigners in Taiwan, hinders our progress, and shows a lack of understanding of how this issue is viewed locally, and hinders what sort of local assimilation is possible (although I do agree that total, perfect assimilation is not possible at this time - there are still a lot of assumptions about what a Taiwanese person looks like for that to happen right now).

With this in mind, here are a few of the points I've heard these anti-dual-nationality foreigners raise.

The most irritation iteration of this belief is the "superiority complex", that is, other foreigners in Taiwan who think that dual nationality is not necessary because we should be happy and willing to stay here and contribute as much as possible to Taiwan without asking for anything in return - and that to ask for immigration policy that matches the rules for born Taiwanese (who are allowed to hold dual nationality) is a selfish thing to do. I suspect people who hold this particular view see themselves as somehow selfless for putting up with a pointless and unnecessary double standard. That perhaps unrequited love for Taiwan - because Taiwan's immigration policies do not love us back - is somehow noble or right.

I reject this on its face: asking for fair-minded immigration policy in which both born and naturalized citizens have the same right to dual nationality is not selfish, it is asking simply for what is fair. It does not mean we don't want to contribute to Taiwan, or that we are here to mooch or that we want to get, get, get without giving. I don't think there is anything noble about accepting a system that discriminates against people like me. I don't believe in continuing unrequited love out of some sense of selflessness - that's just not what selflessness is - and I certainly don't believe in unconditional love. I am deeply uninterested in the "I'm A Better Selfless Foreigner" game.

This is also a strain of thought in which people who oppose something tend to think of those who want more rights, or fair rights, to be "entitled" (whereas they see themselves as "selflessly giving and working hard") rather than just normal people reasonably pointing out problems and unfair policies in a system created in China in the 1920s which does not suit 21st-century Taiwan. All I can say is that when I fight for fair immigration, I'm fighting for their rights too, not just my own.

There are also the Straw Man Foreigners, who seem to think that supporting dual nationality means supporting anyone who shows up at the airport immediately being able to apply for citizenship. This is an obvious straw man - nobody thinks that - so all I'll say is that the general consensus seems to be that eligibility should begin after one has had permanent residency for at least 5 years. That's a 10-year commitment to even apply, and that seems quite fair to me.

There are also those who defend unsupported ideas: for example, those who believe that opening up dual nationality would cause a flood of people to come to Taiwan, or who think they are defending Taiwanese people whom they believe generally do not want many naturalized dual nationals. I've already covered the latter issue: it is simply not the case that Taiwanese people are generally against dual nationality for naturalized citizens. They are defending a viewpoint that is in the minority, acting as stewards of "what Taiwanese think" without actually considering what Taiwanese think.

Regarding the former issue, there is little evidence to support this. There aren't even many permanent residency holders, and the eligibility for that has opened up considerably. It was easier for my husband to apply just recently than it was for me to apply in late 2011! There has not been a corresponding uptick in foreigners moving here - most who come do eventually plan to leave, and those who would apply for dual nationality are generally already here.

This group also tends to ignore the blatant double standard of allowing dual nationality for one type of citizen (those born here, and those of Taiwanese or Nationalist diaspora ancestry who want to come here) but not another (those not born here whose ancestors did not flee China in the 1940s). They ignore the fact that someone who has never set foot in Taiwan but whose grandparents fled China with the Nationalists to some other destination can very easily get Taiwanese nationality without giving up their original citizenship, but those of us who have lived here for years cannot. They also ignore that people who were actually born and raised here are still considered "foreigners" despite their having a stronger connection to Taiwan than many who do qualify for dual nationality.

And, of course, they ignore the fact that, if China were ever to annex Taiwan, that foreigners who have renounced their original nationality will essentially be stateless - there is no way that China would give them citizenship, not that they generally want it. Taiwanese would end up becoming Chinese citizens, which sucks, but is marginally better than being stateless. Those who think renunciation is reasonable generally fail to think through this potential - if unlikely - scenario.

There are also those who think that they understand the lives of those who want dual nationality enough to assume that permanent residency is sufficient for them (which I've covered above), or that renouncing their original nationality is not too much to ask. I've covered the latter in previous posts, but the short of it is that, beyond the potential for statelessness should China ever annex Taiwan, if I give up my original nationality I have no way to return to take care of family long-term - and work at the same time, which I would have to do because I am not wealthy - should the need arise, which it probably will. A subset of this group has either already renounced and therefore thinks everyone is equally able to do so, or renounced but reclaimed their original citizenship and doesn't care that not everyone can do that.

Related to this, there are those who think dual nationality is not deserved because we wouldn't "fight for Taiwan" should it become necessary (yes, this an actual 'argument' I've heard). Leaving aside all of the issues related to this - fitness and training to fight, for example - this is exactly backwards. I personally would want to fight for a country that would give me citizenship, but don't see why I should fight for one that won't, and I doubt Taiwan would even allow non-citizens to take up arms in wartime. I'd even argue that naturalized citizens would be more willing to stay and fight than some locals who, given the chance, would leave at the first bomb drop.

And, of course, there are those who think that only superhero-level foreigners should be granted dual nationality, as though nothing short of renouncing all worldly attachments and going to work in a village in the mountains (and conjuring up food and shelter with no money, apparently, because in this scenario the selfless hero doesn't need to work?) is good enough. This argument tends to deify missionaries - as though they do what they do out of pure selflessness rather than for their ultimate goal of winning more converts to their religion - and kick down those foreigners whom I think deserve dual nationality the most: the ones who were born and raised here. It prioritizes those with an institutional advantage - a large religious organization paying their bills - and closes the door to anyone who does not believe in religion.

It also dismisses the contributions of regular foreigners to Taiwan which are similar to those that Taiwanese citizens make, and spits on the value of work, even though regular work is a part of what helps an economy grow, and there should be no problem with being financially independent, supporting oneself, being a part of the economy and paying taxes.

Again, I'm not sure why thee anti-dual-nationality foreigners make these arguments, or how they can make them sincerely, but that they do so shows that we are our own worst enemy: the problem is not merely convincing Taiwanese that we are worthy. They seem to be mostly already convinced. It's not only getting the government to act - although that is also important - it's that some foreigners here want to hold others back for no reason - well, no good reason - that I can think of. I'm not interested in this whole "I'm a better foreigner because I don't want equal rights" or "they're better foreigners because the church pays for them to be up in the hills helping the poor whereas you pathetically have to work to earn money to live like a loser" or "you're so selfish and entitled for wanting a fairer system" game.

It is especially odd, seeing as they'd benefit from increased rights and fairer immigration policy too. If they didn't think it was important or didn't want or need it, fine, but then the sensible course of action is to not get involved. But to actively oppose people like you working towards something better? To want to continue the double standard? Why? I really don't get it.

I just hope we get what we want - fair-minded immigration policy - despite this inexplicable attitude from our own.

Fortunately, we don't need their support, and from my discussions with locals, we already have considerable local support.

I am rather happy with this low-hanging fruit



Here are some of the really great (and necessary) things included in a bill being currently reviewed by the Legislative Yuan that will expand rights and opportunities for foreign professionals:

- Internship opportunities from recent graduates of "Top 500" universities
- A one-year job-seeking visa for foreign professionals
- A one-to-five year (depending on field) renewable visa/work permit bundle for foreign professionals that, after 5 years, confers APRC eligibility
- Tax breaks for people who are already high earners (meh)
- Foreign professional participation in pension programs
- APRC eligibility for the children and spouses of APRC holders
- Work rights for adult children of APRC holders with over 10 years of residency in Taiwan
- One-year visitation rights for parents of foreign white-collar workers

You won't find me spewing much invective for once - this is actually pretty good.

To be clear, at least one of these new perks is unnecessary: I see no reason to give major tax breaks to high earners who would presumably already enjoy a high standard of living in Taiwan. I am also not sure if "attracting more foreigners" is the best way to combat brain drain. Maybe try paying your own citizens competitively and providing them with enticing working conditions? Hmm?

Let's start with the good stuff first for once, however, before diving into the problems.

This is exactly the right way to go for the children of APRC holders. I dream someday of a Taiwan where they would have a path to citizenship (if not birthright citizenship, but even a pathway is something). I have a friend who was born here, whose home country and home culture are Taiwan, and yet who is not considered 'Taiwanese' because he doesn't have the ancestry. Of course he is Taiwanese, and the laws are unjust. He had to return to Canada for years before coming back here, on the same visa I held for years as someone with no prior connection to Taiwan. That's not right.

I have more than one friend who has had children in Taiwan. The older ones often leave, and those with young children worry about what their offspring will do when they come of age, if their native country is still saying "you are not from here and are not welcome here".

They need this. This is important. Every foreign worker thinking of staying long enough to have kids and raise them here absolutely needs this, and as a long-term expat myself, I know quite a few of them (as a married woman, although we intend to remain child-free, it would still be good to know our hypothetical children may fare better).

It is unclear of the adult offspring of APRC holders with over 10 years' residency must have lived here within a certain time frame - that is, whether or not my friend would quality, however. This ought to be clarified.

The work-seeking visa is also a big deal - I can't tell you how many people have taken jobs they don't want simply because they were worried about their visa. I can't tell you how many people had a few weeks or months of technically working illegally because the only way to get work here is to come on a tourist visa and then transition to a work visa, which takes time (this is technically illegal but the current regulations left most of us with little choice). This is truly an important step in ensuring that foreign professionals are able to come here without resorting to legal gray areas just to make it work.

The working rights are also a big deal, not only for children of APRC holders who would, one assumes, also be likely to have APRCs if they're old enough to work yet still dependents, but for spouses. A lot of - probably the majority of - spouses of foreign workers are wives whose husbands work - not allowing them to work essentially promotes gender role segregation that is entirely unjust in the 21st century.

And, finally, the one that might affect me: the pension scheme participation. I've said that the two main things keeping me from staying in Taiwan for the rest of my life on an APRC rather than as a citizen are, first, the inability to buy an apartment. I intend to work until I physically/mentally can't anymore - I actually like my job, after all - but where am I supposed to live when I'm too old to earn money and have no income? In my generation retirement savings that will last for the entirety of one's golden years is a pipe dream, although we do have savings. Paying rent is not really an option. What's more, it isn't particularly easy for the elderly to rent apartments in Taiwan. So how does an elderly non-homeowner without Taiwanese children stay here?

The second is pensions. Eventually I'll want to transition from the freelance work I currently enjoy to a more academic position. In, say, Canada (where my husband was born and therefore where we can live) that would generally come with a pension scheme. In Taiwan it does too...for locals or those married to locals. I am neither. I don't see, however, how I can stay when I might never be eligible for something I could get almost anywhere else I can legally live. So this really matters to me.

But, of course, the bill's provisions are not perfect. This wouldn't be Lao Ren Cha if I didn't complain.

I am not going to complain about money. Taiwan's wage stagnation is well-known. We all know that everyone, Taiwanese included, needs to be earning more. There's no reason to go into it further. Of course it's a problem.

Regarding things I do want to explore, it is unclear if the "foreign professionals" eligible for an employment card need the requisite "two years of experience in a related field or a Master's degree" to apply. A lot of people I know came to Taiwan before they had these things, and yet became valuable and contributing members of society here. Or, they had two years' work experience, but in a field they were hoping to get out of, not stay in (this was the case with me and my 2 years' experience in finance - a field I was desperate to leave). People often move abroad hoping to change careers, not necessarily continue them. That doesn't mean they aren't worth having in Taiwan.

I am also wary of the "Top 500 universities" rule. I understand why they are trying to implement it - they want some measure of 'prestige' for the people coming in - but leaving aside the impossibility of truly deciding which universities are in the "Top 500", what you are essentially doing is discriminating against those who weren't born into relative wealth.

On a First World scale, that means, had I not taken out heaps of loans (along with a scholarship and some family help) to go to my rather good private university in the US, my 'affordable' choice was State University of New York - and the one nearest my hometown is not one of the SUNY schools that is on this measure of world rankings. That would have meant that sound financial decisions - hey, I'm still paying off that student loan - as someone from a middle-class family that sometimes struggled would have rendered me potentially ineligible, for having gone to a perfectly okay and affordable school.

On a Third World scale, it discriminates, well, pretty indiscriminately. If you are from India, you would have had to have gone to an IIT - to be the best of the best - whereas in the US you could have gone to a better-than-SUNY-New Paltz state school and you'd be basically okay. For those from Southeast Asia, I couldn't find any universities outside of Singapore that would meet the requirements (Chulalongkorn University, for example, is ranked in the 600s).

It essentially says "Westerners welcome, the rest of the world not so much." Not quite "we don't want brown people" (plenty of Westerners are people of color) but pretty damn close.

A lot of my liberal Taiwanese friends say that while they have reservations about foreign blue-collar labor, they welcome foreign white-collar labor from around the world. This bill still discriminates against exactly those people. And how, if Taiwan's goal is greater links with Southeast Asia, is this going to further it, when most educated Southeast Asians would be essentially barred from the program?

And, of course, these goodies are only for white-collar workers. Our blue-collar foreign worker brothers and sisters are, as usual, left out and given the worst possible living and working opportunities in the country. They are basically being told "you can work here in a factory or as a maid, but while those wealthy Westerners can bring family here and even get them APRCs, you should leave your family in Vietnam/Indonesia/Thailand/the Philippines. They can have their parents visit for up to a year, but not you. You are lesser."

How is that fair?

And, of course, there are a few big things missing. I don't know what to do about mortgage discrimination as that's not a legal issue but rather an issue of banks being, well, unfairly discriminatory. However, it must be dealt with if we are to stay.

Another is that a one-year parent visa is perhaps insufficient. I don't intend to bring my father here to live - and in any case he's not elderly yet - but I know foreigners who are considering bringing their elderly parents here to care for them rather than moving back to the country of their birth. There is currently no visa for a stay of such indeterminate length.

There also seems to be a lack of a retirement visa. If a pathway to citizenship (or some other solution to everything keeping me from permanently committing to Taiwan as I would like to do) doesn't open up for us, we will likely leave simply out of necessity. However, I do want to live out my days in Taiwan - perhaps selling whatever property I may have bought abroad to buy a small apartment for us outright here. By then, however, we will have lost our APRCs. How are we to come back if there is no way to do so as retirees?

And, of course, we need a path to dual nationality - but we've been over that.

However, all of these issues aside, I am happy with this progress. I am especially excited for my friends with children in Taiwan who really deserve better for their Taiwan-born offspring than seeing them kicked out in their 20s. I'm happy for friends who may finally be free to search for a job without jumping through all sorts of sketchy legal loopholes.

A lot of these gimmes are low-hanging fruit, of course. I don't know any Taiwanese who would oppose allowing foreign professionals to have parents visit long-term, for example, or who would prefer that they come here and transition to work quasi-legally. I don't know any who think that children born in Taiwan should be forced to leave at age 20-26, and in fact, very few are aware this is even a problem.

So these are easy gifts - everything it takes very little effort to pluck off the legislative tree.

But you know what? I'll take it.

On sacrifice, history and what we are 'owed'

I've received a fair amount of feedback, most of it positive, regarding the case I made recently for allowing dual nationality to all foreigners. But, there are a few points I'd like to clarify here, which I think merit further discussion.

On selfishness and sacrifice

The first is this idea that, impossible or not, to decline to renounce one's original citizenship is somehow inherently selfish - to want the best of both, or to be unwilling to make any sacrifices.

I understand this as an instinctive first reaction - it's one of those "makes sense on its face" arguments - but with even a bit of dissection falls apart.

First, I reject on its face the notion that a person should have to make massive sacrifices to be a part of the society of the country they call home. That's not the argument I want to make, but I want to put that core idea out there. Some people take this further, and try to justify giving missionaries dual nationality on the basis of their "sacrifices" for the good of the communities they live in, but that the rest of us don't because we live more comfortable lives.

First, let's be clear: missionaries are not selfless. The good works they do - and they do some good things, I admit, and I don't think they're bad people - are done with their own goals in mind: converting members of the community to their faith, which is a benefit to the churches that often fund their missions. I still think they deserve a path to citizenship despite fundamentally disagreeing with the notion of evangelizing, because I think anyone who has decided to make Taiwan their permanent home and contributes to it in some way deserves that path. However, this argument is then extended and ends up somewhere around "you have a nice apartment and a job and therefore you don't deserve citizenship", which I quite literally do not understand as a logical conclusion. Do we really judge who gets to be a member of society based on whether they have wood floors or not? "You live well so you don't deserve political representation"? Really?

I get it, I really do - the idea is that we already have good lives, so we shouldn't want more. However, wanting political representation and to live a normal life as a member of society is not the same at all as having a couch that is not from IKEA (though honestly, if we hadn't inherited the couch we do have from the former tenant, our couch would absolutely be an IKEA model). The logical conclusion of this is that you should not agitate politically if you are comfortable economically, but economics and politics are separate things. I don't want more money - I want to be a member of society.

That said, I really don't want to make it my main argument - I want to point out the ridiculousness of it and move on.

Here's the thing about assuming that renouncing one's original citizenship is a 'sacrifice' and to not want to do so is 'selfish'.

To take the only path to citizenship currently available to me, I would have to quite literally renounce my core values. As much as I complain about the US and insist on my own self-sufficiency and freedom, fundamentally I believe in caring for one's family when they need it. I have already written about why I must retain American citizenship if the need to care for my father arises, and won't repeat myself.

I will, however, point out that the selfish act here would be to abandon my family for my own desires vis-a-vis my life in Taiwan. It is, if anything, a sacrifice that I do not pursue this route, because family, should they need me, trumps what I want in this regard. I would also point out that this means that asking me to renounce American citizenship is tantamount to asking me to put my desires over the needs of said family, and to essentially change who I am as a person - to be willing to be the sort of cold-hearted individual who would choose her immediate satisfaction over possible future family caretaking.

I mean it - I will give Taiwan what they want in any other regard. They want money? I'll pay it. They want me to get my PhD and become a professor, even though I'm happier (and I think a more effective teacher and contributor to the field) outside the academic bureaucracy and would normally stop at a Master's? I'll do it. Mandate that 36-year-old women must also do military service? I'll do it. Pound of flesh? That can be arranged. Start a charity and work at it as my main cause? Already considering it, though kind of hard to do if I'm going to go the academic route until I'm finished shuttling back and forth between Taiwan and the UK for my degree(s).

But I will not abandon my family.

For a culture that places so much emphasis on being filial, you would think the Taiwanese government would understand this.

All that aside, I fundamentally find the idea that wanting to be closer to - rather than maintaining and enforced distance from - the society of the country one calls home is inherently selfish in some way. That wanting to participate civically is selfish - I thought civic duty was meant to be an act of giving? I truly don't understand the logic here, that it is somehow a problem or indicative of bad character that I'd want these things.


On history

I also got a very interesting comment on my assertion that "Taiwanese history is not my history". The point that was made was that if we expect the descendants of the 1945-1949 KMT diaspora, as well as those who took part in it who are still alive, to consider their history to be intertwined with "Taiwanese" history rather than Chinese history, how can we decline to do the same?

However, I'm not saying I won't do the same. I gladly will.

In fact, the ten years of Taiwanese history that have occurred while I've lived here are my history - I live here too. If we stay permanently and do get citizenship, when I am old I will look back on my life and perhaps then think of myself as Taiwanese, and Taiwanese history being my history.

What I meant by that comment was, the agonies and successes of Taiwanese history that happened to the ancestors of the Taiwanese alive today did not happen to my ancestors. I don't want to appropriate or seem like I am appropriating that legacy. The sum of history and cultural legacy that made me who I am, compared to that of my Taiwanese friends, is different, and I feel it's OK to admit that while still hoping to assimilate more. The idea is to avoid "you owe me your history, culture and legacy!" and instead aim for "I would like to be a part of your society if you'll have me, and as I do want it badly, I would like to make a case for that."


On being "owed" something

There is a popular meme going around that shows a blank piece of paper with a title along the lines of "a comprehensive list of everything you are entitled to and the world owes you".

It's cute, and I get the instinctive reaction to agree. However, I actually don't fully believe that - if you live in the forest as hermit who doesn't pay taxes or contribute to a society in any way, the world owes you nothing, that's true. But if you are expected to pay taxes, obey laws, support yourself, contribute to the economy and civic life of a society, in fact, I do believe that society owes you something in return. This is the basic argument for why societies that can do so owe their citizens a social safety net, and I happen to agree with it. Like dedication to family, it is a core value.

That, again, is not the argument I want to make however. I just want to point out that that line of thinking is inherently flawed.

What I want to say is this: I didn't come to Taiwan already knowing citizenship was almost impossible to obtain, and thinking I'd just complain about it whenever I decided I happened to want it. It was a much more organic process. I came here thinking I'd stay for two or three years, but Taiwan, being like Hotel California (as someone once put it to me), has made it so I can check out any time I like, but it seems I can never (don't want to) leave. Only then did I decide to advocate for the chance to participate more fully - after I'd already been here for a decade, contributed in the same way citizens who were born here have done, and tried to be a net benefit to this country rather than a drain on it. I was already here contributing when my thoughts on this topic became defined, not standing on the outside banging on the door.

Do I think, for all of this, that I am "owed" citizenship? Well, no, not in the sense that every country gets to decide for itself what foreigners can and cannot have. I think I've earned it, but I don't think I'm 'owed' it, at least not in the world we live in.

Taiwan, however, is a country that has increasingly insisted it is based on shared cultural values rather than ethnocentric nationalism. They themselves insist that one does not need to be from a particular ethnicity, culture or group to be 'Taiwanese'. Their history museum in Tainan even has a plaque saying so!

If they truly believe this, and this is the kind of country they want to build, it is hypocritical to then make it difficult for those who lack blood ties to Taiwan who are not the lords and ladies of the 1% (or missionaries) to be a part of that society. If they really believe it, they need to stop setting up impossible barriers (and, as I've explained, the need to renounce is an impossible barrier for many of us) and allowing double standards for naturalized vs. born citizens. If they want to keep up that rhetoric, they do owe the people they're talking about a shot at actually being 'Taiwanese'. Forcing us to be perpetual outsiders who can't even have a mortgage or vote for the leaders whose governance affects us is the opposite of this sentiment. It's having your cake and eating it too.


On radical social change

I've also heard the argument that changing the law so completely cannot be done quickly because Taiwan progresses slowly, and to do otherwise would constitute 'radical social change' that would somehow cause problems for society.

This is wrong.

Just as marriage equality is not 'radical social change' but rather a logical expansion of human rights and recognizing what, for many couples, is already true, allowing immigrants in Taiwan to naturalize as dual citizens is not radical. We're already here and already contributing - not much will change as a result. All it is doing is expanding the scope of the rights of people who live in Taiwan, and acknowledging what is already true about our lives here.

Most Taiwanese, when made aware of the double standards that currently exist, voice support for creating a more possible and reasonable path to citizenship for foreign residents. They too are done with ethnocentrism, whether it's Hoklo or Han chauvinism. It is not scandalous or radical to then make the necessary political changes reflecting this.

I don't believe a change like this would result in an influx of people hoping to get citizenship - at least not among white collar workers (I don't believe in dividing who can have dual nationality and who can't based on social class, I'm just pointing out a reality.) Most would come, and eventually leave. Those who stay long enough - seems like it would have to be about ten years to get an APRC and then citizenship - would have demonstrated enough of a commitment to Taiwan to merit naturalization. Most importantly, they'd already be here. It would be a mere formalization of the status they already possess.

Ideological Bedfellows (Part 2): And all this time...

No, not like that.

Sometimes you just gotta make sure there's no random person who hates you so much they've dedicated a website to it or something. You never know. Turns out there is a guy, but it's not a whole website. That's not nearly dedicated enough and I am disappointed. Come on Internet, you can do better. 

Anyway, another thing I learned from this (oh yeah, besides the fact that I was totally in the Liberty Times in 2014 for my ancillary participation in the Sunflower Movement next to my friend holding a sign that says "CIVIL REVOLT" in Chinese and "FORCED TO REBEL" in English, which I also didn't know until very recently, so there's that) is that this editorial I wrote back in October actually got published in the Taipei Times, and I'd had no idea.

So please, enjoy. The gist of it is that the no-dual-citizenship rule for foreigners only (not Taiwanese) is an unfair double standard, if I can't naturalize and maintain my American citizenship due to family obligations I'll leave - though we won't go back to the US if we can at all avoid it - and all this talk about "attracting foreign talent" means nothing if this doesn't change, because the foreign talent doesn't really feel welcome or like they can put down roots here if they can't naturalize:

I would like to stay in Taiwan, likely forever. However, unless I can reasonably obtain citizenship it is not a viable option.
Under current laws, in order to become a citizen I must give up my original citizenship. This is unacceptable: I have aging family members in my country of origin whom I might have to return to care for indefinitely before eventually returning to Taiwan. The few months I would be able to stay as a Republic of China passport holder might not be enough. I would need work rights in my country of origin in order to support myself. In short, I must retain my citizenship.
Furthermore, it is not a restriction Taiwanese face when applying for dual nationality. They might have another passport, but under the law we may not. This is an unfair and frankly an unacceptable double standard.
Without citizenship, I cannot stay permanently, even as a “permanent resident.” We have the legal right to buy property, but would be hard-pressed to find a bank that would give us a mortgage (I am married, but not to a Taiwanese) and yet landlords balk at renting to the elderly. It is difficult to even obtain a credit card. As we age, social services available to citizens will not be available to us. Finally, I have no political representation: no right to vote, no right to organize a protest.
I work, I pay taxes and I contribute positively to a society that says it wants my contribution. What happens here affects me. This is my home, too.
I am not even a second-class citizen in the nation I call home — I am not a citizen at all, welcome to stay, but never fully allowed to participate.

It has been accepted as true - and there is truth to this - that positions on these sorts of issues are not demarcated by party lines. You would expect the DPP to be more pro-foreigner as they're the ones clamoring about the need to look away from China, but in fact it was the KMT who was set to relax regulations on foreign workers coming to Taiwan. You would think the more progressive New Power Party would be all about this, but they weren't: they actually resisted it. Many people report that it's people generally aligned with the pan-blue side who tend to be more welcoming to foreigners, whereas a lot of DPP types have a nationalistic streak in them. The same can also be said of Western-style liberal-conservative politics.

I'd like to posit, however, that this view is not entirely true, at least not anymore, and it is related to my last post on ideology in Taiwan today, which was more of a personal story.

Both sides have their xenophobic streak. For sure, there are plenty of independence supporters and deep green voters who still, after all these years and so much progress, hold on to some form of Hoklo nationalism (and there are still voters who are not green who accuse the whole party of being that way, which is unfair). On the other side, although this is not as remarked upon quite as much, there is a streak of Chinese chauvinism, of the "5000 years, since antiquity!" variety.

As far as I can tell, unless pertinent changes were made that I am unaware of when the DPP was in power (so, basically, the Chen years), the particular law affecting my ability to naturalize was created not by the Hoklo nationalists but way, way before that, by the Chinese chauvinists. All that time in power, and they have not sought to change it. The first I've heard of anyone seeking to change it has been this bill introduced by prominent figures in the NPP and DPP: the DPP, at least, being exactly the folks accused of 'Hoklo nationalism' and 'xenophobia', and the NPP being the ones against relaxing regulations allowing foreigners to work in Taiwan. They're the ones who basically made the nationality law one based on blood - on race, really - rather than on birth, length of abode or cultural assimilation and participation. They're the ones who seem to have more of an interest in keeping Taiwan ethnically pure, as per their definition (as silly as it is given the ethnic mix in this country to begin with, but that's their "We Are All Chinese but some of us are more Chinese than others" mindset - and with that mindset, if you are not Chinese, you can't be Taiwanese, as Taiwanese, to them, is a subset of Chinese).

Of course, I'd like to stress that these are political issues and general trends and not meant to smear an entire population. There are decent people on both sides, and jerks on both sides. Dehumanizing anyone by taking away their individuality or judging them based on the group they belong to is never okay. 

This also reflects my personal experience: it may not be politically correct to say this, but the honest truth is that I have felt more welcomed in Taiwan by people I could reasonably assume identified as pan-green, as a general trend. It's not that those more likely, in my estimation, to identify as pan-blue aren't also hospitable, it's that the welcome from them is more of host to guest rather than person who lives here to another person who lives here. As I've written before, in Tainan I was ushered into a taxi by a guy who ticked off every Hoklo stereotype - betel nut, spoke Taiwanese, blue plastic sandals - with "you're the next generation of Taiwanese" (妳是台灣的第二代!), whereas everyone and their Mandarin-speaking grandmother in Taipei seems to love asking me when I'm "moving home", as though home could not possibly be Taiwan. They don't mean to be insulting, but their base assumptions become clear, with that one question.

This kind of makes sense: the Third Force (student activists and other 'colorless' progressives) tends to be very open to foreigners in Taiwan as they're more international in their outlook, but there's a streak of Bernie Sanders-style labor protectionism that is baffling at best (Bernie was wrong about immigration too), and somewhat hypocritical at worst. However, they've moved beyond identifying Taiwaneseness as something ethnic or racial - which again makes sense because all attempts at arguing this are so ridden with flaws, and scream of an ethnocentrism that is discomfiting in the 21st century - and most of the DPP seems to be getting on board. 

A friend noted that the difference seems to be that, while both sides have their ethnic nationalist streaks, one (the pan-greens) seem to be more open to progress and more willing to change, whereas the other seem, well, not to.

I tend to agree, at least broadly - I am sure I could come up with some contradictory examples - and would say this is why the ideological split seems to be shifting as it is.

The same thing seems to be true of marriage equality. The two issues - Taiwanese identity and marriage equality - seem to be unrelated. There are plenty in the DPP who support one but not the other, and a precious few in the KMT who are aligned in the opposite direction. But when one side has been turning more and more liberal, while the other clings to the past, it makes sense that this divide too would be shifting. I hesitated at first to post this video, and it may well be creatively edited, but I do think it makes a point. Supporters of Taiwanese independence are slowly but surely moving towards supporting a country based on common values - and those values include freedom, democracy and acceptance. Who better to slowly turn towards support of marriage equality? Considering their support of the 'colorless' social activists, who are almost universally pro-equality, it also makes sense that this ideal would bleed from one to the other.

From this, it also bleeds into tactics. Yes, the anti-equality protesters tried to use Sunflower tactics to climb the walls surrounding the Legislative Yuan (ha ha), but by and large, in fact the strategies they employ are similar more to the pro-unification gangsters: starting fights, threatening journalists, smoke bombs, aggressiveness bordering on, and sometimes turning into, violence.

I can't be, for example, the only person who noticed similarities between the aggressiveness of anti-equality demonstrators at recent rallies and the aggressiveness of anti-independence/pro-unification gangs at today's self-determination forum, as well as in the past. I would not be at all surprised to learn there was crossover between the two.

I'd like to end with this: all of this points to a shift in Taiwan where the old truism that liberal and conservative social ideals do not necessarily fall along party lines may no longer be true, and we may well be left with a two-party system, one which is socially conservative (or at least more so), and one which is more traditionally socially liberal (again, at least more so). That means bills addressing social issues may no longer have much of a shot at bipartisan support, and that - oh heavens I hope not - campaigns will start hammering social issues and 'values' as they do in the US.

Considering what that's done to the US, if I am correct, I cannot say that it is a good thing.

Brexit Barfing: Both Taiwan and the UK need to stop fearing immigrants

Though I haven't read of anyone quite doing this yet, I imagine in the days to come someone will publish some thinkpiece drawing comparisons between Brexit and Taiwan's fight for de jure sovereignty. Certainly people commented that China watched the Scottish independence vote very closely, so I imagine they will also have watched the Brexit vote not only for economic reasons but political ones, too. Frankly, I'm surprised that China's state media wank-factory hasn't excreted some steaming turd of churlish nonsense that reads, in short, "see, Brits voted for Brexit and look at the turmoil that is causing! Imagine what would happen if we let Taiwan be recognized for what it already is! That can't happen! DOOM! GLOOM! ZOMBIES! Also you can never understand our 5,000,000,000,000,000 years of culture and that hurts the feelings of the Chinese people".

(I'd like to say my narrative above is outdated, but unfortunately, it's not. Or rather, fortunately it’s not - it's so simple to tear apart. China makes my hobby easy).

So, I just want to beat that hypothetical pundit to the punch and say that while there are philosophical relationships between Taiwan and Brexit, they actually have nothing to do with voting to break from a larger political bloc.

First, why they are different:

The people of Taiwan are currently fighting for international recognition of what almost every Taiwanese person already takes as fact: that Taiwan is inalienably sovereign and independent. This question has been so settled in Taiwanese society, to rip off Michael Turton, that the populace has already moved beyond existential questions of national identity and toward making the nation they have a better place. Nobody thinks that the UK isn't sovereign, nobody refuses to recognize it as the nation (or group of nations, whatever) that it is. The EU isn’t a big authoritarian regime across the English channel that openly strategizes how to force the UK to join its fold.

The UK agreed to enter the European Union. Taiwan never agreed to be ruled by China (or any other colonial power, including the ROC). When British people say they "took back Britain" I have to ask - from whom? Nobody invaded you, nobody claimed you as their territory. The EU didn't insist you must be annexed because you have been a part of their territory 'since antiquity' as China ridiculously does. You agreed to something and now you don't, so you voted on it. That's all. "We fought for our sovereignty" - no, you didn't, because you never lost it. In order to have the vote in the first place you had to have had sovereignty. They are simply not the same.

What Taiwan is fighting for is recognition of their entire nation from a horrid dictatorship that has clear, acknowledged designs on annexation. The UK seems to be pissed off about a few regulations, the downsides of which I have not heard articulated well, or at all, and an inchoate fear of “immigrants”.

Not the same. Do not compare them. Don't give in to the false narrative that Britain won back 'sovereignty' that it had never lost.

Instead, compare them in terms of how the people view their national identity, and the lessons that may be learned from putting too much stock in national identity along ethnic lines, and in terms of understanding how foreign workers impact a nation's economy.

All the talk about “we don’t want foreign bodies we didn’t elect setting laws and regulations in our country”...fine, sure. I may wonder what laws they have set or what regulations they have imposed that are so terrible that the UK no longer has faith in its own agreement to join the EU, but I can understand the sentiment at least.

But the talk about immigrants? That’s nonsense, and it has parallels in Taiwan. By the logic of Brexit voters, immigrants are a problem – they are taking away jobs and tanking the economy. They are a threat, somehow, to cohesive British culture.

Nevermind that there is little proof that immigrants – workers or students – hurt economies in deep, far-reaching or permanent ways (there is bound to be a little turmoil but nothing that outweighs the benefits of attracting diverse foreign talent), and plenty of proof that they do not have a net negative impact. All of the “Eastern Europeans” Brexiters are clamoring against are not the reason why their economy is in the tank, just as Latino immigrants are not the reason why the American economy hasn’t truly recovered from 2008.

Of course, the real problems are the wealthy business owners who continue to pay poverty wages and exploit workers, thinking of their own wealth only (which I can understand, but why are they given free reign when they don’t care about contributing to the economy and country that helped them get rich in the first place? What good are they doing that they should be allowed to continue?), and the relentless attacks on social assistance programs that could actually help the unemployed and poor get on their feet – and in Taiwan, a complete disregard for the idea of personal property by developers and politicians who are in their pocket.

As I’ve written before, it was never immigrants – we are fighting for the samecrumbs of one cookie with locals, while corporate interests have taken the restof the batch. Go after them, not us. We are not the problem.

You can see the same sort of anti-foreign-labor sentiment that drove much of the Brexit vote in Taiwan as well. It is apparent in mistreatment and prejudice against foreign workers – both domestic helpers and factory workers but also, at times, of professionals and English teachers.

By the logic of Brexiters who think, among other things, that “immigrants” are the problem, an immigrant like me in Taiwan could contribute nothing positive to this country. According to that train of thought, the best I could hope for would be to not leech too much off of another country, and I could never hope to be a part of it, do something good for it, be an overall advantage rather than disadvantage to have around, or even fully assimilate. Note that a lot of Brexiters say immigrants ‘don’t assimilate’ into British society, but when that is proven wrong with examples that they do in fact assimilate, those same immigrants are the target of harassment and insult. The same can be true in Taiwan – if foreigners don’t assimilate, they are held up as examples of why “IMMIGRANTS BAD, THIS IS OUR CULTURE”. When they do, they may be told they are not and can never be Taiwanese, or simply not treated as locals, ever, despite their best efforts.

It can be seen in the lack of enforcement of labor laws in the English teaching industry, fishing industry, many factories, many households that employ domestic laborers, and the brokers who bring all but the English teachers here.

And lest you retort with “but English teachers have it good here” – no, not really. Many don’t get enrolled in the labor insurance they are legally supposed to have. Most don’t get paid Chinese New Year even though it’s the law, even for hourly workers. Employer control of visas is a real problem, and plenty of complaints to the labor bureau go unresolved. 

It can be seen in the harassment faced by legislators who try to make things better for blue-collar workers, who receive actual death threats for their efforts because it would mean less money for shady labor exploiters brokers.

It can be seen in attempts to amend the law for professional workers (the class English teachers fall under), which would end the requirement that hires in fields other than teaching have 2 years’ experience or a Master’s degree (technically a relevant one but in practice this is often ignored), which then get resistance from groups I otherwise generally support, such as labor groups and the New Power Party with the excuse that it could “hurt local labor”.

Again, there is no evidence that this is, or would be, the case, and plenty of evidence that attracting foreign talent has more net advantages than disadvantages. Remember, most local companies prefer to hire locally because they feel more comfortable culturally and linguistically with other locals. If they want to hire a foreigner they probably have a specific reason for doing so, and should be allowed to.

By that logic, someone like R. (a person I know of tremendous intelligence and potential) who loves Taiwan and wants to stay, and has 1.5 (not 2) years’ media experience and no Master’s, can’t legally get a job outside of English teaching. R. doesn’t want to teach English, but her intelligence and interest in Taiwan could help her contribute a great deal both locally and internationally in the form of soft power. By the “immigrants hurt local workers” logic, someone like R. would be a hindrance, not a help, to Taiwan if she were allowed to do something other than teach – a job she doesn’t really want. If she can’t get something else, she will leave. Is that really good for Taiwan? How does it help in any way to ‘ghetto-ize’ R. and people like her in an industry they don’t want to be in?

If the problem is a fear that companies would hire foreigners at lower rates, rest assured that Taiwanese are among the worst-paid professionals in the developed world and most professionals, even from less-developed countries, want better salaries than are generally on offer here. If you are still worried about exploitation, then deal with salary stagnation and exploitation, don’t cut off foreign talent from potential jobs out of a misguided attempt to “protect” locals.

I know I’ve said it before, and repeated it, but I will keep repeating it until more people listen. For the same reasons Bernie Sanders’ outdated immigration policy is not right, this is not right either. I like the New Power Party, but they got this one way wrong.

Just as the UK seeks to cut itself off from open borders with 27 other countries, and thereby threatens depriving itself of foreign talent all out of fear of “immigrants” who “hurt local labor” (except they don’t) and “threaten our culture” (except they don’t), Taiwan has a real problem with its love-hate relationship with foreign talent. They say they want to attract more, then do everything possible to make it difficult to accomplish. Otherwise good parties like New Power take on straight-up terrible anti-foreigner policies despite calls for social modernization and progressivism.

In short, what we can learn from Brexit as it relates to Taiwan is not the oversimplified story of a country seeking ‘freedom’ or ‘sovereignty’ against a larger power, but that if you fear and push away your foreign talent, it will come back to bite you in the ass. In the UK and in Taiwan, we foreigners can and do contribute positively and we can and do assimilate.
