The case for why Taiwan is the best of the 'Asian Tigers'

I needed a cover photo that screamed 'Taiwan' so...here you go. 


As we enter the 2020 election season in Taiwan, I've been hearing a common sentiment from people I've talked to  - not just friends but students and random people I chat with in my daily life. Anecdotally, support for Tsai's re-election is strong, but there's a general sense that the economy is 'bad', and Tsai hasn't done that much about it. I've also picked up on a sentiment that Taiwan continues to lag behind the other 'Asian Tigers' - while nobody is jealous of Hong Kong these days, there is some envy of its status as an 'international city', and I hear jealous yearnings to be as well-off and nice as South Korea and Singapore.

It's easy to see why, on the surface. Let's be honest - South Korea, Singapore and Hong Kong all look so much...shinier. The public spaces and roads look better-maintained. It just feels like there's more money floating around. 


This is reflective of two pieces from 2018 and one from 2016). So while I can't measure the strength of this sentiment, I can say with confidence that it's a thing. 

But you know what? I just don't think it's true.


It's not that the data are wrong. Salaries are in fact low. Business do take conservative investment approaches (and I personally feel that they do not invest nearly enough in talent, nor do business owners trust the talent they hire to innovate.) I'm not sure that Taiwan's GDP per capita is lower than the other Asian Tigers as CommonWealth claims - at least in this data, it beats South Korea. And none of this from the Today link above is wrong, per se:


But Taiwan did not woo multinational companies to set up facilities, as Singapore did. It did not develop a financial centre like Hong Kong’s; or establish large conglomerates or Chaebols, the way South Korea did. 
Instead, Taiwan is home to many small and medium enterprises, known as original equipment manufacturers (OEM), making devices at low cost for brand-name companies. The island became a high-tech powerhouse in the 1980s on the backs of these OEM manufacturers.... 
Today, young Taiwanese face dim job prospects. They have been dubbed the “22k” generation — a reference to their minimum monthly salary of NT$22,000, which works out to just over S$1,000. Youth unemployment is more than 12 per cent [I checked that number, and this website confirms it as does Taiwan Today and the government], and many young Taiwanese are disillusioned.

But I'm just not buying that this makes Taiwan 'the worst' of the Asian Tigers or somehow 'left behind'. Here's why.

First, the same things have been said about Hong Konger, South Korean and Singaporean youth - 'bleak prospects', 'disillusioned', 'low salaries', 'can't afford to buy a home', 'no future'. Salaries for young workers are low around the world - Millenials everywhere can't afford to buy property at the rate their parents and grandparents did, and Taiwan (and Hong Kong, and Singapore) is no exception. Taiwan's economy is slower than it once was, but that's true everywhere

Yes, a crude comparison of salaries shows higher pay in the other Asian Tiger countries, but Hong Kong and Singapore suffer from such high living costs that I doubt youth - or people of any age - who get jobs there actually enjoy a higher living standard.


Poverty and Inequality

In some metrics, Taiwan actually wins out over every other Asian Tiger. Looking at wealth inequality, Taiwan's GINI coefficient is 33.6 (the lower the number, the better). South Korea's is 35.7, Singapore's is 45.9, and Hong Kong's is a whopping 53.9. Although the numbers are getting a bit dated, Taiwan's poverty rate is stunningly low, at 1.5% (though I wonder how much of that is massaged by people of meager means living with family). In contrast, South Korea's is 14.4% and Hong Kong's is 19.9%.

Singapore doesn't provide data (seriously, check that link above). Thanks to journalist and Twitter buddy Roy Ngerng, however, I was able to find a few reliable sources that estimate poverty rates in Singapore to be a whopping 20-35%. 



Yup. 

So hands down, Taiwan wins on equality - despite lower salaries, you've got a much lower chance of ending up indigent. Given the lower cost of rent in Taiwan than Hong Kong and Singapore, even if you do end up struggling financially in Taiwan, you can live a little better. There is no way, as a teacher, that I could afford the three-bedroom downtown flat I have in Taipei if I lived in any other Asian Tiger nation.

Although there's some contradictory info on purchasing power coming up, I'd also argue that the overall lifestyle in Taiwan is simply better. Coffin homes are not a thing, nor are cage homes. All of these countries have inexpensive food if you eat like a local,  but I've found that you can get more value for money in Taiwan (with South Korea as a close second). Overall, those little things that make life easier when you're broke are just a bit easier to come by here.

Is that not worth the trade-off of a few unsightly buildings? Would you not give up your glass skyscraper dreams to have more flexibility in your lifestyle? Just because a city looks a little ganky around the edges doesn't mean it's not wealthy.



Healthcare

I also want to take a look at healthcare - a lot of my data comes from here. Hong Kong's public hospitals have preposterously long wait times for procedures you can get done quickly and cheaply in Taiwan. The only way around them is expensive private hospitals, which not everyone can afford. South Korea's benefit package is quite narrow; a great deal of medical services are simply not covered. Singapore went through a process of privatizing hospitals, with mostly negative consequences, including increased cost to patients. Out-of-pocket expenses in Taiwan are similar to Hong Kong's (for better service) - they're higher in South Korea (due to so many uncovered services) and far higher in Singapore (due to privatization of hospitals, I suppose). While Taiwan does have a fairly high rate of private insurance, mostly purchased by wealthier people to supplement NHI, this doesn't make up for differences in out-of-pocket expenses.

After putting all that together, I'm gonna call it: Taiwan's got the best cost-to-benefit ratio of health coverage among the Asian Tigers. You won't be worrying about uncovered services like South Koreans, waiting years for basic tests like Hong Kongers or paying out-of-pocket like Singaporeans, and t
his is all despite having fewer doctors per 10,000 people than any of the other three countries. 


A free society

There are also personal freedoms to consider. Although I can only speak anecdotally, living in a society as free as Taiwan's counts for a lot. Again, South Korea is the closest comparison here. Hong Kong, on the other hand, is simply neither democratic nor free. Aside from the recent protests, the government is ultimately beholden to Beijing, and activists, publishers and journalists disappear (or are attacked or murdered) on the regular. In Taiwan, activists are mostly free to agitate for change. In Hong Kong, you're brought to trial and found guilty. Attend a protest - exercising your basic right to free speech and assembly - could get you fired. Singapore isn't wracked by protests (at the moment) but is absolutely an illiberal state where peaceful assembly and freedom of speech are so strictly controlled as to not exist.

If you're not a political activist, you may not think this is particularly important, but just try having a dissenting viewpoint one day, and realizing you can never voice it without potentially dire consequences. What if you want to be a journalist, political analyst, writer, artist or even academic, and find that your ability to speak truth to power is limited or outright censored? It does matter. 


South Korea offers similar freedoms - public demonstrations are popular there, as they are in Taiwan.


Work culture

When I first visited Seoul in 2003, I stayed with my now-husband in his (paid-for) flat in a nondescript building, in a nondescript part of the city. The buildings stretched on and on, and they all looked basically the same. They had huge numbers painted on them so you could differentiate your building from the others at a glance. It was all a bit sterile. These days, I'm given to understand that many companies provide identikit housing for their employees. When we returned in 2014 for a visit and had to catch an early shuttle to the airport, I noted as the bus snaked through downtown Seoul that the streets were full of Korean men in identical black suits (with the occasional navy-clad rebel), carrying similar briefcases, with similar haircuts, going to similar jobs in similar cubicles in similar office buildings for similar companies, and they were all made out of ticky-tacky and they all looked just the same


In other respects, I love visiting South Korea. I have to admit that Seoul went from a city that looked a little, shall we say, crumbly around the edges (sort of the way Taipei looks now) to something more similar to Tokyo between my two visits. People certainly revert to expressing individuality outside of work hours. But I think this samey-samey work culture would just destroy me.

Looking at numbers, Hong Kongers work about 50.1 hours/week on average, or 2,296/year according to a UBS study. Singaporeans clock in at 2,334 hours/year, or 45.6 hours/week. The results here don't quite add up as some say Hong Kongers work longer hours, and others say Singaporeans do (and neither yearly average matches 52 weeks of work at the weekly average). In any case, both are higher than Taiwan.

I can't find weekly averages for South Korea, but they appear to be at the top as well, at 2,069/year. Taiwanese are right to complain about their long working hours, but they're actually lower than the other Asian Tigers (2,035.2/year). 


Sure, just as the quote far above points out, Taiwan did not turn itself into a financial center or international business center like Hong Kong and Singapore  - but its wealth inequality is lower, which is quite possibly a direct consequence. It did not set up chaebols (massive conglomerates) the way South Korea did. But I've spent a lot of time in corporate offices in Taiwan and I can assure you that, while there is a standard 'corporate' mode of dress, that the level of conformity expected among office workers is nowhere near the level of what I saw in Seoul. I would not wish that identikit lifestyle on Taiwan; while some people might be willing to slog through such a work culture for a better paycheck, I suspect a huge proportion would chafe against it. Taiwan's small and medium-sized enterprises (SMEs) may not have brought in the big bucks the way Samsung and Lotte did for South Korea, but what they contributed to Taiwan's cultural landscape is a net positive, I think, and should not be underestimated. 

Brendan's oft-repeated comment about his long-ago move from South Korea to Taiwan is that "Taiwan has long work hours, maybe as long as South Korea. Wages are lower. But people just seem more chilled-out. You don't pass drunk salarymen passed out on the sidewalk who will get up and go to work the next day. Everyone seemed so stressed in Korea. People here just seem...more relaxed." And it's true - on my brief visits to Seoul, even I saw those passed-out businessmen. I've never seen that in Taiwan, though I routinely pass groups of friends enjoying dinner and drinks - beer or Kaoliang - on folding tables on the sidewalk, keeping the local gossip machines going and looking, well, just more relaxed.

I wonder how much the chaebol vs. SME culture divide plays into that. No idea, but it's a thought. 



Gender parity

It also seems to me - and Brendan concurs after living there - that South Korea has a much bigger problem with sexism than Taiwan. Every culture in the world struggles with sexism (yes, all of them), but Taiwan arguably has the best gender equality in Asia. For some hard numbers, the gender wage gap in South Korea is the biggest of all OECD countries (34.6%), and Brendan recalls seeing job advertisements that blatantly offered more to male candidates for the same work. Taiwan's gender wage gap is 14.6% - on par with a lot of Western countries and not great, but also a huge improvement.

Hong Kong's gender pay gap is 22.2% as of 2017. Singapore's is a bit lower than Taiwan.

There's more that I might include about gender equality in the four Tigers, but the wage gap really says it all. 



The bad news

I don't want to wax rhapsodical about how Taiwan is better than the other Asian Tigers in every way, implying that there's no data to suggest it's not true. So, let's take a look at what's not going well for Taiwan.

Just looking at unemployment, Taiwan looks a little less lustrous. In South Korea and Taiwan unemployment rates are similar, at 4.4% (a rise from 3.8% in December 2018) and 3.7% (average 2018) respectively. Rates are lower in Hong Kong and Singapore, at closer to 2-3%. Youth unemployment in South Korea is around 10.4%, for Hong Kong it's about 9.4% and Singapore is lowest at 5.2%. As above, Taiwan's is in the vicinity of 12%. There's no getting around it - Taiwan's unemployment looks low by European standards, but it's not as robust as its Asian Tiger peers. 

Purchasing power doesn't look to be much better, with Taiwan ranking high globally - 19th in the world according to the IMF, 28th according to the World Factbook -  but behind both Singapore and Hong Kong on both scales (remembering, of course, that that's still higher than Canada, Australia and a huge chunk of Europe). South Korea was quite a bit further down in both cases. I'm not sure why this is, and don't have the requisite knowledge of economics to analyze it, but I love making myself look stupid publicly so here goes.

First, a lot of Singaporean and Hong Kong relative 'wealth' by purchasing power can be explained by how this purchasing power is calculated. Their large foreign labor populations, who have much lower incomes and purchasing power, are not counted in these metrics as they are not citizens or permanent residents (Taiwan News makes a similar point). Taiwan also has a large foreign labor population, but while I can't find reliable data on this, I'd wager that the ratio of foreign labor to local population in Taiwan is lower than in those two city-states.

Second, Singapore gets around the one thing that might sap a large chunk of their citizens' purchasing power: housing. Most housing in Singapore consists of public housing projects, which builds accommodation at a variety of budgets. Roughly 80% of Singaporeans live in these flats. That might explain how Singapore can have such a high Gini coefficient and estimated high levels of poverty, but still come out blazing on purchasing power.

Why Hong Kong ranks well in terms of purchasing power, I have no idea. I'd think real estate alone - which Hong Kongers are less able to afford than Taiwanese even with higher salaries - would knock it down.

I suspect in both cases that all that purchasing power on the part of Singapore and Hong Kong, given their relatively high poverty and inequality, is concentrated in the hands of the wealthy. If you're just a regular person with a regular job, however, you can make your comparatively lower salary go a lot further in Taiwan (or perhaps South Korea, with its similar inequality rate despite its higher poverty rate). If that's true, all Singapore and Hong Kong really have on Taiwan in terms of purchasing power are more rich people who can do more purchasing. Most people will never be rich, so that doesn't mean much.



Taiwan #1! 

To bring this back to the original point, despite some troubling economic data, I still think Taiwan is the best Asian Tiger in which to build a life. Salaries are low, but so is inequality and poverty (and the rent is pretty good, too). You won't do better for health care, and you have fairly strong human rights protections - better than Hong Kong or Singapore. You're quite likely a lot better off as a woman, especially compared to Hong Kong and South Korea.

The whole world is struggling now, and if anything, I think Taiwan's made the best of this. It's not being 'left behind'. Don't listen to the haters telling you that not only is Taiwan dwarfed by China - when, in fact, China scores well below Taiwan on most of the metrics above - but also the other Asian Tigers. Nope - Taiwan has built something less flashy, less shiny and a little-slower paced, but there are good arguments out there for why it has actually done the best.

Crazy, Rich Nations

You probably think I'm writing in to comment on Crazy Rich Asians because it's a cultural moment and it'll be good traffic for Lao Ren Cha. I'm not - I don't expect this will even be one of the more popular posts. I just have some thoughts on the movie and I'd like to share them.


It took me a few hours, because my mind was completely cleaned out by Henry Golding's golden washboard abs, but I'm over it now* so here we are.

Let me get one thing out of the way first: I really liked the movie, so let's talk about that first. If you don't care, scroll through a few paragraphs to get to my concerns. 

Why did I like it? Because despite some Chinese viewers thinking it "presents a stereotypical view of Asians" to Western audiences, I actually think it smashes these stereotypical views.

I can assure you, of my friends and family who have never been to Asia, very few of them think that Asians live like the Crazy Rich Asians. Most of them think "Asian" and they think "poor and full of gongs" or something. You know, like:

Maybe with a dragon or some "ancient Chinese art of kung fu" thrown in. But definitely poor. To many Westerners, only the West is rich.

I am also reasonably sure a large percentage of people I know back home think that the only reason I don't live in a straw hut in a rice paddy and wear a conical hat to work is because I live in a city, which they might well imagine as some cement buildings scattered among the straw huts.

So, y'know, I'm actually happy to see a representation of Asia that doesn't look like the only people who live there are rice farmers or monks and their only purpose outside Asia is to run Asian restaurants and dispense religious wisdom to white protagonists. I live in a pretty developed country in a continent that, for much (but not all) of its breadth, is developed. It's about time the West woke up and realized that. Asians are not all still-suffering victims of Western imperialism (in Taiwan and elsewhere, there are currently-suffering victims of Chinese imperialism, but I'll get to that.) Much of Asia really is criss-crossed by ultra-wealthy families, many of whom claim Chinese ancestry, and all of whom know each other.


To imply otherwise is to say "what? but don't you like gongs and monks? Why are you wearing Versace? Don't you have some traditional robes? Don't let the white man force you out of the rice paddy!"

Which...barf.  


It's also about time they woke up and realized that Asia can't be described with a single word (like "collectivist" or "Confucian" or "ancient") - there are good, decent, down-to-earth people (like Astrid and Colin) and selfish jerks (like Eddie and Amanda), and people who think they are good and decent and self-sacrificing who are in fact kind of selfish (like Eleanor, in a way). You know, like everywhere else in the world.

I also liked it because, while people are writing about how it pits Western and Asian values (does it, though? I'll get to that too), I find it plays with the fundamental rightness of feminist values, and how they can exist in any cultural setting, adjusted to the needs and goals of women in any given culture. When I think "family values", even in an Asian context, I think "values that lift up everyone in the family, with everyone negotiating, cooperating, giving and receiving for the benefit of all, including women", not "women must always sacrifice for the family". That's a feminist value that can exist in Asia - Rachel even references those words in reference to a game of mahjong!

And I'm fine with it being called Crazy Rich Asians even though it's really only about "ethnic Chinese" - a good book needs a snappy title and Crazy Rich Overseas Chinese in Singapore...isn't. It's not a National Geographic documentary, after all. (Anyway those seem to skew toward the poverty and gongs, too - all the stuff Westerners like to feel both guilty over and enchanted by. Not a real place full of real, mostly normal people.) It's not about "Singapore" or "diverse Asia". It's about a group of crazy, rich and crazy rich people. Can't it just be that? Can't something be set in Asia and feature an Asian cast and be about something other than social justice?

I liked it despite the criticisms I've heard from some media and my social-justice oriented friends: that it only shows one kind of Asian (the only dark-skinned or even non-Chinese Asians we see are working in service positions), that despite it not being scheduled to open in China, that it presents a problematic pro-China orientation and presents a view of Chineseness that is frighteningly close to Communist Party ideology - an idea I'll quote from liberally in a moment - that of course it ignores deeper issues of inequality in Singapore.

Or, as my husband joked on the way home, "I'm happy now that we know what the inside of a typical Singaporean home looks like, since we have always stayed in hotels on our trips there!"

All of these things are true, and I can't wholly ignore them. They are very real:

The Young family, for example, sit around and make jiaozi, a dumpling from northern China that’s unlikely to be part of the traditions of a long-established Chinese Singaporean family, since most of the Chinese who came to Singapore came from the southeastern coast.

It’s also odd that Nick Young’s grandmother, the elderly matriarch of the family, speaks perfect Mandarin, while the women one generation below her speak Cantonese—in real life, it’s far more likely to be the other way around, especially given the Singapore government’s efforts to restrict the use of dialects and promote Mandarin.

On her trip, Rachel Chu learns the difference between the Asian American and Asian experience. But there isn’t an “Asian experience”, per se. It’s not as simple as East versus West, as the symbolism of the film’s mahjong game suggests. Even within tiny Singapore, we see diverging Chinese experiences every day. If anything, it’s the Chinese Communist Party in the People’s Republic of China that seeks to obscure these differences in their efforts to engender feelings of sympathy or even loyalty to the party through the idea of racial unity.


YUP. Hey Westerners - did you know that was a thing? It totally is.

This is echoed in Catherine Chou's piece in The News Lens (also linked above and here):


Repressive government initiatives to solidify Mandarin as the region’s common tongue have been so successful in Singapore, Taiwan, and China that Hokkien and Cantonese are now routinely mistaken in popular culture as mere dialects of Mandarin.

Mandarin thus functions in the movie just as it does in government policies: as an artificial marker of class and sophistication. Cantonese, and especially Hokkien, are used as signifiers of marginality and lower status.


Holy fishguts, this is spot on.

This isn't only a problem in Singapore - it's also a deep social divide in Taiwan. For a few generations now, the KMT colonizers (yes, colonizers) have promoted Mandarin as the lingua franca of Taiwan, a country they believe is "a part of China" but which a.) isn't, b.) fuck you, KMT and c.) was never a place where Mandarin was a native tongue, before it was forced on the Taiwanese. To do this, they not only made it punishable in some circumstances to speak Taiwanese Hokkien (and caused one to be 'under suspicion' in others), but made it so that Mandarin was the language of the upper classes, with Hokkien being the language of "ignorant farmers" (無知農夫). The language of the gauche. The language of the excluded.

And believe me, the point has always been to explicitly exclude. How do you get people who speak a totally different language, and who might rebel, to accept you as their sovereign masters? Make 'em think their language is merely a coarse dialect of the common tongue you share, and you are the learned scholars who have come to educate them in your common tongue's purer, better form. 


In the film, the good-hearted, nouveau riche Gohs (who, in their kindness, though perhaps not in their campier qualities, remind me of Taiwan a little) speak Hokkien, and are excluded from "society". The posh, old money Youngs should speak Cantonese, but instead speak Mandarin. Peik Lin points out the 'class' differences explicitly, but Western audiences aren't likely to notice the linguistic ones.

This leads to another concern I have: Taiwan is mentioned in Crazy Rich Asians, but it's always a sidebar. China gets a not-quite-appropriate quote at the beginning of the film (a point that Kirsten Han made in HKFP), Singapore gets the "Lives of the Rich and Famous" treatment: Taiwan, on the other hand, is portrayed as just another place where rich Chinese might live and do business with other Chinese - despite it being qualitatively different not just culturally, but economically. Taiwan isn't Singapore or Hong Kong - it's not rich and shiny. It's not a waking dragon like China. It is remarkably unpretentious and down-to-earth. Even its shiniest district - Xinyi - is only a little shiny, and not really at all glitzy.

I like it that way, but it does spell out for me the differences between "countries that cooperate with Chinese cultural imperialism" and "countries that tell China to eat it". And, as a smart friend of mine recently wrote in a paper you will almost certainly never read, a key difference between who can have a close relationship with the PRC and who must be suspicious of them and look for other options is whether or not China respects that country's borders. China and Singapore can be close, because China isn't threatening to invade it. Taiwan must be wary, and so Taiwan is shoved eternally, unfairly to the sidelines.

So, Singapore can sign on to this movie that promotes a certain ideal of "Chineseness" within its borders if it wants to. Singaporeans of Chinese heritage can call themselves Chinese, if they want, and claim common cultural roots with Chinese people in China. The movie clearly portrays those roots inaccurately, but Singapore isn't going to lose its sovereignty over it.

But there is no room for Taiwan as it is in the Chinese world of Crazy Rich Asians: it can try to claim its place as part of the "family", which many in Taiwan would like to do given their ancestral roots in China. But that means being eaten alive by the Communist Party's insistence that being Chinese means you are a part of China, are loyal to China the CCP and follow certain cultural prescriptions decided by China the CCP. Or, it can deny its links to China and Chinese cultural heritage, but always feel a sense of exclusion.

The CCP has, like Eleanor Young, made it so there is no winning hand for Taiwan: it can't turn away from the "Chinese" cultural roots that many would like to claim without being kicked out of the "family", but it can't claim its place at the table without being subsumed by China.


It's also worth noting that the values touted as "Asian" in the film were common in the West just a few generations ago - they're not "Asian", they're..."traditional". Therefore, the values that eventually stand up to "traditional" ones in the film aren't "Western", they're "modern". 

Considering this, even if there were a way for Taiwan to win this game, in the version of "Asia" that Eleanor (though not necessarily the movie as a whole) puts forward where "Asian" is (falsely) conflated with "traditional", there is no room to be both Asian and liberal/progressive. If "Asian values" include self-sacrifice, choosing family and duty over love and a whole pallet of misogyny, where the gay cousin is accepted - but not entirely (the actor who plays Oliver Tsien says of the character, "he knows he’s an outsider in his own family just by being queer") - 
where is the space for an Asian country like Taiwan that has, say, decided to enshrine marriage equality into law, has a strong social movement culture and actually attempts (though not always with success) to enforce gender equality laws in the workplace?

In short, in the version of Asia that Crazy Rich Asians puts forward, where traditional values are accepted unanimously by all, where does a country like Taiwan fit in? It's almost as if certain other, larger, crazier, richer nations don't want that country to exist at all...


So...I liked the movie. It was fun. It was well-made and well-acted. It was more thoughtful than a romantic comedy needs to be. It's a breakthrough moment for portrayals of Asian characters in film.

But I also...didn't. Because the portrayals of what it means to be "Chinese" in it are entirely the brainchild of a crazy, rich nation. And even if it wanted into this 'family' of Chineseness, Taiwan would always be rebellious, gay cousin Oliver. Though far less accepted for who she is.

Western academics and commentators love to point out that overarching cultural narratives are usually promulgated by the most powerful members of a group, and exclude the least powerful. We've become good at spotting this in our own cultural contexts: what it means to be American is projected as a white person's view of Americanness, what it means to be a businessperson is a male view of business culture, the notion of what "romance" means is a straight one, etc.

It's about time they realized that this happens in Asia too, and what it means to be "Chinese" or even "Asian" is a narrative that the Chinese government is actively trying to control - and of course, they are the ones with power. And money. Also, they (the government) are freakin' insane.

I should not even have to say that Singapore is not more liberal than Taiwan

Just one example of the things you can say in Taiwan because this country recognizes basic human rights


I'm hoping to keep this short because I've had a lot of wine (well hello Georgia, how are you? Like wine, do ya? I like wine too!) and really, this should be obvious.

That said, please enjoy my half-addled rant after more than a few rants, I mean, wines.

But I've heard this sentiment expressed twice in my trip so far, once in Athens as we were waiting to board the flight to Yerevan, and once over dinner outside the small town of Alaverdi in northern Armenia, the day before we crossed the border to Georgia.

Both times, otherwise intelligent and worldly people put forward a belief system in which human rights are 'Western', rather than global. That's not what I'm going to address today, though I will if it ever becomes necessary. It seems is sufficiently clear that human rights are global, hence the word 'human'. I'm not that much of an absolutist (nor am I a total relativist), but I do believe that, absent the existence of any god(s), civilization benefits from greater equality - a classically liberal view. As such, fundamental human rights are based on the freedoms necessary to realize that equality to the greatest extent possible. And as such, they are global. Exhibit B: plenty of non-Western countries respect, or try to respect, these basic human rights. Therefore they are clearly not simply "Western". Taiwan is one such country. This doesn't mean I think Westerners are so much more clever than everyone else for having come up with what we refer to when we talk about basic human rights - one good idea does not make a certain model of society 'better', and in any case, they are obviously adaptable to other cultures (Exhibit C is also Taiwan) and therefore not intrinsic to Western culture. Every culture that has adopted them has benefited (Exhibit D - you guessed it - Taiwan). Similar cultures (Exhibit E: China) that have not done so have avoided such a framework to their detriment.

Why do I say all this, when it's not my main point?

Because the opposite belief - that human rights are a Western construct - it underpins what I really want to go after: the idea that Singapore is somehow a model for modern Asia, that it is the system to look up to when we consider a progressive Asian country. That when we consider the best of Asia, that Singapore is at or near the top, along with Hong Kong, and possibly Japan and South Korea. Singapore seems to get the most mentions because unlike Hong Kong, it is independent. Unlike Japan, it is more open to foreign investment, business and residency. Unlike South Korea it hasn't been mired in a series of political scandals and economically seems to many to be the most successful of the old Asian Tigers. (I'm not sure how true that final point is, but a lot of people sure seem to think so).

I've mentioned twice on this trip that if you want a model for progressivism and liberalism in Asia, you must look at Taiwan. Not only that, but Taiwan is the best possible model.

Both times, the rejoinder has been "But - Singapore!"

Both times, I suspect the person talking was thinking about economics, as though promoting free markets and a global economic outlook were the same as promoting classical social liberalism. For some they do go hand-in-hand, but one is not a substitute for the other. It's easy to look at shiny-skyscraper Singapore, with its streets you (mostly) could eat off of, with its (mostly) glossy, Western sheen, and think "a model for liberal, modern Asia!" It sure looks nice, and yes, I've been there. I like Singapore quite a bit for a visit, in fact, and spend a lot of my time slurping sambar with masala dosa in Little India.

Let me be clear: Singapore is not free. Singapore (more or less) has free markets, but it is not free. It was the poster child for the stale and risible "Asian style democracy?!?!?" debate of the turn of the millenium. It was, perhaps, a model for Asia when developing East Asia was considered key and the idea that some cultures do well with less freedom (that is, less access to human rights) still had currency. The idea took as a given that the people in East Asian societies not only wanted but would choose less freedom and fewer human rights because, I dunno, "their culture" or something. As though human rights are not adaptable to any culture. As though Western societies, once lacking rights for non-white or non-male people, did not evolve to include them while maintaining their culture. As though human rights and a greater sense of collectivism were mutually exclusive (SPOILER: they are not).

I won't get too far into how Taiwan's economy is also fairly open - the reasons why it is stagnating are not related to a lack of free markets. Some of the issues are domestic: corruption, brain drain, poor allocation of resources, slow reactions to problems, ineffective ideas, a focus on cutting labor costs and manufacturing when those are two areas where Taiwan will never be - and should never be - competitive again. Some of it is China being a giant flaming asshole.

My point is, if you want to look for a model for Asia in terms of classical liberalism and modernity, look to Taiwan. Taiwan is not perfect, but it is, more or less, free.

In Singapore, making a few YouTube videos criticizing the government merits enough punishment that the kid who did it was granted asylum in the US (the US apparently has kept him detained, but that's another story). Singapore does not have freedom of expression. In Taiwan, marching down the street with a banner that says "Fuck The President" (something I actually saw once) is a protected right (of course, if you say that about a private citizen, you could be sued for 'defamation' and you might well lose - Taiwan's not perfect). There are more erudite ways to make one's case, but freedom of expression doesn't only cover nuanced arguments. Though imperfect, Taiwan is a model for freedom of expression in Asia.

In Singapore, sexual acts between men are still illegal, and marriage equality is not even on the government's radar as a possibility. The annual pro-equality Pink Dot in Singapore is allowed despite not having government support, but international participation is not. Singapore, then, does not have equal rights. In Taiwan we will - we must, as per the Ministry of Justice - have marriage equality soon, and its Pride parade is the biggest in Asia. Taiwan is a model for equal rights in Asia.

Singapore is not a democracy - at least not in the thick sense of the word, which I believe to be the real sense of the word. Taiwan is. Singapore is not a model for modern democracy. Taiwan, warts and all, is. This infographic gives it a lower democracy ranking than Japan or South Korea, but I feel, with more time and less wine (or perhaps more wine), that could be refuted well - for example, Taiwan is consistently ranked as having a freer press, has shaken off the party that used to dominate politics whereas Japan has not, has not had a major presidential scandal on par with South Korea's, and while all three countries enjoy freedom of assembly, Taiwan's actually seems to result in a reasonable amount of change. These, to me, are all important aspects of a full, thick democracy, and in most cases, Taiwan wins. Singapore, of course, doesn't come close.

Singapore does not have a free press. Taiwan has a crappy press that publishes nonsense 'news' while ignoring or mutilating real stories, but it is free. The freest in Asia. Facts can be found, and are hard to suppress, in Taiwan. In Singapore the government acts as though it has the right to withhold the truth from its citizens and use the main newspaper in the country (the Straits Times) as a pro-government mouthpiece.

One area where both countries falter is women's equality. Both have equal rights enshrined in law, but neither has done a great job of turning that into real equality in daily life. In both countries despite equal rights, pay gaps persist, families prefer sons and women are expected to prioritize caregiving more than men (and more than their careers).

In short, although Taiwan's economy needs a jump start, if you are looking for a country that serves as a model for the rest of Asia in terms of how human rights and freedoms can be adapted to suit a non-Western culture, look no further than Taiwan. Taiwan remains a more collectivist culture than any Western culture I know. That cliched old "mix of traditional and modern" stereotype, a favored flourish to many writings on Taiwan by people who don't know the country very well, has some truth to it. And yet, because human rights needn't be a Western construct, Taiwan has managed to adopt them. You may be surprised to learn that their culture has not imploded as a result, just as giving women the right to vote didn't cause Western countries to sink into apocalyptic hellscapes. It's doing just fine. The culture adapted and evolved, as culture does.

OK that was pretty long, and now I need more wine.

Three things


First: Seven Reasons Why Taipei is Better Than Singapore

Second: I now teach a class in Xinzhu on Wednesdays (HSR and taxi fares are reimbursed in full so this is fine). I mentioned to the class that I've been to the Temple to Chiang Kai Shek (whom I intensely dislike, but it was a cultural thing, like an anthropological interest) in their city and one of the students said: "Yes, I know that one. It's near Qinghua University Night Market. Do you know why he is a god? Because in Chinese culture, if you kill a lot of people or you are a robber, you will become a god when you die. So Chiang Kai Shek is a god now."

He's got a point, I must say.

Third: Saw a dead monk encased in gold the other day. (Link is to a site in Chinese). I didn't take a photo because it's not exactly respectful to do so, and we had to ask someone to open the shrine with the actual monk for us, as it was closed when we went...so a temple representative was there. And yes, it was very kind of them to open the shrine for us when it would otherwise be closed. But I found this online:

In the 1970s the monk under all this gold sat down to meditate and continued meditating, apparently, until he died in that position after taking no food or water and not moving from that position until...well, until it killed him. His devotion caused him to be considered a minor deity and have his gold-covered idol worshipped at Anguo Temple. So yes, that's really him under there.

Anguo Temple also has a well-known vegetarian restaurant that we were too full to eat at, but intend to return to and try. The view looks fantastic but it's hard to see through the trees.

To get there, take the MRT to Beitou Station and turn left after exiting. Take the 小6 bus from there (comes every half hour) - ask to be let off at an1 guo2 si4 - 安國寺. it'll go past a few hilarious storefronts on busy streets (we were quite charmed by Internet Technotronic, Taiwan Buffet New Conception, and Black Magic Rabbit Kitchen.)* Then it'll pass Xin Beitou station before climbing a steep hill. Soon after that you'll be let off - there's no stop, which is why you have to tell the driver in advance.

It's not a long walk back down the hill to Xinbeitou, so it's a good outing to combine with hot springs or something else in the area.


* Almost as good as Chili Lubricants and Cherry Grandfather Cake near Wanlong, Lady Juice on Changchun Road, Oh! God! Ya! near Shuanglian MRT and We Deliver Trust & Dreams on Minzu Road).

Greetings from Singapore!

Without the ability to upload photos on this clunky airport computer (hey, at least it's free) I figure I'll keep this short and write a better post later with illustrations.

Brendan and I have just landed in Singapore and spent the day in transit.

I wuuuuuuv Singapore. I know it has its detractors, people who call it SingaBore and that it's quite fashionable to hate the place. Sorry, though, I love it.

I love the hot weather - Singapore boasts my ideal climate. Hot in the winter and hotter in the summer. I can fly home to upstate NY if I really want to be cold.

I love the mezcla of cultures - it helps that I can speak two of the four official languages and have a rudimentary knowledge of the other two (Tamil more than Malay, but I know a little Bahasa Indonesia/Malaysia from my time in Sumatra). I love that Lee Kiew Trading Co. is in a shophouse right next to Krishna Emporium. I love the Chinese temples, Malaysian/Indonesian food and Bollywood soundtrack.

I love the food, of course. Every meal is good. You have to actively try to eat a bad meal in Singapore and even then what you get might well be fantastic.

People say it's too clean - I think it's got its grit (Little India and Chinatown are not 'spotless' by any standard) and the clean part is refreshing. I don't get people who don't like cleanliness.

I do get hating Orchard Road. I've never walked down it, but we took a taxi down it today. Yucky. If you've never been past that strip of consumerist horror, I can understand hating Singapore.

The last time we were here we wandered Little India, Chinatown, the colonial area, Clarke Quay, Boat Quay and Esplanade at night after a Lau Pa Sat dinner, and enjoyed ourselves a lot.

This time we took the usual spin around Little India for an idli-dosa-vadai-kappi breakfast (romba nalla irukku!) and then the cable car up to Mt. Faber - overrated. We are happy we did it so now we can say we've done it, but won't be rushing back. There is almost no view due to the trees and the harbor is nice, but not worth the combined S$25.00 it took to get up there and back. We then headed to the National Botanical Gardens and enjoyed the orchids and the giant pond - although the craziest orchids were not in bloom, it was still lovely and romantic on a sunny tropical day.

Next stop: Bangalore!
