Stop blaming the DPP for China's maliciousness

Somehow a bunch of drums one could beat seems appropriate


In recent weeks, a spate of opinion pieces have come out that lay out three very dangerous ideas: call for Taiwan to roll over and obey China as though it's the only possible option; romanticize the Ma Ying-jeou administration as some sort of golden era for Taiwan; and blame everyone but China for China's intentional maliciousness toward Taiwan.

You can read some examples in the New York Times, by former Minister of Culture and author Lung Ying-tai, and by some so-called analysts from the Carnegie Endowment for International Peace in Foreign Policy, if you find them readable. It was a struggle, to be sure. 

Fortunately, these articles have received some sort of pushback. Unfortunately, although I like the Taipei Times, it doesn't have the readership of the New York Times or Foreign Policy, though those who meaningfully care about Taiwan surely include it among their regular news sources. This is (almost) as it should be: the original opinionators have every right to have and speak their minds, however misguided, and anyone can respond in disagreement. I only wish that the pushback would get as much press as the people who disseminated the original problematic views. 

All three of these opinions are problems for the same reason -- they blame the wrong people, and thus lay out a course of action that would utterly destroy Taiwan. I don't know whether this is due to the age-old problem with Taiwan "experts" pretending the Taiwanese electorate is still divided on whether or not China is a trustworthy negotiating partner (they aren't) because that sort of tension keeps them -- the analysts -- relevant, or they themselves being part of the anti-Taiwan opposition. The latter is certainly true in the case of Lung, who served under President Ma. 

Perhaps they're simply not informed about why China seemed friendlier when Ma was president and would probably be friendly again under a hypothetical future KMT administration. This is somewhat understandable, as a surface-level understanding of the mechanics of Chinese manipulation and KMT collaboration with Taiwan's only enemy implies that KMT politicians are better negotiators when it comes to dialogue with the CCP. Of course it looks like that! If they weren't, why would China be so much friendlier when they were in power? 

To this end, Lung says:

For decades, Taiwan and China were deeply estranged and essentially in a state of war. But after the Cold War, relations gradually thawed. They were at their best during the presidency of Ma Ying-jeou, of the Kuomintang, from 2008 to 2016. The Kuomintang emphasizes cooperation with China as a way to ensure Taiwan’s stability and prosperity.

Under Mr. Ma’s administration, exchanges in academia, culture and commerce flourished, culminating in his historic meeting in 2015 with President Xi Jinping of China. It seemed, after decades of hostility, that reconciliation was possible.

The Foreign Policy piece also begins by blaming Lai, calling him "hard-charging". I'm a far bigger fan of Tsai than I am of Lai: Tsai was calculating, smart, and tended to stand back, letting her policies and accomplishment speak for themselves. Lai's policies, however, are not fundamentally different even if his rhetoric is slightly more blunt. Both of them have always supported Taiwan's independence; this was never a secret, and the people elected them knowing this. 

That said, let's focus on Ma. The fundamental misunderstanding here is reading the China-Taiwan rapprochement as some sort of accomplishment of Ma's, not an intentional Chinese manipulation that made it seem as though Ma's approach were somehow superior. Forces within Taiwan -- business interests, mostly, and some traitorious politicians -- have also acted intentionally to make it seem as though the KMT is better for Taiwan-China relations than the DPP due to some imaginary flaw with the DPP's approach to China. 

Ma was the opposite of an independence supporter (he was, and remains, a filthy unificationist), but his stated policies, for the most part, weren't that different from the DPP's. The DPP has never been less open to trade or dialogue with the CCP than the KMT; the problem is that the CCP refuses dialogue with the DPP but accepts the same offers from the KMT. They further undermine the DPP by snubbing their repeated offers of dialogue by meeting with KMT officials instead. Let me repeat: every DPP president -- Chen, Tsai and Lai -- has re-iterated their openness to dialogue with the CCP and trade with China. 

It's not the DPP causing rifts, it's the CCP. 

It's worse than it sounds, too. Although I'm not quite finished, I've been reading André Beckershoff's Social Forces in the Re-Making of Cross-Strait Relations (review forthcoming). Beckershoff lays out a devastating case for China's intentional smearing of DPP presidents as "the problem", making it seem as though they aren't open to or capable of initiating or engaging in any discussions, let alone peace talks or mutually agreeable rapprochement. 

In fact, the CCP was able to sidestep DPP presidents, making them seem like bigger 'troublemakers' than they have been, by engaging instead with the KMT directly, as though they were the ruling party even when they weren't. Beckershoff says of the Chen years: 
The DPP's limited success, however, was not for lack of initiative: after first overtures beginning with Chen's election in 2000, the government proposed negotiations on a variety of technical issues from 2004 onwards, but as the party-to-party platform between the KMT and CCP emerged in the same time frame, the Chinese government could afford to stall, decline or even ignore the overtures of the Taiwanese government. 
Beckershoff goes on to give examples of the CCP, with the KMT's help, deliberately undermining all attempts at dialogue with the Chen administration, from tourism (a KMT-CCP Forum directly undermined agency-to-agency talks between Taiwan and China), to agriculture (the CCP directly invited at least one farmers' association to China without talking to the Taiwanese government), to trade (China refused to engage with TAITRA as it framed Taiwan-China trade as international, not domestic) and direct flights (again, a KMT-CCP forum enabled final-stage negotiations with the Taiwanese government to stall). Those are just some examples.

This pattern has continued under Tsai and Lai, with KMT officials, including Ma Ying-jeou himself, visiting China with the purpose of removing the need for the CCP to engage with the DPP, thus undermining the DPP and making it seem as though the KMT are simply 'better' at handling China. The truth is that the CCP wants the KMT or their lapdogs, the TPP, to win elections, and thus makes it seem as though the DPP are the problem. 

If the KMT truly supported Taiwan, rather than being focused on Taiwan-as-China, they would let DPP goverments do their job vis-a-vis China and not intentionally get in the way.

Wang Hung-jen and Kuo Yu-jen also point this out

Lung romanticizes the so-called “golden era” of cross-strait relations under former president Ma Ying-jeou (馬英九), but fails to mention that this era coincided with a more benign Chinese foreign policy under then-Chinese president Hu Jintao (胡錦濤) and the early, still-cautious phase of Chinese President Xi Jinping’s (習近平) rule....

The conditions that made diplomatic and economic detente possible no longer exist. Xi’s China is now more assertive, more authoritarian and more willing to use military and economic coercion. The idea that Taiwan can simply return to the “status quo” ante by embracing Beijing’s preferred narratives is at best naive, at worst, a prescription for strategic vulnerability.

Many Taiwanese today view the Ma administration’s overly deferential policy toward Beijing as one of the root causes of Taiwan’s current economic overreliance on China and the hollowing out of local industries.

The so-called “diplomatic truce” turned out to be an illusion, one that collapsed the moment Taiwan elected a government unwilling to parrot Beijing’s “one China” principle. Beijing’s punitive diplomatic and military responses were not triggered by provocation, but by Taiwan’s assertion of democratic choice.

Exactly. Ma was "successful" not because he was a great negotiator, but because he was a CCP collaborator and unificationist. The CCP wanted him to succeed in "rapprochement", so he did. It was never about Ma being great at his job (he wasn't), it was always about China supporting someone willing to sell out Taiwan. 

And make no mistake that Ma was and remains a unificationist. He and the KMT framed rapprochement as an economic benefit, something apolitical. It never has been. His vice-president and co-traitor Vincent Siew gave away the game all the way back in 2001 -- it was never apolitical,  but always with the goal of eroding Taiwan's sovereignty:
Siew developed the abstract framework of "economics first, politics later" into a set of concrete initiatives....the mutual trust engendered by this process wouuld also entail the potential for positive integration, a "step by step integration of politics", and thus pave the way for a "sharing of sovereignty" in the long term.
In what way could this ever be good for Taiwan, if it wants to remain self-governing and sovereign, which it does? Is this really adroitness on the part of Ma Ying-jeou, or simply China being friendlier to the administration that wanted to give away Taiwan?

The Ma administration did not respect Taiwan's sovereignty, and the progress made in economic ties and freer travel always came at a price. Ma and his people called them apolitical -- it's just about the economy, they said -- but Siew made it plain long before Ma was elected: this was never, ever apolitical. Unification had always been the goal.

With the KMT, it still is. 

Beckershoff also offers some fascinating dissections of cultural and historical ties between Taiwan and China being presented as a grassroots consensus when it was manufactured by the political and capital class, and the instrumentality of business associations in pushing pro-China policies for their own profit and benefit, not the good of Taiwan per se. Those will come up in my review, but I wanted to mention them here as they're tangentially relevant to this very false idea of what rapprochement under Ma was and most definitely was not. 

Beckershoff points out how so much of this was simply China's doing: 
Preferential policies have been assumed from the KMT-CCP Forum...are merely the announcement of unilateral measures taken by the PRC designed to benefit Taiwanese citizens travelling to or living in China as well as enterprises operating there. Delegating the announcement of preferential policies from the party-to-party channel to the Straits Forum entails an effect of obscuration: while in fact, these unilateral decisions are a double-edged generosity of the CCP that is conditional on upholding the 1992 consensus, their announcement at the KMT-CCP Forum make them appear as the outcome of negotiations between these two parties; their announcement at the Straits Forum, however, bestows on them an aura of inclusive grassroots cooperation, designed to contribute to the universalisation of these measures. 
It's also worth pointing out that if the Ma years were a "golden era" for Taiwan, then the Sunflower Movement would have never happened. It wouldn't have had to. 

I lived in Taiwan during the Ma years, and I never felt them to be any sort of golden age. I worried often about the suppression of true grassroots protests (though these various social movements did eventually overcome attempts to sideline them and promote the KMT and CCP's vision of a shared culture, economy and even sovereignty). I worried about filthy unificationists intentionally buying up Taiwanese media to promote pro-China editorial lines. I worried about black box politics, where China's ultimate control of the KMT was obscured by false claims that economic rapprochement was "apolitical". 

In fact, I would call the Ma years the eight worst years Taiwan has lived under since democratization. I'd call him the worst elected president Taiwan has ever had. All he ever did was undermine Taiwan. It's true that in the last few years, I've grown worried about China (not Taiwan, not the US) starting a war. But during the Ma years, I was worried about something far scarier: that Taiwan's own government would sell out their country, and there wouldn't be a goddamn thing anyone could do about it. 

It was not a good time. It was anxiety-inducing, just in a different, arguably worse, way. 

When opinionators praise Ma Ying-jeou, the other edge of that tends to be criticism of Tsai Ing-wen or Lai Ching-te. That's what Chivvis and Wertheim did in Foreign Policy. Rather than quoting them, here's a big chunk of Yeh Chieh-ting's rebuttal:
Calls for a so-called “grand bargain” with Beijing — where the US pressures Taiwan into concessions in exchange for Chinese restraint, or some kind of brokered one-shot resolution — rest on the fantasy that Beijing wants peace and just needs a polite nudge. There is no evidence for this. For decades, the Chinese Communist Party has steadily escalated its military threats, cyberattacks and diplomatic isolation of Taiwan regardless of who is in power in Taipei or how careful they are with their words. When Beijing says it would use all means to annex Taiwan, “by force if necessary,” it is clear that it sees its goal as more important than peace.

Therefore, Lai’s recent language, including his description of China as a “foreign hostile force,” is not a wild provocation, but rather a blunt acknowledgment of reality. Beijing flies fighter jets across the median line of the Taiwan Strait, simulates blockades and treats Taiwan as a rogue province to be absorbed. Lai is simply responding to years of coercion. If Taiwan stating the facts “angers” China, that is a problem with China’s ego, not Taiwan’s messaging.

Telling the US to “rein in” Taiwan unilaterally does not signal to Beijing any goodwill to be reciprocated. It signals to Beijing that threats work — and that Washington would cave if pushed hard enough.

The recent rise in cross-strait tensions is not a result of Lai’s rhetoric. It is the product of Beijing’s relentless “gray zone” operations — cyberattacks, economic coercion and military harassment that now includes near-daily incursions into Taiwan’s air defense identification zone. This is not theoretical brinkmanship. It is real-world intimidation, and it deserves to be called what it is.
Honestly, I couldn't put it better than this. Lai is not a provocateur. He's not wrong about China -- they are an enemy. They are undermining Taiwan. They are a danger. They are threatening war and annexation. He's simply not wrong, and China is the bad guy here. All they have to do is stop. Taiwan has done nothing wrong; there is nothing for Taiwan to change. Or is it wrong to call out Chinese warmongering for what it is?

Lai isn't wrong, either, to take a harder line on Chinese influence in Taiwanese civic discourse, military spies and political influence. It's no secret that China has wormed its way into all of these spaces, and many military and political leaders are, in fact, spies and traitors. Is it somehow wrong for Lai to try and stop this? Is it wrong to do something about collaborators with a hostile force?

As Wang and Kuo point out: 
Lai’s characterization of China as a “foreign hostile force” was not a provocation; it was a diagnosis rooted in empirical behavior. To ignore Beijing’s actions while castigating Taipei’s rhetoric is to invert cause and effect.
As with praising Ma, so with criticizing Lai: all of this has been China's attempt to force Taiwan into annexation by any means necessary. It's no more a fault of Lai's than it is a strength of Ma's that China is horrible to the DPP, and friendly to the KMT (and the TPP -- don't lie to yourself about that). 

Chivvis, Wertheim and Lung all call for Taiwan to bend the knee. From Lung: 
With China growing in strength and the United States turning its back on the world, Taiwan is right to build up its military as a deterrence against attack. But the only way for Taiwan to peacefully secure its freedom is to somehow reconcile with China. Recent history suggests that is achievable.

Reconcile how? With a country that wants to annex and subjugate, end Taiwan's democratic system, and take away its promise of human rights, no less. 

Taiwan would very obviously have to give these things up in such a "reconciliation".  There are no "concessions" (in Chivvis and Wertheim's words) that Taiwan can offer which don't sell out its sovereignty. What can Taiwan possibly offer China that would end these tensions except a path to annexation -- the one thing Taiwan can't give? 

Wang and Kuo have it right again:

As for Lung’s conclusion — that without peace there can be no democracy — we suggest the inverse is equally, if not more, true: without democracy, there can be no peace worth having.

Peace that comes at the cost of agency, freedom and sovereign identity is not peace; it is submission.

I've said this before, but the problem isn't Taiwan's rhetoric, or the US, or anything other than the plain, ugly truth: the one thing China wants -- Taiwan's subjugation -- is the one thing Taiwan can never offer. There simply is no middle ground. Every "concession" from Taiwan will be treated as one more step in the march to Taiwan, Province of China. There's no agreement in which Taiwan can truly keep the one thing it values most -- its democracy, and by extension its promises of freedom and human rights -- if it surrenders to China.

Once that happens, all bets are off. Taiwan would not be able to exit such a future. If it allowed itself to be sucked into that black hole, it wouldn't be able to pull out, any more than Hong Kong was. That's what happens when you become a part of China. You don't get out. 

Suggesting it is basically telling Taiwanese people that what they want is not important, that their democracy is not important, their self-determination is not important, their human rights are not important. Either that, or the person saying it is stupid enough to believe that Taiwan could retain these things in any way, or back out of a surrender. 

Just as abysmal are Chivvis and Wertheim's suggestion that the US force Taiwan into "concessions" and agree to "some kind of One China". The whole point here is that Taiwan doesn't want China forcing it to give up its sovereignty, but somehow the US doing China's dirty work would be acceptable? 

Some critics in Taiwan love to point out that the US also represents a form of empire, and they're not wrong. Some also say that the US is the true provocateur of China's aggression against Taiwan, but in this they are wrong. Taiwan doesn't want a war the US sparked, they say. I agree, or I would, if the US were the villain here. Isn't it the same thing from a different angle -- US as world police, telling Taiwan what to do -- if the US pushes Taiwan to do something it clearly doesn't want to? If Taiwan did want to "make concessions" with China, ultimately selling out their own country, it would do so. If the Taiwanese people wanted it, they would vote accordingly. 

It also implies that Taiwan is unwilling to engage in dialogue. As above, that's not true: the problem is that China only wants dialogue to the end of annexing Taiwan, it doesn't want an open discussion. Yeh points this out too: 

Taiwan wants an open dialogue with China to talk about how Taiwan and China can coexist, whether as separate countries, the same country, or some type of special arrangement. Lai, as well as every Taiwanese president before him, has stated that Taiwan is open and eager to engage in dialogue with Beijing without any preconditions.

However, that is not the dialogue Beijing is interested in having. Beijing’s “dialogue” requires Taiwan to agree it is part of China, therefore agreeing with China’s conclusion, as an admission ticket to the negotiating table. China is only interested in talking about how Taipei is to execute Beijing’s foregone conclusion.

Lung implies that Taiwanese are disillusioned and don't want to fight for Taiwan. The data say otherwise, and her evidence, as Wang and Kuo point out, are a string of anecdotes and one unscientific online poll. This is willful ignorance from a Ma stooge. Even Chivvis and Wertheim understand that this is not something Taiwan wants, which Yeh notes voters have rejected in three straight elections. 

Do they care for Taiwan's democracy as much as China or the KMT do -- that is to say, not much at all?

I don't know if this frequent reframing of China's aggression is some sort of intentional disinformation. I don't think people like Chivvis, Wertheim, Oung and Lung have, say, meetings to discuss how to uplift Ma's legacy and shift the blame for China's threats on anyone but China, whether that be Lai or the US. 

I do think this narrative that Taiwan is the problem and the Ma years were a "golden age" of China-Taiwan relations was created by some entity (perhaps the United Front, but who knows), and I do think some misguided people believe it, because they don't fully understand the mechanics of what those relations entailed. That is to say, these commentators have bought a story that was manufactured for them. Perhaps Lung herself is one of the manufacturers, given her history with the Ma administration.

They don't know or care about the pressure from business groups, or unilateral CCP decisions presented as the outcome of negotiations with the KMT, or that the KMT sought to undermine the ruling DPP at every turn. They think the idea of a shared cultural heritage is some sort of natural thing, when it was an idea planted by the CCP and their collaborators. 

They block from their minds, if they ever really understood, that China was only friendly to Ma because Ma and Siew actively sought to deliver them the annexation they so desired -- all support was predicated on that Faustian bargain. 

And certainly, they bring the US into it in whatever way suits their argument. The US is by no means altruistic or a force for good, but in the China-Taiwan conflict, the villain is and has always been China and their collaborators in Taiwan.

All the unfounded "evidence" Ma Ying-jeou used to attack the DPP on 6/4 (Part Two!)

(Yes.)


It's easy to spout bullshit. It's easy to lie, or take a kernel of truth and present a slanted and ultimately inaccurate perspective on it, calling your take the real truth. It's been done since the birth of political discourse because it's efficient, it's simple, and people will believe you.

What takes a long time? Refuting someone else's lies and bad takes. That requires reams of free time and tracts of verbiage. 

Fortunately, I type fast and am in quarantine, and a blog has no word limits. Why not debunk every accusation Ma Ying-jeou hurled at the DPP in his offensive post on June 4th? Sure, he briefly mentioned the Tiananmen Square Massacre, but it's clear what he really wanted to do was compliment Xi Jinping and trash his own country's democracy and elected leader. 

At least, he wanted to trash Taiwan's democracy. I'm reasonably sure he believes that China is his country and Xi Jinping currently leads it. 

Regardless, the crux of his argument is worth refuting point-by-point. Much of what he references was barely covered in English-language media, if at all. He uses specific terms even the most fluent second-language Mandarin speakers might be unfamiliar with (I know I was). And there are people who will believe it. 

I discuss the entirety of his statement in my previous post. Here, I'll address the specifics, starting with the middle of the post where he goes into detail.


Although Taiwan still flies the banner of democracy, under the Democratic Progressive Party's governance, it has gradually slid into "unfree democracy":  closing television news stations, liquidating opposition parties, "checking the water meter" of the people [this is a slang term], interfering with the judiciary,  an all-around 'greening' [turning pro-DPP] of independent agencies, revising the law to exonerate the corrupt former president [Chen Shui-bian], using internal propaganda to mislead citizens and sowing hatred simply to follow the 'political correctness' of the so-called 'anti-China protection of Taiwan'. International public opinion turns a blind eye to these initiatives, which harm Taiwan's freedom and democracy, but I am deeply concerned.


There's a lot to cover here, so let's go point-by-point, news item by news item.


"Closing television news stations"

The television station in question is CTiTV, which has severe editorial integrity issues and has been known to broadcast disinformation.  

It was done because they breached regulations several times and were routinely broadcasting false information without fact-checking. They were also found to lack editorial independence from their owner, pro-China Tsai tycoon Tsai Eng-meng, whose Want Want group receives funding from China. Want Want China Times Media Group (of which CTiTV is/was a part) was also accused of taking orders directly from the Chinese government. The original Financial Times piece is here, but paywalled.

Even if you oppose the closing of CTiTV, it wasn't done to crush dissenting voices. Plenty of pan-blue networks are still on television, and CTiTV is still alive on 
Youtube. While other networks may have fact-checking, editorial and general quality issues (including pan-green ones, which are hardly a bastion of fantastic journalism), CTiTV is the only one the NCC has actually refused a license renewal to. Typically a network won't fall afoul of the NCC if they plausibly believed false information was true at the time it was broadcast.

Some critical responses to this incident described Taiwan's media environment as being solidly "green" -- Han Kuo-yu even stated that "90% of media is pan-green" during the 2020 election -- and taken CTiTV's downfall as a harbinger of some sort of authoritarian DPP crackdown. That's simply not the case. It's true that by viewership the pan-green channels dominate (at about 66% as per the above link), but that doesn't mean that pro-DPP news channels are the only choice; it means more people choose to watch them.

In other words, it's possible to sincerely disagree on the NCC's decision, but it's not possible to credibly call this a grab to dominate the media or a sign of "Green Terror". 


"Liquidating opposition parties"

This probably has to do with transitional justice. Essentially, Ma is saying here that money the KMT can be credibly accused of stealing over the decades of its brutal, corrupt, totalitarian rule should not be taken from the KMT and given back to the nation it was stolen from. Not great.


"Checking the water meter"

This is Internet slang for the police entering a home on false pretexts, for example, to say that the home's water meter needs to be checked when it doesn't. It's also a catch-all for general intimidation of anyone who opposes you -- usually through a real-life visit -- while making excuses for your presence. 

The KMT likes to complain about this -- Alex Tsai at one point said it would lead to a modern Wuchang Uprising which...what? At first I thought it was pure projection: one thing I've learned in life is that people who make preposterous accusations against others either have engaged in those actions themselves, or want to. If someone (or a group) is screaming "all these bad actors are doing this to me!" but offers little evidence that it's happening, chances are they're the ones actually doing it, and trying to deflect scrutiny. 

Certainly, when I think of police intimidation to quell political dissent, the KMT has far more of a historical legacy. There is flimsy evidence for the existence of a "Green Terror", but the "White Terror" is a matter of historical fact. And frankly, even in modern times the KMT is not blameless.

However, a few cases did pop up after a search. Apparently some police showed up at a KMT think tank symposium saying protests could break out as the discussions were related to upcoming referendums, and protests were happening elsewhere. The KMT insists it wasn't a public event and only the press was notified, calling the excuse for the police presence "farfetched". In another incident, an elderly woman was visited by police after posting disinformation about the then-upcoming 2020 election.

Neither of these incidents, if true, looks great. However, the symposium was not stopped and no one was arrested or harmed. (I also couldn't find any proof that there's some DPP-led crackdown on freedom of expression). The woman was asked to explain her post at a police station in accordance with the Social Order Maintenance Act -- not great, as authorities paying someone a personal visit over something they've said sends a specific kind of message given Taiwan's political history -- but as far as I can tell was not arrested or further troubled. 

While the DPP is hardly perfect and their methods of handling disinformation potentially problematic, neither of these incidents definitively proves that the DPP is turning Taiwan into an "unfree democracy" or instituting a reign of "Green Terror". 


"Interfering with the judiciary" and "turning independent agencies green"

These accusations are more vague, but seem to refer to a variety of issues. This KMT News Network post is barely readable (no, it's not a machine translation) but provides little actual evidence of judicial interference, stopping at an insistence that it is happening. The KMT took a comment about the "Political Investigation Office" out of context in regards to the recent by-election between gangter Yen Ching-piao's son and DPP candidate Lin Jingyi -- there appears to be a lot of booming anger but very little actual evidence that anything illegal took place.

In terms of that "all-around greening of independent agencies", there have been a few accusations of nepotistic activity in various agencies, and an insistence that the NCC (the agency that revoked CTiTV's license, discussed above) has been "turned green" -- all with very little proof. 

I'm not saying that the DPP is perfect and incorruptible; that would be risible. All parties do unsavory things. However, when it comes to these specific accusations, I don't see much there.


"Revising the law to exonerate the corrupt former president"

This is getting very long, so I recommend reading the Taipei Times coverage of this issue if you want to know more. I'm not going to opine on whether the law being amended is actually unclear, or the types public funds in question are functionally the same, as I'm not an expert in that area. I'm also not going to spend a lot of time discussing Chen Shui-bian, as that's old news. 

Sure, it doesn't look great to change a law in a way that would exonerate someone convicted of corruption from your own party, although the KMT hardly has a spotless history when it comes to corruption and inappropriate use of funds (that's why the Ill-Gotten Assets Committee exists), and the article notes that they've done the same thing:


While saying that the KMT set a bad legal precedent in 2013 by amending the same article to exonerate former KMT legislator Yen Ching-piao (顏清標) from allegations of misappropriating public funds, the NPP said the DPP yesterday again set a bad precedent by forcibly passing the bill at the legislature.

 

Think what you like about Ma's accusation here, but remember that he's probably not too interested in discussing the KMT's similar political maneuvers.


"Using internal propaganda to mislead citizens and sowing hatred simply to follow the 'political correctness' of the so-called 'anti-China protection of Taiwan"

Look, honestly, this just sounds like mad ranting. There's no actual accusation here: Ma is just mad that society rejects his and the KMT's insistence that Taiwan is Chinese and should embrace a Chinese identity. They don't want to admit that the CCP is a threat to Taiwan and attempts at warming relations with them will only hand them opportunities to render Taiwan economically dependent on and politically tied to China, making a move away from unification more difficult. 

They simply cannot accept that Taiwanese do not think they are Taiwanese and that this angers China, and the DPP acknowledges and works with these facts. Acknowledging the general consensus on Taiwanese identity is apparently "propaganda" and being pragmatic on the threat of invasion from China is "politically correct" maneuvering to make Taiwan "anti-China". 

The KMT will never admit that their own forcing of Chinese identity -- including the attempted destruction of the Taiwanese language in favor of Mandarin -- onto an island they occupied was the "internal propaganda" they speak of. They'll never admit that the social change toward Taiwanese identity took place before the DPP took power in 2016, and in fact spiked when Taiwan fully democratized and grew throughout Ma's own administration. They'll never admit that China is a threat, not a friend. And certainly they'll never admit that Taiwanese by and large do not want to be part of China. They'll never admit that their own attempts to force Taiwanese to identify as Chinese failed, and are unlikely to succeed in the future.

There is literally nothing else there, so let's move on.


Furthermore, the coronavirus pandemic has shown over the past two years that the government has not done enough to procure vaccines, and their chaotic 'rapid screening' policies show that the government's "proactive deployment" is a falsehood.  DPP leaders and the so-called "1450" [the so-called DPP "Internet army", named for an amount of money said to be allocated toward cultivating it] attack and discredit any critics [the actual phrase is "smear red"].  


I discussed these particular distortions in my previous post, but I think they belong here as well, so I'll quote myself in green:

 

I'll admit that Taiwan's pandemic response has not been perfect in every aspect, at all times. There have been poor decisions, politically-motivated choices and lags. However, I'd describe the overall pandemic response as sterling -- no, gold standard. Anyone who thinks that Taiwan did a poor job handling the pandemic is straight-up full of it. All you need to do is look at how the entire rest of the world save possibly New Zealand handled it. Most accusations to the contrary distort what actually went on with the early vaccine purchases or blow up small mistakes into catastrophic ones. Most of it is based on lies.

As for the "1450" Internet troll army, well, I'm sure every party has people working on influencing public conversation. I won't pretend it's beyond the pale to say the DPP has one (and the KMT surely has one too -- I recall an ad surfacing years ago promising free bento boxes to attendees of a seminar on how to post online to bolster the KMT's image, but can't find a link).

That said, I can't find any proof that the "1450" army actually exists, and it would be very weird to allocate such funds through the Council of Agriculture, no? What's more, people decrying the "1450" have been known to misattribute the origin of the phrase to mean NT$1,450 paid to each Internet troll working for the DPP. 

Basically, there are a lot of accusations and very little proof here.

In sum, Taiwan actually has done an overall excellent job handling the pandemic. When you see people online praising that, it's because there's good reason to do so. If the KMT is sore that it's not very popular now, perhaps they should look at their own poor governance and attempts to force Taiwan toward closer relations with China. 


That is to say, there's nothing here but more distortion, including some statements that I suspect are outright lies.

When we shouted that the opposition should be treated kindly in order to establish core values in common on both sides of the strait, the ruling party is suppressing or even eliminating dissidents, while falling into "unfree democracy" and "elected dictatorship." 

 

Ah yes, because the KMT is renowned for always being so kind to the opposition. They were so friendly when they threw the Tangwai in jail. Their torture and interrogation techniques were employed in an attempt to establish core values in common! The KMT has never, ever attempted to "suppress or even eliminate dissidents", the White Terror is called that because it was just very bright outside for decades!

Obviously, there is no evidence -- I don't even have a link -- that the DPP is doing this. I discussed the inclusion of "cross strait common values" and the impossibility of an "elected dictatorship" in my previous post and won't repeat them here. 

Needless to say, this is the part of his argument that slides from plausible, debatable issue into lies and hokum.

Not just hokum, but more projection. Didn't the KMT spend decades during Martial Law lying about how the ideals of the Republic of China included democracy, while not instituting democracy beyond the local level in which every candidate was KMT-approved?

When someone like Ma bangs on and on about what the other guy is doing, you can be pretty sure he's done it, or he's aware that the KMT has. What was it that someone said on Twitter? Every KMT accusation is a confession? Like that.

Liars like Ma follow a second pattern, in my experience: they start out with claims that, while refutable, are based on real events or issues. You have to take time and energy to actually refute them. So if you know they're garbage, you ignore them, but if you don't, you might well believe it. In any case, at least some of them might be up for some kind of real debate, even if the actual claim made by that person is fundamentally flawed. 

Then, after you've been tired out, they go for vague accusations and outright bullshit. In other words, there's a veneer of plausibility to start out, which gradually drops as the case being made grows more and more deranged. 

If you ever find yourself reading something that starts out sounding pretty good, makes a few questionable claims that are nevertheless worthy of discussion, and then devolves down the road to Crazytown, be suspicious. This is a perfect example.

Sovereignty is the Dream: A book review of “Forbidden Nation”

This is a good time to announce that Brendan and I have been slowly working through a project: we’ve each been reading a selection of the various history books on Taiwan with an eye to creating a collaborative post discussing all of them, both on their own merits and in relation to each other.  Look for that to be coming out sooner than you’d think. 


In the meantime, here’s a review of one of the seminal texts in general Taiwan history: Jonathan Manthorpe’s Forbidden Nation. 


When you open this book, two things are immediately apparent: first, that Forbidden Nation is not quite chronological. Rather, it frames the middle chapters with the saga of Chen Shui-bian’s re-election in 2004. It opens with Two Shots on Jinhua Road, which tells the story of Chen’s attempted assassination while campaigning with a flair that some might find overly dramatic, but which does engage the reader. The text then re-sets to pre-colonial Taiwan, working its way through the Dutch, Koxinga, the Qing, the Republic of Formosa, the Japanese, the KMT dictatorship and democratization, ending once again with Chen. 


Second, while parts of the narrative do a good job of looking at an issue from multiple perspectives, others read like a straight op-ed. Manthorpe is unapologetically pro-Taiwan and pro-independence, to the point that the very first sentence of the preface reads: "Taiwan is entering an era when the four-hundred-year-old dream of the islands 23 million people to be internationally recognized as sovereign masters of their own house will be won or lost."


I’m willing to accept this, but not because his editorial line reflects my own. Rather, after considering multiple factors, he comes to consistently pro-Taiwan conclusions that I agree are the most accurate depiction of reality. In what ways did the KMT screw up — you’ll be shocked to learn that it was most of them — and where were they successful? Was the Republic of Formosa an expression of Taiwanese identity or not? Did the Japanese treat Taiwan well or not? 


I don’t always agree with him; for example, I’m not sure that their land reform program was as unambiguously successful as he depicts it. But doesn’t give false neutrality or weak-kneed both-sidesism even a single second, and I appreciate that. 


Indeed, in the years since Forbidden Nation was published, Manthorpe was proven to be right. Sovereignty is indeed the greatest dream of Taiwan and now we have the numbers to prove it.


However, it’s far from a perfect text. Brendan noted in his review that the narrative centers non-Taiwanese: you learn more about Robert Swinhoe than Nylon Deng, who doesn’t appear at all. More about Koxinga than Lee Teng-hui (although Lee does get fairly in-depth treatment). More about Soong Mei-ling than Annette Lu. Chen Chu, as far as I remember, is absent completely whereas KMTers, mostly from China, get plenty of attention. There is a lot of discussion of how rebellions were put down, but not much on why the rebellions happened or the internal mechanics of the more notable ones. 


All in all, the narrative is more about the colonizers than the colonized, as though Taiwan is a place that has things done to it (which is indeed part of the historical narrative) and far less a nation that Taiwanese themselves built. Some threads aren’t carried through clearly; your average neophyte reader would never make the connection that Chen Shui-bian had ties to the Kaohsiung Incident, for example. I haven’t done a deeper textual analysis to find actual numbers, but there also aren’t many women mentioned, despite the ways that the women’s rights movement in Taiwan has converged and diverged with the Tangwai and Taiwan independence activism. There’s discussion of how long Taiwanese identity and the home-rule, democracy and independence movements have existed, but nothing on their internal mechanics. The White Lilies are erased entirely. 


The narrative is also very much a “Great Men” view of history. You get a lot of movers, shakers and leaders — most of them not Taiwanese — but no clear sense of how all of this affected everyday people, or how they lived. Indigenous Taiwan is especially short-changed: Manthorpe spends roughly 20 pages on pre-colonial Taiwan, not entirely focused on Indigenous people. Some of the chapter titles are questionable (I think Barbarian Territory is meant to be ironic, and I'm not sure what I think of Pirate Haven), and much of this section focuses on how outsiders -- more Great Men -- viewed Taiwan rather than what life was like here centuries ago. Manthorpe doesn't meaningfully engage with Indigenous perspectives later in the narrative, either.

This is both more than a lot of writers do and less than is necessary. 400 Years of Taiwan History and Taiwan: A Political History gloss over this period as quickly as possible, with the former stating provably incorrect points, such as the idea that struggling Hoklo and Indigenous worked together to fight the elites (nope). A History of Agonies is openly offensive toward Indigenous Taiwanese. A New Illustrated History of Taiwan offers a bit more, covering pre-Dutch Taiwan in about 50 pages. And yet a huge chunk of Forbidden Nation (about 50 pages out of that 250) is dedicated to Koxinga and his descendants. While interesting, I don’t think it merits cutting more modern and possibly more relevant figures from the narrative.


Despite these imperfections, Forbidden Nation does get some things right. Unlike some of the aforementioned texts, which are interesting in situ for the insight they share on a certain kind of outdated pro-independence thought process, Forbidden Nation can be recommended as something closer to a straight history, if that can be said of any text. It’s fairly short — about 250 pages, a length that isn’t too intimidating for anyone first approaching Taiwanese history. Both Taiwan: A New History and A New Illustrated History of Taiwan is that it’s fairly long, and that can be intimidating. The writing style is reasonably engaging, which elevates it above A Political History and A New History, both of which are fairly dry. 


It also hits a lot of the right “beats” — the crucial turning points and notions from Taiwan’s history that underpin its identity. If you want a newcomer to understand a few basic things about Taiwanese history which explain why and how Taiwan became what it is today, this book will provide that. A lot of the arguments those who advocate for Taiwan keep rehashing to people who have opinions not in line with robust historical interpretation (that’s a fancy way to say “anti-Taiwan trolls whose opinions are wrong”) originate in Manthorpe’s text. 


Let’s take a look at some of those “beats”. If I could create a bullet list of things I want people beginning to learn about Taiwan to understand, it would look roughly like this:


1.) China’s claim to Taiwan as an inalienable part of its territory “since antiquity” is entirely false; they cared not at all for it and didn’t even want to keep it initially. 


2.) There is a strong argument for considering Qing control of Taiwan to be colonial. Labeling all rulers of Taiwan except those that come from China as “colonizers” but China as somehow not that plays into the ruse that Taiwan is essentially Chinese. 


3.) The Qing didn’t control all of Taiwan for most of their time here, and certainly didn’t do much to develop it.


4.) The 1895 Republic was a flawed endeavor at best, and not a clear expression of early pro-independence sentiment. However, the rebellions that took place throughout Qing rule indicate that Taiwanese identity and the desire for sovereignty had at least some pre-1947 roots. 


5.) The Japanese colonial era was not a halcyon era. It’s everything that came after it that causes older people to look back with nostalgia - how awful did the KMT have to be that Taiwanese would look back on the way Japan treated them and see that it was comparatively better?


6.) Taiwan was comparatively developed before the KMT showed up, and a lot of the “development” the KMT engaged in was really just cleaning up a mess they themselves made. 


7.) Chiang Kai-shek absolutely knew about 228 and was perfectly aware that his underlings were committing a massacre. He approved of it. 


8.) There were other post-war options for Taiwan; being absorbed by the ROC was rendered likely by the non-binding Cairo Declaration but not inevitable. 


9.) If you actually look at the series of treaties, communiques, assurances etc. both post-war and as the US was switching diplomatic recognition, you’ll see that there’s no basis to claim that Taiwan is legally a part of some inevitable “one China”.


10.) Taiwan was built by Taiwanese. However, if you want to credit outside assistance (the KMT counts as “outside”), then US protection (due to Korean War-related strategic interests) and US aid did more for Taiwan than anyone else.


11.) Taiwan’s path to democracy was painful. They’re not going to give it up and change such a fundamental aspect of their culture just because China wishes it so. It is quite simply never going to happen. (Manthorpe doesn’t say this explicitly but that’s what his narrative builds to). 


12.) And yes, the KMT can also be considered a colonial power in Taiwan. They have treated this country and its identity as just as disposable as the Qing.


...and that’s the thing. Forbidden Nation touches on all of this. It gives you what you need to understand that Taiwanese independence is not a radical notion, it’s a natural outgrowth of the country’s own history. It allows readers to realize that instead of asking how Taiwan could possibly avoid unification with China, we should be asking how it could ever possibly unify peacefully. It’s quite clear that it simply cannot, and will not. 


My final thought: Forbidden Nation is not for people who already have a deep knowledge of Taiwanese history. I learned a few new things, but generally speaking I knew all of the skeins of historical trends and events that, when uncoiled to their full length and woven together, create a picture of Taiwan which simply can’t be denied. If anything, I would have preferred if the parts covering modern Taiwanese history were fleshed out more, with notable local activists and marginalized groups (including women) given more space in the story. 


However, if a newcomer to Taiwan or someone interested in learning more about this country asks for a book recommendation, this will give them the fundamentals and will help defeat those “but isn’t the culture Chinese?” questions before they come up. Because I’m not a fan of the lens through which it tells Taiwan’s story — it can’t all be about Notable Men who usually aren’t Taiwanese! — I’d recommend that potential readers start with Forbidden Nation, but pick up A New Illustrated History of Taiwan afterwards. One for the historical “beats”, and the other to hear all the voices Manthorpe left out and get a clearer idea of what life was actually like in Taiwan throughout history.

Appreciating Tsai Ing-wen's linguistic tightrope walk on independence

The Ties

You are living on your own, financially independent and managing all of your personal affairs. You were estranged from one of your family members for a while - a step-parent, but they act like they're actually related to you. You didn't talk for years despite living fairly close to one another. You're pretty happy with how successful you've been.

But this step-parent, well, you've had quite a bit more contact over the past few years, and you're starting to remember why you were estranged in the first place: honestly, they're kind of a dick. 

For example, they keep insisting that you live with them, because you were forced to crash there for awhile a long time ago. They even keep your old room, and tell people you still live there (even when you did, it didn't really feel like your home). They try to tell you who you are allowed to talk to, and even make plans to renovate your home for you. Although they have a lot of money, parts of their own home are an absolute nightmare and you have no intention of allowing them to touch yours. But they just won't shut up about it, and even threaten to bring in a demolition crew if you don't do what they want. At best, they're deeply emotionally abusive.

But they also have a lot of power in the community - big donations to various projects, tons of connections, friends in high places. To fully disavow them would mean to cut yourself off from everyone else. You've tried talking about it to your friends, and they agree with you, but "don't want any trouble". Among acquaintances, if you say so much as a word against them, you’re shut out of community events. Sometimes people who are really friendly with this relative insist that their version of events is accurate. You're completely flummoxed that nobody else seems to see how crazy this whole situation is.

How does nobody find it weird that they insist I still live in my old room when I clearly don't?

So the best you can do under the circumstances is smile wanly and pretend you don’t hate this person, to keep things friendly with everyone else. When someone insists you and your step-parent must be blood relatives because you share the same surname, you don't respond. You considered changing it once and would still like to, but the last time you brought it up they threatened to set your house on fire. 

Publicly, you don’t argue, and you seem happy to keep things the way they are. 

In your heart, you are seething. 

The best you can do, whenever you get the chance, is to refer to your house and your life and encourage people to call you by your chosen name. 

Occasionally, someone will come along and remark that you clearly do want to keep things the way they are, because you aren't aggressively trying to change the situation (at great cost to yourself). You hate this, especially when your well-meaning friends do it, but you keep on smiling and don't contradict them. Technically, it's true. 

Some may ask if you plan to "make a decision" about whether to continue on your own or live in that abusive step-parent's house, and you gently point out that you don't need to make a decision because you are already on your own. They say "huh, but how will you ever be independent if you don't choose?"

How am I not already independent? you reply, because you are. Why would I need to declare otherwise? 


Defining "independence"

This is why no administration or dominant party in Taiwan has been able to consistently advocate for formal (de jure) independence for Taiwan: China has rendered that impossible. Similarly, the KMT can't advocate for the eventual unification with China that they so clearly desire, because the Taiwanese public will never accept it. On both sides, smaller parties take up harder lines on these issues, but they are unlikely to become major players for a variety of reasons. 

What's left is a tussle over the ideas that are still possible to negotiate: what the "status quo" and "independence" really mean. In other words, whether or not the Tsai administration is pro-independence or pro-status quo depends on how you define those terms.

If you define "pro-independence" as "must advocate for formal independence" and the status quo is "not officially pushing for formal independence", then I suppose you can say that Tsai and the DPP are "pro-status quo". 

However, there are a lot of other ways to define "pro-independence" - such as deciding that it means you believe the country is already independent. 

If you define "independence" as a future state you haven't reached yet, there's not much of a way forward. You are constrained by all of those angry voices who call you a troublemaker and shut you out if you try. But if you define it as the state you are already in - which is technically true - then it not only becomes attainable, but in fact is already attained. Any future changes - such as wider recognition - then bear on the status of your already-existing independence. 

This is exactly what Tsai has done.

"We don't have a need to declare ourselves an independent state," the 63-year-old president told the BBC in an exclusive interview, her first since the election. "We are an independent country already and we call ourselves the Republic of China (Taiwan)."

How can anyone say that is not a pro-independence stance? She uses the word “independence” obliquely to describe it. 

What she's doing isn't pro-status quo, as it is commonly understood. It's re-defining independence as de facto attained. In this creation of meaning, the status quo is independence.

It also neatly addresses another concern of pro-Taiwan allies: that when we talk about "independence", a lot of people who are not familiar with Taiwan's status take that to mean "independence from the PRC". Then they hear "I'm pro-independence" and think oh, if you want independence it must mean you don't have it yet, which must mean Taiwan is a part of China. Oooh, that sounds like separatism. The media makes separatists sound like bad guys so I don't think I support that.

Explaining how "pro-independence" is supposed to mean "formal independence" - de jure recognition of a status Taiwan already enjoys - often leads to confused looks. Why would you have to fight for a status you already have? 

Tsai's defining of "independence" to mean "the status Taiwan already has" is, therefore, a masterstroke. It allows the conversation to move forward to supporting not just independence (which we have) but towards recognition (what we want). That argument isn't possible officially, which is why Tsai isn't making it. But unofficially, she is intentionally laying the groundwork for current activists and future leaders to do so. 

In doing this, she leaves  just enough room to claim that the Republic of China still exists and that you may call her stance "pro-status quo" if you wish. It’s a game of social constructionism that is, frankly, genius. She is using language to define and construct a shared reality that is palatable to Taiwan, which can be interpreted in different ways to avoid conflict, but is understood by those who need to understand it.


Pushing Ahead

This fascinating language game has allowed Tsai to push further, rhetorically, than any of her predecessors - including Chen Shui-bian, often seen as far more of a pro-independence hardliner. If we compare what Chen said in his inaugural speeches in 2000 and 2004 vis-a-vis the Republic of China, and what Tsai said in her 2020 acceptance speech (she hasn't given a 2020 inaugural address yet), Chen once, and only once, added "Taiwan" to "The Republic of China", whereas Tsai did this with every mention of the Republic of China, a name she invoked less often than Chen in both 2016 and 2020.

Correct me if I'm wrong, but I don't believe that Chen Shui-bian then immediately got on the international news and remarked that Taiwan was "independent" and China must "respect that". Tsai did. Chen didn't acknowledge the 1992 Consensus but I don't think he ever referred to a "Taiwan Consensus". Tsai did - and in fact I believe she invented the term.

She was able to do that. He - as far as I know - was not. She created space to push for Taiwan and call it independent under any name. He could not. Through finding new ways to define reality through careful language choices, she has been able to walk along a precipice that none of her predecessors could even approach.

Under her administration, we may yet succeed in changing the name of China Airlines, and it's possible that Academia Sinica will change its name as well. This will be a bigger success for Taiwan's visibility internationally than any of the name changes Chen initiated (only one of which remains - Freedom Square). If they succeed, the KMT and CCP will certainly take these moves as a challenge to what they see as the status quo. They are helping Tsai set up a situation in which her administration's actions - seen by some as “pro-status quo" - are actually "pro-independence", without her ever having to say so. 

In the meantime, officials in her administration have free reign to call Taiwan a “country” or “nation” as often as they please. Here's one example. Here's another:
Ou reiterated Taiwan is a sovereign and independent country. 
"China has never ruled Taiwan for one day, and only the popularly elected Taiwan government can represent the country's 23 million people internationally," she said.

Tsai herself does so as well, surely knowing that the international media won’t allow their journalists to throw around those words when referring to Taiwan (opting instead for flaccid terms like “island”, “territory” and - most deflated of all - “place”). But if she says it, they can quote her, and the word “country” makes it into the final copy:

“They don’t like the idea of being threatened all the time. We are a successful democracy … We deserve respect from China,” she said. “We have a separate identity and we’re a country of our own.”



It is absolute genius, and it makes me want to be her best friend and have sleepovers with her where we drink wine and play with cats. 


Defining "the status quo"

Let’s consider how all the other sides in this fight define "status quo". 

If you go by international treaties, the "status quo" means that Taiwan's status is undetermined. No binding treaty ever addresses it. Even if you believe that the declarations of Cairo and Potsdam are binding (they're not), through a post-colonial lens, they're still not valid: the Republic of China had never governed Taiwan at that point, so Chiang Kai-shek's desire to control it is just another form of imperialism.

Tsai clearly doesn't adhere to that definition, as she has assigned a status to Taiwan: as already independent. There's nothing undetermined about it.

If you go by another rubric of how a country is defined - that it has a government, contiguous territory, a currency, a military etc. - what you get is a de facto nation, like Taiwan. This is closest to what Tsai is trying to express: that de facto independence is still a form of independence, and is sufficient grounds to push the meaning of "status quo" in a Taiwanese context from 'undetermined' to 'determined, awaiting recognition'. 

Then, there is how pro-China forces define "the status quo". To the KMT, "the status quo" means "Taiwan's status is undetermined, but we respect the 1992 Consensus...with different interpretations". Considering that realistically, the Republic of China will never govern all of "China", this is a fancy way of being a unificationist. The KMT insists that this is open to interpretation, an assertion that the CCP has never agreed to. 

Ma Ying-jeou spent 8 long years insisting that such a position could be credibly called the "status quo". Notably, nobody from his own side attacked him for that, because they all understood that "the status quo" meant "Taiwan's current status is unclear but its fate is ultimately Chinese". Handed Tsai's re-jiggering of "status quo", a definition co-constructed with her supporters (that is, the closest thing we have to a consensus of Taiwanese citizens), neither Ma, nor the KMT, nor the CCP would call it anything close to the "status quo" as they see it. To them, that's a push for independence, and they will angrily say so at any opportunity.

What they don't realize is that this helps Tsai in her creation of meaning through language that Taiwan's current status can be described as "independent". The perlocutionary effect of her words lands in part because it has been validated by the opposition. By insisting their definition of “the status quo” is the only valid one, and Tsai's is in fact a pro-independence stance, they are helping to co-create the idea that the status quo, if defined in another way, can be called independence. 

Clearly, there is no objective definition of "status quo" (or "independence") that a neutral observer can point to and say that this or that Taiwanese leader does or does not advocate for it. If the meanings of these terms are not necessarily fixed, then the interrelationship between them can't be so easily defined or interpreted, either. You can't insist that there is only a reality in which Taiwan is not already independent (because it is not formally so), when the daily experience of people in Taiwan clearly show that there is a reality in which it is (because it acts that way, regardless of how it is treated by others). 


The Use and Utility of "The Republic of China"

As for keeping the name "Republic of China", every president (even Chen) has been pushed by circumstance to give it a little lip service. 

Let's talk about Tsai's strategic deployment of the words "Republic of China": it offers smooth rhetoric on which the KMT can find little or no purchase from where they might attack her. It ensures that the CCP can't use "abrogating the claim to being part of 'China'" as a pretext for a declaration of war (of course, they're going to do what they want to do anyway, but it's best not to give them excuses). 

If you understand her use of "Republic of China" to mean that she actually believes that it not only is but should be Taiwan's name, you could call her "pro-status quo". But here's how I've come to see it: a statement of fact, that "Republic of China" is the official name of this country, without making any statement about whether or not it should be. 

Some might take this as being huadu (華獨) or "pro-independence as the Republic of China". I don't. This is partly because it's pretty clear that Tsai doesn't actually think that "independent Republic of China" is the best future for Taiwan, which her supporters clearly understand as well. And it’s partly because I see her intention in her slightly contradictory choice of words. 

(There is a whole discussion we can have here about “independence” being “independence from the ROC colonial system”, but that’s a topic on its own - when creating narratives and defining Taiwan for an international audience who might not be deeply knowledgeable about or interested in Taiwan’s situation, that’s an issue best kept to domestic debate.) 

I read a lot of advice columnists, and this is one piece of advice I keep coming across: when you have to say something, and you can't give any genuine praise but don't want to lie, say something which is factually true. If your aunt is showing you her new house, say "oh wow, wall-to-wall carpets!" She doesn't need to know that you hate wall-to-wall carpets.

"...we call ourselves the Republic of China" is the "oh wow, wall-to-wall carpets!" of political talk.  It is not only intended to acknowledge the current existence of a government called "The Republic of China", but also as a necessary conjunction: creating space so that the words "independent country" may also be spoken.

With all that in mind, which do you think is more likely: that Tsai actually believes that the status quo is what's best for Taiwan, and the name of this country should be "The Republic of China", or that she's choosing the most realistic, pragmatic path to advocating for independence available to her? Given the constraints of Taiwan's situation both domestically (KMT attacks) and internationally (PRC threats), given her careful choice of words and given what we know pro-independence Taiwanese believe, it's risible to credibly claim the former. 

She sees that the hard-line "independence" fight simply cannot be waged right now. So rather than gaze helplessly at a dense thicket she cannot enter, she's making a new path into the woods by re-defining the terms available to her: the status quo not as "Taiwan's status is undetermined" (which much of the world quietly believes) nor as "Taiwan is a part of China but unification will take time" (which is what both the PRC and the KMT believe), but "the status quo is independence, because the people see their country as independent, and in fact we are de facto independent." 

That is a valid pro-independence stance.

It's also a type of doublespeak: she's hewing close enough to the "status quo" shibboleths that China insists on (and then rattles their sabers anyway just because they don't like her), while making it clear to everyone else that Taiwan is a country. 

This is also in line with how she approaches issues more generally. While I don't fully sign off on her strategy to get marriage equality passed in Taiwan, the tactics were quite clear: play it safe, lay low, and then BAM! Same sex marriage. Say nothing at all about the 1992 Consensus, merely acknowledging that "meetings took place" in that year, and then when Xi starts rattling his saber about it, BAM! Taiwan Consensus. She takes some heat for several rounds of confusing changes to labor laws and appears to mostly be listening to business rather than workers, but BAM! has quietly raised the minimum wage more than her predecessors in just four years. She didn't say a thing about the issues inherent to tourism from China. She didn't want those tourists nor the economic weapon they represented - most of us didn't. Then BAM! China changes the policy on their own, as she knew they would. She presents herself as a slow-acting, overcautious, ho-hum centrist, and then BAM! The DPP has been quietly filled with young progressives and the socially conservative old guard has broken off to form their own irrelevant party

Taken through that lens, Taiwan's careful word choice and officially leaving the independence question alone while unofficially acting as though the question has already been answered - which it has - is a way of advocating for independence that can't exist if "pro-independence" must mean "actively advocating for formal recognition". 

If you still want to believe that her stance is a "pro-status quo" one, you can. There is room in how these terms can be defined for that viewpoint. But I would suggest that your chosen definitions are so narrow that they create further constraints on what Taiwanese leaders can do. Taiwan already has enough constraints to navigate, which Tsai has worked hard to loosen. Why add more?
