Let's all take a moment to savor Tsai Ing-wen's arch wit

Look, I know President Tsai (who, by the way, is now my official girl crush on account of her being still alive) has a reputation for being a dull public speaker. A frosty technocrat who doesn't engage with the people. A wonkish civil servant who hasn't convinced the public of her vision for Taiwan. And all of that is somewhat true - Tsai isn't a bad president, in fact, I'd say she's the best we've had since we entered the true democratic era in Taiwan. But she's not that good at "politics", if by "politics" you mean "standing in front of a crowd with a podium and doing politiciany stuff." I don't care, but clearly others do. What she is good at, however, is new media, and she deserves credit for that.

Let's not forget that this isn't only the first female president of Taiwan and one of the first women in Asia not preceded by a male family member, but the woman who wore pants at her inauguration to the top office of the government of a patriarchal society (almost all societies are patriarchal; Taiwan is on the liberal end for Asia but the conservative end for liberal democracies.)

She told us from Day One with her rockin' pants that she DGAF and will absolutely slay you if she feels like it, but it appears we're just now getting the message.

And you know what? She's great at it, and it's time we started appreciating that.

Because I can't go hang out with her and have a sleepover and drink wine and pet her cats and wear pajamas and do each other's nails while we talk about boys international politics and the future of Taiwan (who cares about boys?), I have put together this tribute post to the wittiest damn president Taiwan has ever had.

Let's start with the retort that spouted a thousand memes. Xi Jinping was all hot under the collar, being so shrill and outraged and full of hormones, like, Taiwan must and will be reunited with China blah blah blah 1992 Consensus blah blah blah One Country Two Systems blah blah blah I'll show mommy I'm a good ruler of China after all blah blah historic trend blah blah mommy blah blah. 

And Tsai was like, "...and the Taiwan Consensus is BYE FELICIA."


I mean, more presidential than that, but...same deal.


So then, some English teacher called her "Tsai Englishit" on a test for no reason. I suppose he thought it was funny. The question went like this:

Did Our Lady of Hot Tea get mad? No. Did she slam the teacher on Twitter with a tirade of incoherent and misspelled tweets? Of course not, she's not the President of the United States or anything like that. 

Did she take it in stride and release her own (much funnier) comeback that pointed out the civil liberties that allowed that English teacher to make his "joke" in the first place?

Of course she did. Because she is a (democratically elected) queen.

So now, we've got Big Uncle Dirk in Hong Kong meeting with local leaders and (apparently) CCP members - you know, like a traitor would do. Is Tsai incensed that he was invited so that Beijing could make it clear to Taiwan that if they'd only vote the way China wants them to, all this could be over (not that it's really clear what this is, as Chinese pressure hasn't impacted Taiwan nearly as much as the media says it has)?

Nope. Once again she made it clear with a quip that there are many messages China might hear (link in Mandarin), if they'd only actually talk to Taiwan:


她記得韓國瑜選舉時很在意中華民國,現在就是一個機會請告訴對方,中華民國台灣是一個主權獨立的國家,請中國停止打壓台灣的國際參與空間。 
She [Tsai] remembered that "Han Kuo-yu was very concerned about the Republic of China during the election, and now he has a chance. Please [Mayor Han], tell the other side that the Republic of China is an independent country, please request that China stop suppressing Taiwan's ability to participate in the international sphere." (translation mine)

I truly can't think of a better comeback than reminding Taiwan and the world that China is the enemy, but as long as they're talking to someone from Taiwan, they may as well hear the right message - and making it clear without saying a thing that Han certainly isn't someone who will deliver it.

And finally, we've got not so much a witticism as a quick 'n dirty truth bomb:





I mean, how much more perfect can you get than "oh but BEIJING is going to be MAD and OPPOSE that aren't you WORRIED about the reaction from BEIJING because it's the only thing the international MEDIA can TALK ABOUT because CHINA!!??"

The ups and downs of International Women's Day in Taiwan

I've had a hard time writing this, because I don't want to sow further discord among feminist activists and various feminist groups in Taiwan, but...I just can't let it go.

I'm not too involved in Women's Day or Women's March Taiwan or any of those groups, in part because I have a hectic enough work schedule that I usually can't do groups (I never went to a single Indivisible Taiwan meeting because I was never free) and besides, it may surprise you to learn I'm just not a joiner. Beyond that, I sort of see feminism in Taiwan as something best led by Taiwanese women; I'm not really needed. If I'm free, I'll lend my support by attending public events, but I'm usually not free.

This year's women's march, dubbed WoMen (which means "we" in Mandarin) took place on a rainy Saturday (I wasn't able to attend due to work commitments). Looking at the news reports, you'd think everything ran smoothly and 80-100 marchers enjoyed talks, demonstrations and performances by a variety of women doing interesting things in the community. And that is what happened that day.

But it was sad watching the social media kerfuffle leading up to the Women's March when the original line-up for the march included a number of men, and was strongly criticized for de-centering women. The response was that feminism is still seen in Taiwan as something for women to fight for, that men don't need to or should not get involved - and that the "WoMen" event hoped to change this by showing a gender-diverse line-up.

Suffice it to say my days of feeling totally pumped and inspired by Women's Marches happening in Taiwan appear to be over.

I don't have screen shots or anything for this, as by the time I thought to gather them, the published line-up was taken down and - I am told anyway - changed. There was no further dialogue or communication about the event and its scheduled performances.

On one hand, I kind of agree with one critic that this was something of an "all lives matter" response - that the one day that centers women among all holidays shouldn't be used to showcase and praise male allies, but to showcase women, with men quite welcome to attend but not to take the spotlight.

I also do agree with the organizers, to an extent, that we need to do something about this particular problem in Taiwan specifically. It seems to me that they had good intentions, but bungled the approach. It absolutely is an issue, more so than in the West. I have certainly seen men show up to events to support women's equality in the US and act as allies. In Taiwan, I've heard a lot of ally-talk, and that's great, but not a lot of in-person support (the recent Vagina Monologues performance was a refreshing change; the audience was quite gender-diverse). What's more worrying, behind those words, there's not a lot of actual action taken by men to challenge the gender imbalance.

For instance, I have noted for some time that social movement activism in Taiwan is heavily skewed male (although women do participate). I know more than one woman who has given up on being involved, for a variety of reasons, or has a less-than-stellar opinion of people widely admired among Taiwanese progressives. I know that several social movement and progressive political leading voices are aware of the problem, but have not seen much attempt at all to address it.

Going back to the Women's March, however, I don't know that having a male-skewed line up was the way to address that issue. There must be a way to raise the number of male allies without having to center men at an event for women, and in any case, male performances at a women's event aren't going to draw in any man who wasn't already inclined towards allyship. There are surely ways to get the message out that gender equality isn't just something women fight for, but something we should all support, without handing the spotlight to men for an extended period on International Women's Day.

On the upside, despite these internal issues, by all accounts on the day in question people showed up, banded together and presented a united front for gender equality. That's something - it matters. I'd like to see more of that in Taiwanese politics (*cough* DPP *cough*).

But my disquiet runs deeper: on a surface level, it bothers me to see so few Taiwanese women involved in these public events. For sure, Taiwanese women did attend the march alongside many foreign women, but with only 80-100 participants, that number was clearly not large. From the media coverage, I didn't note any Southeast Asian female activist participation, although such women do exist. This still feels like an event mainly powered by the Western expat community and as such, I'm not sure how much it can really accomplish.

That said, looking at local groups, I find even more to raise my skepticism.

One of the collaborators on this event - and many other events - is Taipei Women's Rescue Foundation (TWRF). I will say now that they do do some good work. They arose from the Awakening Foundation, founded by former Vice President and current oddball Annette Lu (don't take that as an insult; I kind of like Lu, but I also think it's time for her to either get with the times or retire) and Lee Yuan-chen. Given Lu and Lee's differing backgrounds, Awakening and TWRF have no clear political orientation that I can suss out. That's great.

But...well, I've mentioned TWRF before, and in a not particularly flattering context. They are the people behind the comfort women museum. The museum focuses on Japanese colonial-era comfort women from Taiwan, and I agree their story is important.

However, it - and the KMT, who expends a great deal of energy keeping the comfort women issue in the public eye - has been criticized as taking political aim at Japan, in line with the desires of pro-China KMTers who want Taiwan to get closer to China and therefore drive a wedge between Taiwan and Japan's currently fairly close relationship. Comfort women aren't even the only wedge they use to try and accomplish this. All the while, many of those who claim to care about comfort women...don't actually.

How do I know? Because they only seem to care about Japanese-era comfort women (the still-living among them being quite old). The ROC had comfort women too, and being younger, more of them are still alive, but nobody seems interested in taking up their cause. Some of these women are currently fighting for the right to establish their own museum at the former municipal brothel, which is its own interesting story (the government quietly sold the building it was located in without informing them, and as far as I know their lawsuit to rectify this and stop the building from being demolished is still working its way through the courts).

So I have to ask why TWRF set up a comfort women museum for Japanese-era comfort women, but takes no interest whatsoever in ROC-era comfort women or their cause.

As such, I question their true motivations, and am skeptical of their current involvement in women's issues, and leaves me uncomfortable about my own support.

Suffice it to say that this post has no clear conclusion. It's messy and unclear, and I'm unclear about my own messy feelings on the matter.

All I can say is that Women's Day this year left me feeling frustrated and not particularly inspired.

That's all I really will say on the matter, because I actually do think those of us committed to similar causes need to show each other support, not tear each other down.

This time, it's Bloomberg choosing its words poorly when discussing Taiwan

Bloomberg just ran a profile article of Han Kuo-yu, and the language choices are...not great. I have it on good authority that the Taipei bureau chief is a good dude, so I'm not sure why, but regardless the language and framing in this piece (which has some strong parts) merit some detailed discussion. Let's have a look. 




For officials in Beijing looking for a Taiwanese presidential candidate who improves the island’s fraught ties with the mainland, Han Kuo-yu is saying all the right things. The question is whether he runs.

"A Taiwanese presidential candidate who improves the island's fraught ties with the mainland" implies that it is somehow Taiwan's fault that ties with China (not "the mainland" - that's politically charged terminology) are tense.

But it's not. I'm sure Tsai Ing-wen would love better relations with China, if China would accept that Taiwan isn't interested in unification. That's not a position held only by Tsai - she was elected in part because of it, and is the general sentiment in Taiwan.

Tsai has extended olive branches, but they come with the clear indication that Taiwan's sovereignty is not up for debate. China has not accepted them.

It's Beijing's fault, not Taiwan's, that relations are "fraught". So it's not Taiwan's job to "improve" them - it's China's.

Also, why are you starting an article with what China wants and thinks, rather than what Taiwan wants and thinks, Ms. Wang?



"Such blunt talk contrasts with Taiwan’s current president, Tsai Ing-wen, a cautious critic of China who’s bracing for a tough re-election fight after bruising policy battles and an isolation campaign by Beijing."

So, why is she facing a difficult re-election campaign? Is it really because of her stance on China? Most people seem fine with her approach to China - not budging on Taiwanese sovereignty, but not instigating any tensions, either. Her approach ensures that it is clear to all who care to observe that it is Beijing doing the bullying (something that was true, but not always clear, under former pro-Taiwan President Chen Shui-bian).

The reasons why her approval ratings are flagging have to do with the economy (although it's actually not doing as badly as people think) and some displeasure over her 'cool' technocratic governing style, as well as domestic governance at a local level. It's actually not that closely related to issues regarding China.

The sense that it's all due to her views on China is further implied by Wang omitting what these "bruising policy battles" were over. Mostly, domestic issues: marriage equality, labor laws, pension reform, that sort of thing.

Tsai was elected because of her pro-Taiwan views, not in spite of them.

So why is Bloomberg implying that Taiwanese people are angry with Tsai over this, and not domestic governance issues?

Besides, what exactly are we saying here? That in order to "reduce tensions", Taiwanese people might want to consider voting for a Beijing-approved candidate? Are we not aware that that is exactly what China wants, but might not turn out well for Taiwan?



Han’s shock defeat in November of a candidate from Tsai’s Democratic Progressive Party in the ruling bloc’s stronghold catapulted him to the top of the list of possible presidential hopefuls from the China-friendly Kuomintang.

Putting this in the same paragraph as the quote above implies that this victory was due to China policies. It wasn't. There were a number of odd convergences here, between Han's populist appeal and some very weird and questionable sources of funding and support (when people talk about possible Chinese interference in the last election, well...I don't know about Han specifically but it wouldn't surprise me). There was anger over local governance.

But your average Kaohsiunger does not agree with Han's pro-China tendencies. Unlike Tsai, he was elected despite, not because of, these views. Look at any data about the political leanings of Kaohsiung residents, and this will be clear (Wang alludes to this later but treats it as an inconvenient aside that contradicts the "China!" narrative.)



On Friday, he begins a week-long trip to Hong Kong, Macau and the mainland cities of Shenzhen and Xiamen.

How lazy does journalism have to be to point this out but not interrogate it at all? It's presented almost like a good thing - no questioning at all of how and why Han was invited to Hong Kong and Macau, and who could have set that up and authorized it...and why? And how his insistence that this trip is "all business" is at odds with what we actually know about it?

No interrogation of whether the candidate China prefers may pose potential risks to Taiwan, and that "improving fraught tensions" is not necessarily the best outcome?

Why - after a few paragraphs implying that Taiwanese want a more pro-China leader (even though that's not necessarily the case) - is none of this considered?


Chinese President Xi Jinping, who held a historic meeting with Taiwanese counterpart Ma Ying-jeou weeks before the vote, has cut off communications with Tsai’s government and led a campaign isolate her island diplomatically.

The meeting was not particularly historic and didn't have much effect at all on how Taiwanese voted in the 2016 election. It was literally a non-event, a stunt to try to convince Taiwanese to vote for the KMT, and it failed. Most Taiwanese do want a strong economy and can accept economic ties with China if they deliver one. But seeing how Ma's push for closer ties did not result in definitive economic growth, and that Beijing showed its hand in terms of quietly tethering 'economic ties' to an agenda of political integration, Wang is making way too much of China's reaction leading up to and post-2016. 



Tsai now looks vulnerable, receiving the support of less than 20 percent in recent polls, as she grapples with both voters concerned about deteriorating ties with China and those who want a cleaner break. 

Though I don't know the exact numbers, Ma didn't have great approval ratings before his re-election campaign either, and won. It's sort of a thing in Taiwan. A smarter write-up would have compared Tsai's current approval ratings to what they tend to be at this point in their administration for any given Taiwanese president.

And it again places too much emphasis on Tsai's China policy, and not enough on domestic-level grievances (some of which, like air pollution and low wages, are merited - but which are results of decades of poor governance and can't be fixed in 3.5 years).

Even if the issue were Tsai vs. China, again, no questioning of what it would mean for Taiwan to choose a Beijing-approved candidate simply because China wished it so? No delving into alleged Chinese interference in the 2018 election? Nothing?


Tsai has sought to push back against Han’s pro-China remarks, saying there can’t be an arranged marriage with China because Taiwan is sovereign and its people have the freedom to choose. Taiwan’s official Mainland Affairs Council also took a shot at him [emphasis mine], arguing the island “must resolutely refuse China’s terrorizing affection.”  

Great way to use language to cast a negative connotation on the rhetoric of one side! "Took a shot at him"? How about "spoke frankly" or "pointed out" or any other neutral choice?

Besides, Tsai is right. Unification is impossible because Taiwan is sovereign and the people have the right to choose...and aren't interested in dictatorship and loss of rights. They can see the ways in which Hong Kong has failed and know not to go down that road.

A note here that most Taiwanese do, in fact, support the status quo (not unification), that the status quo is sovereignty (because it is), do not support unification or "One Country Two Systems", and that Taiwanese identity remains strong would be apropos, but we get nothing.


Others observing from Beijing argue Han’s candidacy could lead to a breakthrough between the long-time rivals. He supports the idea both sides are part of “one-China” -- a negotiating framework Tsai has refused to endorse.

More poor language choices.

First, why is this still being framed in terms of what Beijing wants, not what Taiwan thinks?

Second, when the intentions of one "rival" is to annex the other "rival", and they will not accept any offer of negotiation that doesn't put this potential outcome on the table (which is, to them, the only acceptable outcome), when there is a "breakthrough" that's not necessarily a good thing.

Third, Taiwanese who identify as Taiwanese don't see their goals as part of a "rivalry". Rivalries are for "two Chinas" - the ROC and the PRC. But those who just want Taiwan to be Taiwan aren't a part of that. There's no rival claim to China coming from pro-independence types. It's not a rivalry - it's a bully and a target who refuses to succumb. It's just the wrong word, period.

So on one hand we have this inaccurate, undeservedly positive phrase "breakthrough between rivals", and on the other we have a subtle denigration of Tsai/pro-independence views with "refused to endorse", as though this makes her the instigator or the intransigent side who won't negotiate - as though negotiations could ever be fair in this situation.

Tsai doesn't endorse "one China" because Taiwanese by and large do not want to be a part of China. Why not say that? Why make it seem so negative? Why leave out important facts like this?


“If he wins in 2020, it is likely that he will reverse Tsai’s cross-strait policies,” said Wang Dong, an international relations professor at Peking University and secretary general of the Pangoal Institution, a Beijing-based research group. “The mainland, of course, would have much more trust in him.”

What's up with the implication that it would be a good thing for China to trust and like a Taiwanese politician? No delving at all into what that could mean for Taiwan, when China's goal is to annex Taiwan?

This is a Taiwanese candidate, not a Chinese one. China's bullying does matter, but Taiwan's views matter more.

The question isn't "will China trust him?" (seriously, quit it with "mainland"), but "should Taiwanese voters trust him?"

Why aren't you asking that question, Ms. Wang? 



Kaohsiung city spokeswoman Anne Wang said Thursday that Han was focused on promoting the local economy and “will not think about other plans for the time being.” This week’s trip was intended to promote economic and cultural exchanges and not touch on politics, she said.

You're just going to take her at her word and not actually question this? Do you honestly think China would allow this trip if there were no political motivations?



The trip will test Han’s ability to navigate sticky issues on the mainland and in the fractious former British colony of Hong Kong. His past forays into the public eye have been rocky.

Again with the "mainland". Ugh.

Anyway, again, you should be questioning whether China cooperating with a Taiwanese politician is actually a good thing for Taiwan, but that's either ignored, or you take it as a given. I'm truly not sure which.


When he was a legislator in 1993, Han punched future DPP President Chen Shui-bian, putting him in the hospital. As president of the Taipei Agricultural Products Marketing Co. in 2016, he dared a city councilor to swallow a hockey puck during a dispute. 
During his run for mayor, he told a gathering of female supporters that anyone who created 1,000 jobs in Kaohsiung would get a kiss. Earlier this month, he was forced to apologize after dismissing the idea of attracting white-collar workers from the Philippines since it was hard to believe maids could become English teachers.

Lest you think I just want to hate on this article, I am quoting this here to point out that it's pretty good coverage of his past controversies. Nice work. 



Han successfully cast himself as the “CEO mayor” during the campaign, propelled in part by a social media campaign led by his Canadian-educated daughter, Coco Han. His focus on economics on platforms such as YouTube and Facebook helped garner robust support from younger voters looking for higher wages. 
One of his slogans was: “With goods sold and talent flowing in, Kaohsiung’s people will make a fortune.”

Sure, okay. Not untrue. But it would be smart to question whether his outlandish and oversize promises had a chance of holding up. If you actually look at his focus on the economy, you'll see that he's unlikely to actually be able to deliver on his promises. Kaohsiung will never be Shanghai. It will probably never even be Taipei. We do need to improve the economy across Taiwan, including in industrial centers like Kaohsiung. But...this seems a bit vague and impossible to deliver on.

And at no point do you question this, or ask whether or not it's prudent to run a guy for president who hasn't even proven he can run Kaohsiung, whose promises seem so pie-in-the-sky that any rational person can see that they just aren't credible, and what it means that the KMT is willing to run him anyway, and China is on board.

Why not, Bloomberg? Why not, Cindy Wang?

Mayor Ko is a Gay-hating, Misogynist Turd

So, I've tried to be a Very Good Blogger these past few months by keeping my swearing and general foul-mouthedness in check, so I think I've earned this one.

Because I think it's most appropriate to the story to do an end-run over the serious-faced analysis about what it means and what are Ko's intentions exactly and just call it like it is without any of the wannabe pundit BS, I'm just gonna say it straight: Taipei Mayor Ko Wen-je is a homophobic, sexist buttclown.

The misogyny has been amply covered, because there is a lot of it. I won't re-tread on that - links to his previous comments about women are covered in the link.

The gay-hating, though? That's new, so let's rumble.

According to Liberty Times (link in Mandarin), while in the USA - which was its own whole drama thing - Ko commented that he voted against marriage equality referendum in the last election, but that he "allowed Taipei to hold the Pride Parade" which shows that "Taipei City is very tolerant".

Don't let his talk about "tolerance" and Pride fool you. First, that's a basic human right (the freedom of assembly) in Taiwan. Oh, thank you so much, Mayor Ko, for giving LGBT people the right to freedom of speech that they already had anyway! Barf.

Second, "tolerance" is not enough. Equal rights and tolerance are both necessary: without tolerance, equal rights can ring hollow as people, even when exercising their rights, may face discrimination. But without equal rights, merely "tolerating" someone else's existence doesn't confer upon them the dignity of actual equal status.

Voting against marriage equality is an anti-gay, anti-equal rights act. Simply put, if you do not think same-sex couples do not deserve the same rights that opposite-sex ones enjoy, you do not believe in equal rights, and you specifically want to deny them to LGBT people. That is a fundamentally anti-gay viewpoint. There's no other way to put it. The two cannot be reconciled. You can talk all you want about "being tolerant" but if you want to deny a group a human right, that is not "tolerant". You are telling opposite-sex couples that they shouldn't be alowed to inherit from each other, make medical decisions for each other, have visitation or next-of-kin rights, adopt, be on each other's insurance or any of the other things opposite-sex couples can do just because they have different junk.


That's anti-equality. Period. There is no "loving" or "decent" way to interpret this.

What's more, "but I allowed Taipei to have Pride!" is a weak-kneed cop-out. Tolerating someone's existence without open comment or harassment and letting them march down the street, but wanting to keep them second-class citizens, is simply not good enough, and is not actually tolerant. Tolerance means accepting that people who aren't like you are human too and therefore have the same goddamn rights you do, period.

Anything less - oh it's so nice, we're so nice to you, you can march and walk and wear your costumes! - is not good enough. There is no excuse. There is no cover. There is no sappy, manipulative "love the sinner" or "acceptance" or "lifestyle" rhetoric.

Either you believe in equal rights or you do not, and Ko Wen-je does not believe in equal rights.


I also wonder what he hoped to accomplish with these comments - his most supportive base are the youth, who are also overwhelmingly pro-equality. Did he expect that he could say this to win older anti-equality voters, but keep the youth with his comments about Pride?

I hope not, because that would mean he thinks the youth are stupid. I certainly hope they don't let this go.

Confusingly, this comes after addressing the right-wing Heritage Foundation touting Taiwan's social values as akin to those of the West (marriage equality is common in the West now) and talking about elections as social movements toward change. To a bunch of right-winters. Huh.


Which...okay, if you think that, why did you vote against the goals of the biggest social movement since the Sunflowers, and arguably the most progressive and Western-aligned, which asked for the most evolution from Taiwanese society?

Because you're a jack-bucket who says whatever and doesn't care, that's why. You proved that with women; now you're just adding LGBT people to the roster. Screw you.

You can't force patriotism, so stop blaming Taiwanese for not caring enough about the ROC

The National Interest has some of the best journalism on Taiwan out there (among media sources not dedicated to Taiwan, that is). So as expected, this piece on the questionable capabilities of the Taiwanese military to fend off a Chinese invasion was quite strong - mostly.

I absolutely believe Minnick's concerns are founded, even though for my own sanity I must also believe President Tsai when she says that Taiwan can fend off the first wave of attack, a belief which is widely held. I also have to believe that aid would come after this point (though of course I can't say this with confidence) - again for my own sanity. Not just for the country that is my home, but because my own life as I know it would be over. 


But this point struck me, and I can't let it go without saying something: 


Public lethargy and a lack of confidence in the military has drained the armed forces of manpower and morale. And it is this lethargy, along with the unwillingness of Taiwan’s political elites to communicate this imminent threat to the public, that must be addressed.

Taiwan’s military wants to procure big-ticket items from the United States, but at the same time it has been forced to reduce conscription and training due to funding issues and an apathetic civilian population....

Part of the problem is conscription and a decline in patriotism.

This isn't the first time I've heard that Taiwan is facing a military recruitment problem because of a lack of "patriotism." Concerns that neither training nor pay are particularly good, pensions have been cut, that it's widely seen as a difficult working environment and that military service obligations are to be borne with annoyance if they can't be outright avoided are all valid.

But kvetching about a lack of patriotism?

Dudes, you did this to yourselves. 


I don't mean the Taiwanese in general. I don't even necessarily mean the military specifically. I mean all you people who whine about how Taiwan shouldn't change its name unilaterally, and be very cautious about altering or scrapping juridicial documents like the constitution and symbols like its flag and national anthem (both of which are very China/ROC/KMT-oriented). And all of you who say these symbols are "small differences" and to harp on them is "narcissism". You may be Western or Taiwanese, based in Taiwan or abroad, but all of you and the government you have convinced to retain the name and general governmental structure of the "Republic of China" can look squarely at your own damn selves if you want to know why Taiwanese don't feel particularly patriotic.

Those names and symbols do actually matter, and it shows in how little they inspire the Taiwanese populace.

Why should the average Taiwanese person feel great love for the Republic of China? Especially if that person lived through the worst years of the horrors that uninvited colonial government inflicted on Taiwan, how could there be any great welling of pride when seeing that white sun on a blue sky, that party symbol of the KMT on the national flag? How could the eyes of most Taiwanese well up when they hear their national anthem which references their "party" (the KMT) and is therefore an explicit callback to the era of dictatorship and mass murder? And what kind of dummy do you have to be to expect otherwise?

At best, you'll get deep ambivalence - after all, if the ROC flag is the one people know abroad and it differentiates them from the PRC, that's something - and you should be grateful for even that.  It's hardly deserved. F
eeling some form of conflicted happiness to see that flag or the name "Republic of China" used by international organizations is a kindness - a generous offering. Calling it paltry or insufficient is an insult.

Telling Taiwanese that they ought to feel patriotic fervor for the government that once oppressed them, and its symbols, because they can't realistically get rid of them right now? The same symbols that were (and are) used to try to erase their own Taiwanese identity? When members of the party that introduced those symbols (and that oppression) call disagreement "separatism", threaten people who disagree with death, and seem to care more about China than Taiwan? That's messed up.

Even for those who don't hate the ROC and its symbols, it's a confusing message. We have to fight for Taiwan - or, err, the ROC - um, which claims to be China, but we have to fight against China as the ROC for the future of Taiwan...uh, here, look at this flag that has one political party's symbol on it, which is from China and seeks to supplant your sense of Taiwaneseness, which we're preparing for war against...as China...for your country, Taiwan. 

Yeah, okay. That'll win those youth over!


The ROC is a system on life support. It's around because of the threat of war if Taiwan were to dismantle it, and perhaps a small (but rich and influential) class of people who still think it is a government worth keeping around. It's around because the allies Taiwan hopes for in the event of war tell Taiwan it has to be this way so as not to "anger China".

That's a recipe for declining patriotism; who, beyond that core of diehard ROC fans, could summon up much more feeling for it than one feels for their annual gynecological exam? (Or for the guys, whatever it is you get examined every year that is important to do but uncomfortable.) Necessary for continued health, but not exactly inspirational. 


Like an ice-cold speculum, the white sun on a blue field and everything it stands for just does not engender the sort of emotional connection to a place, system governance and set of social values that underlie an urge to join the military.

So for the military to be pushing that same old "ROC! ROC! Let's fight for the ROC!" patriotic blargle...yeah, it's not going to work. They could try harder, they could make it swisher, they could give their recruitment drives higher production values. They could just plain offer better pay, benefits and working conditions. But if the population is not too keen on the ROC, all but the latter is just not going to work.

Or, worse than an ice-cold speculum, it is about as inspirational as this, um, "song" trying appeal to supporters of Wu Dun-yih.

Please don't come in at this point blaming the Taiwan independence activists for this state of affairs. Yes, it's true that in social conditions where most people think of themselves as "Taiwanese" and the country they live in as "Taiwan", to say that "Taiwan can never be 'free' with the ROC around" makes it more difficult for people who love Taiwan to feel great patriotism when Taiwan is called the ROC. 


But...

a.) They're right, even if that truth is neither convenient nor realistic (and deeply confusing to people who don't know Taiwan well, so please stop saying it to them - just stick to the digestible "Taiwan is already independent and they just want to stay that way" and let's not air our dirty laundry in front of the white people, 'kay?)

b.) The average Taiwanese person thinks the hardcore independence activists are a bit nutty, even if they fundamentally agree with the message. From my experience, your average person who doesn't follow politics too deeply does want Taiwan to maintain its autonomy but they think the folks to take to the streets all the time are...going overboard. So their message probably isn't the reason for the greater societal apathy.

c.) This outcome was inevitable. Anyone with eyes and ears can see that the ROC is waning, it's propped-up, it's nothing to feel great emotion for (and was frankly never that great, even when it was the government of China). It's just natural not to feel particularly moved by symbols that are pushed on you and disconnected with how you actually feel about your country and society. 


If the Taiwanese military wants to build a sense of patriotism that will lead to wider recruitment, Minnick is right that it first needs to communicate the true depth and nature of the threat to the public. Folks calling for better careers in the military are likewise correct.

But they also have to quit pretending that the old ROC rah-rah can work. It can't. It's dead.

I know most of the military leans blue and that the ROC's name can't be safely officially changed right now, but the youth are Taiwanese, not Republic of Chinese. Naturally independent. They'd probably fight for that, but you have to couch the message in terms of the country and society they know, not what the government is forced to say at the higher levels.

That is, appeal to the desire to fight for Taiwan, and stop leaning on symbols that, if they don't inspire bitterness and emnity over the ROC's dictatorial and murderous past, are simply dead.

The Battle for the Story of Taiwan: De-centering Oppressive Narratives

Spend any time around nerdy academic/historian types (or just socially aware people) and you'll eventually end up in a discussion about dominant narratives. A dominant narrative is basically the I-sound-like-smart-people way of describing the old "history is written by the winners" trope; the stories of those whose experiences don't align with the dominant narrative are "counter-narratives", as they're marginalized from the dominant narrative. (If you're already familiar with what this means, you can skip/skim the next few paragraphs).

These people may, in fact, be a majority of people spread across a variety of groups who aren't "the winners" in history. Considering, for example, that women's experiences are often not accounted for by the dominant narrative of most cultures, nor are those of people of color (or not in the ethnic majority), LGBT+ people and more, it's hard to argue that the "dominant narrative" is the one experienced by the most people; rather, it's the one experienced by the most privileged people.

Or, to give a real life example, in school in the US I learned the dominant narrative of American history. That history was dotted with august men who did brave things and propelled mind-blowing scientific and social advancements. Then, we evolved as a society and began talking about all the women whose contributions had been left out of this story: for instance, if you listen to the dominant narrative on the history of computer science, you'd think the whole field was developed by men, with the first technological advancements in the field by men, and the first coding done by men. That is far from true, however.

Then women's history became a thing, but it was mostly white women's history, so there was a lot of discussion about women not having access to work opportunities or even being "allowed" to work for pay. Of course, that left out women of color and working-class women, who had consistently earned money through labor...and it goes on.

And of course, it's not that the dominant narrative is totally wrong; it's just told as the whole story, when in fact it's simply one facet of the story. It's a cut in the diamond; not the whole damn stone.

I'm probably already losing a few readers here, and that's fine. If you're all "ugh but LOBSTERS" or some nonsense at this point, then do yourselves a favor and go. I won't notice. I'm not aiming this at you.

So, what does this have to do with China and Taiwan? Quick-thinking readers surely see where I'm going with this.

Liberal thinkers in many countries have done a fantastic job of pointing out and attempting to rectify the grip on historical interpretation that the old dominant narratives had. They'll readily point out that this or that telling of our collective cultural tale isn't including enough marginalized narratives.

But then they look across to the ocean at Asia and it's like all of that complex critical thinking just goes out the window; where we were discussing a beautifully-cut diamond with near-countless facets in our own culture, we're back to "it's a rock!" when discussing the other side of the world.

It's the result of a good-faith effort not to look at the world through a white/Western lens, and elevate narratives that are not white or Western, but it does exactly the thing that these same people warn against doing in their own cultures: it centers only the dominant narrative in this part of Asia, and marginalizes every other one. In other words, when de-centering Whiteness and choosing a different narrative, they again reach for the most dominant non-white narrative and there's a battle fought anew to argue for the inclusion of everything that is marginalized as a result of that choice.

And because it's big and populous and powerful (by powerful I mean "it has a lot of money"), that dominant narrative is China's.

Or rather, not even China's - it's the Communist Party of China (CCP) narrative. It's the wealthy straight cis male Chinese narrative. It's the Han narrative (oh, you thought only white people could be ethno-cultural chauvinists who try to erase the counter-narratives of others or pound them into submission as 'colorful' but ultimately obedient 'minority' 'ethnic' groups? You're wrong.)

Don't believe me? Okay, why is it that China relaxing its One Child Policy made the international news but nobody's talking about how the CCP still treats women's bodies as property of the state? Why does Taiwan's path to marriage equality make the international news, but no major Western media outlets seem to link it explicitly to Taiwan's cultural distinctness from China (which is nowhere near any sort of same-sex partnership)? Why do so many Westerners seem to think Chinese culture is so "traditionally" anti-gay when that's just not the whole story? I could go on.

So, when the question turns to Taiwan, that same prioritizing of the CCP/Han dominant narrative gets repeated by well-meaning Western liberals.

The results are devastating.  That same quicksilver liberal who could tear apart the way you looked at the world by pointing out every marginalized narrative in her own culture devolves into insisting - often loudly, even stupidly - on pre-fab garbage like "but Taiwan is China because their official name is the Republic of China!" or "but the Taiwanese are Chinese because historically they come from the same culture and heritage and they have the same history!" or "I don't think Taiwanese independence is a good idea because we need more unity in the world and less nationalism!" or "how can Taiwan be a country when it's not in the UN?"

Or - and this is the most insidious one of all in my opinion, a real rabbit hole - "but China has such a different culture and they conceive of these things so differently, we can't push our Western conception of what it means to be culturally Chinese on them!"

Except that's the CCP's line - we're not Western, your Western morals and ethics and concepts don't work here. It only works for everyone in Asia if the general consensus in Asia is that it's true - but that's not the case. Most Taiwanese don't; having as a population forced their own government to democratize and adopt (albeit imperfectly enforce) the basic tenets of universal human rights, they'd argue for the same freedoms and similar political values to the ones your typical Western liberal espouses (family and social values may differ, however).

So if you adopt that dominant narrative as the only narrative that counts in (ugh) "Greater China", you're just telling people in this part of Asia how to think based on your White conception of how people here should think, which is informed by what the dominant (and authoritarian) narrative in these parts is telling you. That dominant narrative will further imply that in order to "respect Asian values", you need to agree. Or, as a friend put it, the CCP picks apart the Western dominant narrative  - which, to be fair, deserves to be picked apart - but their goal is to supplant it with their own.

It is helpful to that dominant narrative if you - the well-meaning Westerner who wants to "respect different cultures" - don't notice that there is more than one narrative in Asia, and that there are all sorts of marginalized Asian narratives you could also be listening to.


In short, by adopting the CCP/China narrative when talking about Taiwan, you are doing to Taiwan exactly what you'd argue against in your own culture. You are telling people who are trying to express a marginalized narrative - of Taiwanese identity, Taiwanese shared history and its many cultural facets - that their stories don't matter and should not be included, that only what China thinks counts. And you're doing it while believing yourself enlightened; believing that by swallowing the CCP's Story of China and Taiwan, that you are "respecting Asian values and other cultures", when you are doing the opposite.

The KMT/Republic of China narrative functions similarly. If you buy into the "Taiwan's official name is the Republic of China, so they too claim to be 'China'", you're centering the dominant narrative of what a former military dictatorship forced on Taiwan, and ignoring the marginalized narrative of the vast majority of Taiwanese who simply don't believe that to be the case, but feel powerless to change what the government must continue to claim under threat of war. 


I've thought a lot about why this is. Part of it boils down to Asia just being far away and unfamiliar. When you don't have much direct experience of a place or its cultures - maybe one or two trips, maybe reading the news - when you hear a narrative from that unfamiliar part of the world, it's natural to seize on it as the narrative, something you didn't know before, yippee! It's human nature to think of something you've learned to be the last thing you need to learn, or to be as deep as you need to go.

People also have limited time; a Westerner without ties to this part of Asia simply doesn't have room in their daily life to learn more about how things work here, just as I simply don't have the time to delve into the intricacies of North African politics, let alone the narratives within any single North African country, and what marginalized narratives may lie beneath that.

And, of course, learning is a scaffolded process: when the average Westerner may not even be aware that Taiwan and China have two different, sovereign systems of government, it's quite difficult to then make the leap to specialized historical discussions about what was and was not historically considered "China" and why it matters, for instance.

Much easier for the average person to hear a new perspective and decide that it simply and succinctly covers what they need to know. The human tendency to seize on a dominant narrative and accept it because it simply and understandably helps them file away a difficult topic is both natural and global. If you recognize that bias for what it is, it's not even anything to be ashamed of.

The CCP has figured this out: they know people in other countries have limited time and brain space to devote to the full story here. So they expend massive resources to ensure that their narrative is the one everyone hears.

How to overcome it? After years of thinking about this, I'm still not sure, but I have a few pallid suggestions. Like tarps in a cyclone, they are certainly insufficient, and I make no promises as to their efficacy.

Once made aware of the tendency to abandon criticality when faced with a new narrative, most well-meaning people are able to work that muscle in their brain until it's instinctive: meet new narrative, absorb information, ask oneself: is this all there is to the story? There must be more. There's always more.

It's not always necessary to dive in and learn it all; simply being aware that there's a lot more going on underneath any narrative you hear, and that everything you hear may carry with it bias or intent, is often enough to maintain adequate criticality. When discussing Taiwan with people abroad who may be willing to listen, we need to get that muscle working first, but approach our request that one think critically about the narrative they've heard in a way that will be heeded. Keep it brief, and don't be afraid to break out the metalanguage. "De-centering" and "marginalized narratives" are terms that are used so often that they're practically cliché, but they make sense and accurately describe the situation. They're powerful tools when discussing Taiwan with those who are sympathetic to looking at the world through these lenses.


There are so many thoughtful experts, scholars and activists who are knowledgeable about Taiwan, who will pointedly argue for the inclusion of marginalized narratives here. Any contemporary telling of Taiwanese history to such an audience is likely to be met with a barrage of discussions about whether it adequately includes indigenous history, or women's history, or the history of lower-income or rural people. This is fantastic; the battle for the Story of Taiwan as more than the Story of Hoklo Han Taiwan is one we must fight.

And yet, there's also a larger battle we must attend to concurrently; the battle for the Story of Taiwan to be included in the narrative of East Asia, and we've got to keep our eyes on that fight, too.

Some guy says Taiwanese "separatists" are "deeply worried" by...whatever

The guy who said this is "the head of a semi-official body" - ARATS - that literally nobody in Taiwan takes seriously and exists to promote the exact opposite of what Taiwan wants (and disseminate the exact opposite opinion that Taiwan, as a whole, actually has). He's not important.

I'll summarize it for you: blah blah blah "reunification" blah blah "one country two systems is successful" blah blah blah blah "historic trend" blah blah "degeneration of the great Chinese nation" blah blah blah probably a small wee-wee blah blah "historic trend" blah blah blah.

Meanwhile, how's Taiwan feeling?

 So, anyway, here's a point I've made before but want to highlight here.

When people like...this guy go on about "Taiwan separatists", they are implying that these "Taiwan separatists" are a small, loud minority of annoying activists that most people don't support. Or they try to frame it as wayward politicians spouting on about some sort of political nonsense that most people don't actually agree with.

That's just not the case. As a friend put it, "if you define 'Taiwan separatist' as 'someone who believes Taiwan should not be a part of China', then 80%+ of Taiwanese are 'Taiwan separatists'."

They (all those separatists!) elected those particular politicians at the national level in 2016  in part out of a desire to express that will. Some want a specific kind of independence (de jure, or sans Republic of China), but most find sovereignty to be their baseline. If Taiwan is truly sovereign - no, not like Hong Kong, which isn't even all that autonomous, let alone sovereign - they'll take that over a war. Threaten even that sovereignty, though, and you can go to hell


In other words, Taiwan already has "independence" in that it is sovereign, and the vast majority of Taiwanese would like to keep it that way.

In that sense, almost all Taiwanese are "Taiwan separatists". It's not a minority, and it's not limited to people in government.

Does Grandpa here really think that almost all Taiwanese are "deeply worried" - which is what his statement implies? Do his buddies in government really think it's possible to consider somewhere between 11 and 23 million Taiwanese "war criminals"?

Do they really that the CCP has a lot of influence over the Taiwanese people?

No, of course not.

This is just what they have to say to maintain the illusion that "Taiwan separatism" is a niche belief held by a few annoying activists, not the general will of the Taiwanese electorate. They can't let the rest of the world (or their own people) catch on to the notion that Taiwan is a "renegade province" (ahem) not because political forces are keeping it that way against the will of the people, but because most Taiwanese want it that way.

So my message isn't for him - who cares about him. My message is for you, the readers. Don't buy what he's selling. "Separatism" in Taiwan isn't a matter of a few crazy extremists, who can be sidelined, rooted out, prosecuted and (I assume) executed. It's matter of public will. Taiwan is evolving toward it, not away from it, and it's not going away.
