Taiwan is the canary in the coal mine, and it's getting hard to breathe

Lots going on in the news this past week or two on China, its strategy abroad, the West's reaction to it, the rise of Emperor Xi, and what this could all mean for Taiwan.

I noticed, as international media outlets began reporting on Xi Jinping crowning himself Emperor Winnie of the Pooh Dynasty, that a number of them - most, in fact - curiously left out Taiwan, like the BBC, The Guardian, the Washington Post, the Wall Street Journal and the NPR News broadcast I listened to while making dinner yesterday. Only a brief mention of how he has "toughened China's stance" on Taiwan in this other Washington Post article (I can't read the New York Times coverage as I've used all my articles for the month and it's not one of the two papers I subscribe to). Even though that last one is about how Xi might use his throne - despite there being at least a fair chance, if not a likely one, that he will eventually use it to make a move on Taiwan - it doesn't factor in at all.

This is unsettling for anyone who cares about Taiwan - not just that this changes the game vis-a-vis a potential Chinese threat, but that the West doesn't seem terribly concerned about it. If you don't believe me about that threat, by the way, Donovan pointed out clearly why Taiwan is right to be terrified of Emperor Xi in The News Lens:


Most analysts (including myself) have thought the only way China would risk an invasion of Taiwan in the short to medium term would be if the China faced enough of an internal crisis that the power of the Chinese Communist Party was threatened, who would then use an invasion as a distraction and nationalist rallying cry....

This is where the terrifying part lies. Xi may consider actions purely for glory that his more institutional predecessors wouldn’t or couldn’t have.

This should make China’s neighbors very nervous. An absolute ruler of a massively powerful nation with ambitions to enter history is potentially very dangerous and unpredictable. China wants the Senkaku Islands from Japan, several border areas from India and to consolidate power over the South China Sea. But the obvious big prize to achieve glorious “reunification” of China and finally end the “century of humiliation” would be to take Taiwan.

That would be hugely risky and destructive course to take, potentially igniting a massive war involving many countries. But we can no longer assume that only a Chinese Communist Party facing an existential internal crisis is the only likely scenario whereby China would consider an attack.

Xi might just consider it for himself.

He is absolutely correct and I could not say it better myself.

I have no idea what Xi might do - there's a lot to consider. He wouldn't have made this power play if he hadn't been quite sure it could be accomplished fairly easily, meaning that there would be no need to 'distract' angry Chinese citizens by manufacturing a pretext to attack Taiwan. That said, China has underestimated resistance before (I genuinely believe they didn't see the Umbrella Movement coming, for example, and note how they only worked to send its leaders to jail once it became apparent they could actually get elected to LegCo in Hong Kong. I don't think they'd planned for that at all), and might be doing so now. I don't know. Within the CCP, there might still be a number of people who had thought, until this past Sunday, that they might be potential heirs to the Chinese presidency, and might be less than happy about this change in plan, but not necessarily saying so outright, given what Xi does to his rivals. That does mean, however, that it is not guaranteed that he is as surrounded by syncophants and True Believers as he might think he is, and there might be a crisis they truly don't see coming, for which they need to manufacture a distraction in the Taiwan Strait.

Yes, the CCP claims to value stability above all else - but what they claim and what they actually believe are not necessarily the same. They value what suits them, and nothing more (they're very Trumpian in this way, although perhaps less venal). They value "peace and stability" when it suits them, and are also quite willing to manufacture instability and crisis when that suits them instead (and keep that door open by continually rattling their saber at Taiwan). So I would not base a belief that Taiwan is basically safe on any CCP talk about "stability".

And yes, I do believe the CCP as a whole - as Donovan wrote so well - is as keen on actually taking Taiwan as they say they are. They want to keep up the claim, sure, but they know perfectly well we're more trouble than we're worth. Xi, though? I think he wants this just for him - for his historical legacy He's not doing this for the power. He could step down in 2023 and still have that. He's doing this because he wants to be a big name in the history books. Whether or not he actually believes his blah-blah-blah about the Chinese Dream, the Rejuvenation of the Great Chinese Nation, Reunification of the Motherland and Xi Jinping Thought (barf, barf, barf and barf, by the way) - that I don't know. But that's the kind of stuff that makes it into textbooks, not the more tepid reigns of people like Hu Jintao.

Sure, this takes off the pressure of him accomplishing "Reunification of the Motherland" (BARF) by the original end of his term, but it also means we have a president-for-life who is an ideological hardliner, especially on Taiwan. 


So, we have every reason to believe he plans to make a move on Taiwan in his lifetime. 

And this is terrifying. For Taiwan, and also for the world.

All of this "Rejuvenation of the Chinese Nation" (which includes annexing Taiwan) talk stems from China's "century of humiliation" victimhood mentality - they talk about it as though it's an internal confidence-building and great-nation-building exercise, but it's really about vengeance for being the one-time top dog who was laid low by the (admittedly crappy and colonialist) ascendant Western powers. They don't just want to be "a confident nation at ease with itself", they want to be on top again. They want global hegemony. They want to take the US's place.

Taiwan? We'll just be the first domino to fall. We've seen this coming for awhile - because China already claims us, they'll go for us first. In this scenario, Taiwan's beautiful, imperfect but vibrant and fierce democracy will fall. Assuming the country is not completely pulverized, for awhile, a sham democracy will take its place in which we are able to choose among "candidates" pre-selected by China in "elections". Eventually that might be scrapped too. Not immediately - the attrition must be slow, similar to their strategy in Hong Kong. This not only wears down resistance but also makes it easier for Western nations to pretend they don't see it happening. After all, they grow tired of most stories in the news after awhile. They might be mad at first, but nobody will want to upset the new global economic order - that could mean instability (oh no!) - so they won't actually do anything. And after awhile they'll forget that they were mad at all.

The world will have 23.5 million fewer free people, 23.5 million fewer people who lack basic human rights...and the rest of the world will hardly notice.

The US - well, our superpower status has kind of sucked. We're not great. A lot of Westerners angry at the abuse of our position as we supported the toppling of governments we didn't like and propped up regimes friendly to us, regardless of what was best for the countries involved, at our failed attempts at "spreading democracy" one bombing at a time, and our take on the global economy that reeks of modern mercantilism would be happy to see us fall and to see a non-Western (and non-white, because they're sick of white people taking the whole pie, as they have every right to be) power take our place. Triumph of the people of color, that sort of thing. The rise of the oppressed, toppling the oppressors.

It all sounds really wonderful if you blur your eyes. But, if you think about it, China is just an Asian version of Killmonger in Black Panther - his idea to funnel resources to the oppressed to they can overthrow the oppressors sounds great on its face ("it's a good idea!", some people said), but in the end he just wanted to institute another kind of oppression, a different sort of hegemonic rule.

But, it's easy to get people on board when the new bully in town isn't white. It looks a lot like liberation. It's not.

So why isn't the rest of the world worried yet? When (almost) every piece of news from Taiwan includes a reference to China no matter how unrelated, how is it that when something China does really is a threat to Taiwan, nobody seems to even realize it?

Brian over at New Bloom says this is because Westerners lack a conceptual framework in which to consider Chinese neo-colonialism (phrasing from Michael Turton) and he has a point - Westerners don't seem to have the necessary lexicon to really talk about China's global ambitions. They sure get tongue-tied if they try!

But, I don't think that's because they "lack the vocabulary" or even a "conceptual framework". The framework and vocabulary exist - neo-colonialism. Expansionism. Neo-imperialism (or, in the case of Taiwan, just 'imperialism'). Hegemony. Global domination. Economic subjugation. Checkbook diplomacy. Economic imperialism. The spread of authoritarianism. We have all of these words and frameworks.

It's just that Westerners are afraid of using them to describe China (or really any non-Western/non-white nation) for fear of seeming - or being labeled - racist. They're afraid someone will say they don't understand how the historic injustice of white privilege means that anything non-white people do can't be considered the same, or as bad, as anything white people do. (A worldview which has its uses, and which I am often sympathetic to, but which doesn't apply here.)

That's really all it is - it's a race thing. All they need to do is take their old frameworks, dust 'em off and apply 'em to a regime that happens to be Asian. There's nothing new or uncharted about it. Just stop being afraid of criticizing China because someone might think you're racist if you criticize shitty things non-Western powers do, and call China's actions what they are using words you already have.

What I'm saying is, the thing Westerners lack isn't vocabulary or conceptualization, it's balls.

Feeding into my idea that this is actually a race thing: the Western world seems content to ignore China's increasing reach - including its attempts at controlling or even abducting foreign citizens - when its levers of control are used to oppress other Asians (not just Chinese - this affects Taiwanese too, and the majority of Taiwanese identify as Taiwanese, not Chinese). Their increasing control over Australian citizens is ignored by the rest of the world - though kudos to the Sydney Morning Herald for continuing to report on the story - because most Australians affected have Chinese ancestry (but, remember, are not Chinese citizens). The world ignores Lee Ming-che - a Taiwanese citizen - because he looks Chinese. They ignore Gui Minhai - a Swedish citizen - because he looks Chinese. They ignore Hong Kong because they are Chinese, regardless of what Hong Kongers want or feel they were promised.

Yes, reports are filed, articles occasionally appear, but most of the West just doesn't care much. I suppose it's too bad that these problems are happening, they might think, but deep down, they don't think too much about it, because the victims don't look Western, and it's easy to ignore a bunch of Asians. Just an internal matter. It sucks, but, well, that's in China. No matter how much the people being threatened, persecuted and prosecuted might align themselves ideologically more with Western thought than "Xi Jinping Thought", and no matter how much it is not just in China - it's happening in their own countries - and not just Chinese citizens. That they look Chinese seems to be enough to get the West to turn the other way.

So what does this have to do with Emperor Xi, Taiwan and the coal mine?

Well, we are the bellwether. The new Emperor has his eyes on Taiwan. Don't think Taiwan is in that much trouble? I do. I don't see a good outcome here - either there's a massive crisis in China, in which case we're invaded as a distraction as the CCP tries to hold onto power. Or there's no crisis in China, and the slow march of their invasion plans continues forward without much resistance from the rest of the world (although I am heartened to see a little pushback). Or, there's a massive world war because Trumpo was bored with porn stars and Big Macs and couldn't keep his finger off the trigger, and China takes advantage of the chaos. No matter how this shakes out, good potential outcomes for Taiwan are few, and the possibilities leading to catastrophe are massive.

And what happens in Taiwan - perhaps an invasion, perhaps the slow erosion of our democracy under Chinese pressure, perhaps we get pulverized by missiles and then pushed into a sham 'democracy' where 'candidates' selected by China run for 'election', perhaps we spiral into economic ruin - is a sign of things to come under Chinese global hegemony over the rest of the world. Not in terms of outright invasion (of countries other than Taiwan), but in terms of the ways in which China will seek to influence what happens within those countries - who gets elected and what they do in office. Putting pressure on foreign governments to bring their own citizens in line regarding what they can and can't say vis-a-vis China (and perhaps anything else the Chinese government doesn't want us discussing, as well), through diplomatic and economic influence. If that doesn't work, threatening them directly.

In other words, to dust off some old vocabulary that we absolutely have, we'll all be tributary states.

Don't think China would care to reach that far into the affairs of other countries? They're already doing it, to citizens of those countries. Australia (and to some extent New Zealand) seem almost like test cases for how they'd do this - want to know what they'd like to do in the US and Europe? Watch Australia.

You just haven't noticed, because your fellow citizens being threatened by China don't look like you. Taiwan is getting the brunt of China's wrath, but they're already branching out, and there's a point at which they'll no longer care if criticism comes from someone who looks Chinese or someone who doesn't.

By then, you might care, but it will be too late. The canary is suffocating, and the time to pay attention is now.

Taiwan made a hawk of me

I want to be a peacenik.

I used to be one, in fact. There's a hippie-dippy inside me who is all about flowers not bombs, non-violent resistance, refusing to keep the cycle of control, war and poverty going. The military industrial complex has no place in my heart.

There's a part of me that is tugged by the very persuasive argument that getting involved in the affairs of other countries the way we do - in Libya, in Syria, in Iraq - does not work and cannot work. We keep trying to get involved, we say it's for the greater good (well, that's the message sold to us), and we keep mucking it up.

I'm a big fan of liberal thought in general, and modern American liberalism is all about avoiding military intervention - peace at all costs. It's all about assuming there is always a diplomatic solution.

And yet, I just can't do it anymore. I live in Taiwan, a nation whose existence is under the very real threat of a growing, aggressive and unfriendly expansionist China, whose values as a nation do not at all match those of Taiwan. I won't go so far as to say "Taiwan can't defend itself", because I don't know Taiwan's true military capability. But, given that we might be able to ward off an initial attack, still it seems unlikely we could win that war alone. We'd need help. We'd need big friends in high places, who understand the value of keeping a successful liberal democracy and ally intact, at that ally's own request. Because if China wins, it is Game Over for Taiwan. We can't let it happen.

This isn't Syria or Afghanistan - we're not trying to bring down a government. It's not Iraq II, where we not only brought down the government, but did so uninvited. This isn't the same as screwing over Latin America time and time again by supporting juntas and regimes friendly to our interests rather than their own people's. It's a friendly, developed, democratic nation asking for assistance should its spoiled neighbor turn its temper tantrums into real action.

To be clear, I don't mean there ought to be military intervention now, and I hope that just the threat of it will keep China's expansionist garbage in check. I don't want a war - nobody does. But the only way for that to be effective is for it to be very clear: if a war is what China wants, the promise of US military intervention is sincere.

So, I have to be pro-military to some degree. I have to be pro-US intervention abroad. I have to be pro-US arms sales (although we can debate about which weapons we need, we do need weapons). I have to accept that war is a possibility - and it is, because the only possible outcomes here are formal independence or war, given that Taiwan is not going to choose to unify peacefully (and it's not - why would it?). I have to be okay with that so we can get on with the business of figuring out how to defend ourselves.

And yes, it has to be the US - nobody else can even come close to being a real check on Chinese expansionism.

Peace at all costs assumes no cost is too high, but the cost of losing Taiwan is not acceptable. Forcing 23 million people to give up the freedom they fought for because the angry dictatorship next door decided it wanted their land is not acceptable. Encouraging Taiwan to move towards unification (or to peacefully accept annexation) because "the alternative is war" is not acceptable. It might result in peace - China would mightily like it for that reason - but it will not result in justice. And peace without justice is cruel.

We have peace now, but it is an unjust peace. It is quite literally asking the victim - the bullied person - to accept being victimized and bullied for the sake of "keeping the peace". It's goes beyond "can't you two just work together", with its stupidly racialized - or ethnicized or whatever - idea that because people in both countries are "Chinese", that this should be easy, we should desire it and joining the two nations is a desired outcome...because why again? I'm not really clear on the underlying assumptions here unless it's the Western liberals who are  really shilling ethnic stereoty----oh.


It goes straight to asking a successful, developed, liberal democracy to give all of that up and just accept being oppressed under a brutal authoritarian regime because, oh yeah, doing that would be peaceful and peace is the most important thing, more important than preserving the freedom millions of people already have.

Or, it goes straight to something more cowardly: voicing weak support for Taiwan's cause and affirmation that their values are shared by Western nations, while not actually doing anything to shore up an ally's defenses. It's the ~*~thoughts and prayers~*~ of foreign policy. "Oh, it would be terrible if China invaded, so sorry we can't help but good luck!" (Yeah, you thought "thoughts and prayers" were only things insincere conservatives offered. Nope!)

I can't help but draw a mental connection with asking women and people of color in Western countries to accept an atmosphere of harassment, bullying and discriminatory treatment because to confront the bullies and victimizers disrupts "the peace". Keep quiet and suck it up because "keeping the peace" is more important than doing the right thing. "I'm so sorry Cousin Jack called you the n-word, but if I confront him it would ruin Thanksgiving!"

In fact, I really feel like a lot of the talking points defending this worldview come down to this:

"C'mon Taiwan, can't you just peacefully play China's long game, even though you know what they're up to? We have to keep the peace....

...Justice? What's that?

Oh, you want justice. Oh, aherm...yeah...justice is good...ahem..uh...oh my iPhone 8 is ringing. Excuse me."

And if you push back: "No, I don't support authoritarianism abroad, it's just that we can't always get involved, and it sucks that China's so terrible, so sorry."

I just don't have much respect for a worldview that boils down to "dictatorship is bad, mmmkay? And dictatorships shouldn't take over unwilling smaller nations just because they want to. Unless, like, a really big and strong dictatorship that we do a lot of trade with. It's still bad, but, well...we need to keep the trade peace."

This worldview either assumes that freedom, democracy and human rights are only things one need to have for oneself (but are not necessary for others), or that only nations with big militaries - or those not under threat - get to be liberal democracies. Everyone else can suck it.

Or, even worse, it assumes that the liberal democracies of Western nations deserve to be defended, but Asians..."well, they all look the same so whatev Asia is far away and they have to handle their own affairs."

Because come on, you know that if, say, Australia's democracy was threatened, we'd be far more likely to step in. There would certainly be more public support from it, among both liberals and conservatives.

(Yeah, maybe you also thought racism was confined to conservative circles. It's not.)

How on Earth can I say I am against US military intervention abroad when I live in a country that wants the help, deserves the help, is friendly to the West and upholds as essential civic values - freedom, democracy, human rights* - everything Western countries say they believe in and want to promote and defend?

I have to support selling arms to Taiwan. I don't want to support selling arms to anyone, but how can I not? We don't want a war, but if war is brought to us we have to be able to defend ourselves.

I have to support the idea of US military intervention abroad, because while I'd like Taiwan to be able to defend itself without help, I'm not at all sure this is realistic (I hear varying reports on this).

I can't be a localist, because doing so will quite literally choke Taiwan to death. I want to be anti-war, but I just can't if I am going to be pro-Taiwan.

This is especially difficult as, of course, most Taiwanese don't want a war either. This makes sense - war wound devastate Taiwan far more than the US regardless of any intervention it launches on our behalf. It's entirely sensible to try to maintain peace at a bearable-enough cost for as long as possible in the hope that something will shift and movement will be possible.

But I can't rule war out - I can't insist there has to be another way - when I know perfectly well that there might not be.

I could cling, unflinching, to my liberal hippie-dippy core and say "if it comes to that, then we go full Gandhi. We non-violently resist. We refuse to cooperate, but also refuse to fight."

I love that idea, and it worked in another context, but not even the British Empire is as bad as China. Forget non-violent resistance, China will quite literally just kill us - millions of us, should it come to that - before the international outcry would even begin to make a difference, if it ever did. By the time we realized we needed to do more than protest...

...look, what I'm saying is they'd just kill us all, millions if they have to, and not even think twice about doing so. Non-violent resistance works when there is a line your opponent would not cross, and I can say honestly the Chinese government has no such line.

Remember, Taiwan may prefer peace, but so does China.

Everyone wants peace. It's just that some people prefer real peace, and others are just fine with a cruel peace, which is no peace at all.

And if that's how it is, I can't be a dove.

Against my instincts, I have to be a hawk.

Frankly I wish I could convince more liberals to join me. I mean not quite to the point of telling them to stop worrying and love that bomb already, but if they believe in the fundamental concepts of freedom and democracy, then it makes sense to support Taiwan. If it makes sense to support Taiwan, then it makes sense to support defending Taiwan. And if it makes sense to support defending Taiwan, then it makes sense to re-consider the advantages of being a bit of a hawk.



*I have to say I grow less sure of this one as I read more stories of the treatment of foreign workers (and Taiwanese workers to a lesser degree), though.

Sometimes I change my mind

You know, I have said that I have trouble voting my conscience in American elections, because the people I support on (almost) every other platform are the people who either don't care or seem to be just plain wrong about Taiwan (although even that is sometimes hard to gauge). It's the same reason why I do not attempt to get into more hardcore pro-Taiwan advocacy in the US - when it comes to the conservative blowhards whom I want to mouth-punch on one hand for trying to take away my bodily autonomy as a woman, I doubt I could just turn around and talk to them civilly about Taiwan. It's my reproductive system they want to get their grimy hands in - it's kinda personal. I can't distance myself from it the way a lot of (male) people who are not threatened because of their gender can. I don't doubt they abhor it as well, but the ability to compartmentalize...well, that seems like a really nice privilege of having a penis.

I have also said that, while I was generally a Sanders supporter back when I could be one, and did vote for him in the primary, that I was concerned about what kind of president he would be vis-a-vis Taiwan. He was not exactly known for his foreign policy acumen, or at least was seen as weak in that area.

I mean, Trump is Trump and he's just hair and fart sounds so whatever, but generally Republican presidents have been better for Taiwan than Democratic ones. Those same Republican presidents have been bad news for women.

When you love Taiwan but have a vagina, this is a problem. It didn't seem possible to fully vote my conscience, because it appeared that those I could never vote for had the best possible Taiwan policy - that's not to say great, but the best thing going under the circumstances - and those I otherwise supported, shall we say, did not.

I had friends assure me that support for Taiwan was bipartisan, but that seemed unlikely in a world where Republicans were in the media doing everything I wanted Democrats to be doing - meeting with Hong Kong dissidents, introducing pro-Taiwan legislation. Then we have (rumors? Leaks? Real? Fake? Who even knows?) that Hillary Clinton wanted to discuss ditching Taiwan.

Then I saw this letter urging President Hair and Fart Sounds to support the Taiwan Relations Act in light of his (then upcoming) visit to China to meet with President Angry Pooh.  And unless it's some elaborate troll job aimed specifically at me (it's not), it induced elation and despair at the same time.

Robert Menendez. Ron Wyden. Edward Markey. Chuck Schumer. Chris Van Hollen. Catherine Cortez Masto. Heidi Heitkamp (though I don't always agree with her). Joe Manchin. Sherrod Brown (who says a lot about Taiwan and it almost never seems to get media attention). Gary Peters. Elizabeth Warren. Al Franken. Bernard Sanders.

Now, I'm not trying to claim that the Taiwan Relations Act is the gold standard of the way the world should be treating Taiwan. It's not. Nobody in the world is treating Taiwan the way it should be treated, not even its (checkbook) diplomatic allies. Taiwan deserves better than what it's getting, period. It deserves international recognition and support, including support for changing its governmental framework from fundamentally Chinese to fundamentally Taiwanese. I'm not a fan of support for the "ROC on Taiwan" as a way of opposing Communism or even simply opposing China - I'm not a fan of the ROC at all.

I'd prefer a world in which it was a given that Taiwan could decide its future without international threat, and in which support for Taiwan was based on it simply being the right thing to do - supporting Taiwan for Taiwan's sake and everything it has to offer the world - and not in any sort of relation to how the world handled China. That is, however, not the world we live in.

Considering Taiwan's former authoritarian leadership's complicity in creating the state of limbo the country still finds itself, and considering that "rah rah ROC because we hate the PRC" - and "well, here's the Taiwan Relations Act which is a bit milquetoast but it's something and frankly a unique piece of policy given the situation" are not ideal but are, unfortunately, how the 20th century shook out, I'll take it.

So, I've changed my mind on a few things.

Yes, GOP rhetoric on Taiwan, while imperfect, is still closer to the mark than Democratic rhetoric. Conservative rhetoric on Taiwan is more acccurate - though again, flawed - than liberal discourse.

However, it is clear that despite this, support for Taiwan is a bipartisan issue. Call me a Doubting Thomas - I needed to see it in the flesh. You don't get Al Franken, Elizabeth Warren and Bernie Freakin' Sanders signing a letter alongside Marco Rubio and Ted Cruz if something is a partisan issue. You just don't.

This helps, but does not make me any happier that more than one "friend of Taiwan" is no friend of mine, as a person in a female body who expects bodily autonomy. For every good thing they do or say regarding Taiwan or Hong Kong, I can name some way in which they have tried to subjugate women. The part of me that loves Taiwan cannot reconcile this with the part of me that has, and would like to retain control over, ovaries.

It is also clear that, as much as I might disagree at times, and as much as I might think the US can and should offer something a bit stronger to Taiwan than the weaksauce currently on the table, that those at the top forming policy do, in fact, understand (at least enough of) the intricacies of the Taiwan issue.

Do I entirely trust them? Nope. But I'll take it for now.

So why do I despair?

Because the one thing that consoled me as Sanders left the 2016 race and I cast my vote for Clinton - besides genuinely wanting a female president and knowing that, while I might not like a lot of what she does, I did trust her to do the job competently - was that "Sanders would have been weak on Taiwan".

Except...oops. Nope.

It's not possible to know what a President Sanders would have done vis-a-vis Taiwan, but we can make some educated guesses, and his name on this letter is telling.

And because I actually voted against Chuck Schumer in 2016. Hey, don't judge me, I knew he'd win anyway, I just wanted to give a big pointless middle finger to the Democrats in some small way. I voted Green Party for Senate, knowing they'd lose. Now I kind of regret that a little, maybe?

Oh yeah, and I despair because despite this being a bipartisan issue, Taiwan is still stuck in the status quo morass with a world that does not appreciate what it has to offer and can't bring itself to just do the right thing, and also because this letter was delivered to President Hair and Fart Sounds, which means...ugh.

Kind of Blue

I'm sitting in my apartment in downtown Taipei as my two cats scurry around the living room and my husband cleans up from dinner. I think about my job, my friends, my pets, my home which I am very comfortable in, my life and my livelihood, and they are all in Taiwan. I think about what I would lose if I were to leave, and it's quite a lot. I have no home in the US and no obvious city to move to there. My prosperity is tied to Taiwan's prosperity. Taiwan is my home, and it would affect my life profoundly if I were to leave.

However, this is not reflected in my legal status (I've written about why before).

This is not a post about dual nationality, though, it's a post about the battle for Taiwan's soul, and what it means when we are too kind to those whose ultimate goal is to bring Taiwan as close to China as possible even when public sentiment is not in their favor - and what happens when we downplay their side of the argument while telling those with legitimate points of contention to settle down and play nice. 

This is, however, related to my own struggle.

The laws that keep me foreign are Republic of China laws, written in China before the ROC had any reason to claim, or desire to claim, Taiwan.

Contrast that with the welcome Taiwan gives me: a lot of foreign residents here say they are singled out, treated as 'other', not allowed to assimilate. Sometimes that happens to me too, but most of the time I live my life and am treated like a normal person and normal neighbor. Most people I talk to have no idea that I can't become a citizen without giving up my American citizenship and are horrified to learn that fact.

I can't help but feel that while Taiwan wants me here, the ROC doesn't.

There have been attempts to patch up these differences through amending the laws but none have been sufficient. This issue is a microcosm of a bigger problem: the legal system of the Republic of China and the framework Taiwan actually needs to build the country most want it to become are irreconcilable. There is no patch that can fix it - the framework can't just be amended. It needs to be completely revamped.

So, when people say "the ROC is just a name", or "let's not fight over nomenclature and symbols", I do get annoyed. My life is directly impacted by the existence of the Republic of China, and it goes well beyond a name, right down to laws that were written in Nanjing in the 1920s without any reason to consider Taiwan or what kind of country it might become.

Considering all of this, I just can't agree that the symbolism of Double Ten day is mere imagery. It may be true that in the great swaths of the non-political, colorless or centrist population that we are more alike than we are different, but what differences we have run far deeper than a flag, an anthem and a name.

I also cannot agree that it is mere imagery that divides us. There is a portion of the population in this country who may not be pro-unification, but who do think of Taiwan as ultimately Chinese. This is not a minor difference that can be ignored: it informs all sorts of beliefs.

In fact, I genuinely do not believe this is true:

The fact of the matter is, and notwithstanding the nomenclatural issues that arise for many within the green camp, today’s ROC — how it is lived and experienced on a daily basis — is a transitory, albeit official, byword for what everybody knows is Taiwan.

No, not really. Today's ROC for many - not for everyone, I concede - is a byword only for "the ROC", which is in Taiwan and includes Taiwan, but is Chinese. It's a byword for the ultimate cultural underpinnings of Taiwan, and for something they quite likely hope will happen someday: a liberalized and democratized China that they can convince the Taiwanese to happily unite with. Perhaps not in their lifetime, but someday. This is what they mean when they say they are not pro-unification.

It is a byword for "let's not rock the boat" at best, for "no matter what you say you are fundamentally Chinese" or "no matter what people think being Taiwanese is about having Chinese ancestry" at worst.

Wait, no, at worst it is a byword for - and this is a real quote from Foxconn chairman Terry Gou - "you can't eat democracy".

If I am wrong and "the ROC" is, in fact, a byword for "Taiwan", somebody better tell my neighbors, because they sure don't see it that way.

It is the driving belief behind rewriting history to make the KMT seem benevolent - "228 was a necessary step to 'stabilize' the situation in Taiwan" - and those who fought for Taiwanese democracy "troublemakers" (while re-writing that democracy as some kindly deathbed wish by an enlightened and saintly Chiang Ching-kuo). It's the belief marginalizes all non-Mainlanders, which prioritizes Mandarin as the primary language and Chinese history and culture as the primary focus in schools. It's the belief which keeps pushing for economically problematic deals with China. It's the driving force behind treating Taiwanese culture and language as something for 'peasants' and teaching children that before the KMT came in and "fixed everything", Taiwan was a poor backwater (this is, of course, completely false). It is the side that complains about Taiwanese who won't call themselves "Chinese", as though anyone had any right to tell someone else how to identify.

It is a byword for all of these things - for how they want Taiwan to be, in direct contradiction to public sentiment as well as what Taiwan already is.

One can argue that those who hold these beliefs and yet do want to see a future for Taiwan are just another side of the pro-independence coin, and I'd actually agree to an extent. I'm not that interested in the "taidu" vs. "huadu" debate; I find the whole thing a bit overcooked. Those who want Taiwanese independence can want it however they want, and I too am not sure there's a huge difference.

What I am interested in, however, is the papering over of the pro-China slant of the KMT. For example (and from the same link above):

Thus, despite its [the KMT's] stronger identification with ROC symbols and nomenclature, it is unfair to describe today’s mainstream (read: electable) KMT as pro-unification; when one recent chairperson flirted with the idea of uncomfortably closer ties with China she was quickly cast out and will be no more than a footnote in the party’s history.
That isn’t to say that a number of KMT politicians have not, rather unhelpfully, played the China card in a bid to gain an electoral advantage against their opponents from the Democratic Progressive Party (DPP) or the New Power Party. But more often than not this was political expediency rather than the expression of an actual commitment to PRC ideology or unification. 
Here's the problem with that: just as being pro-independence no longer means voting for a pan-Green party, being pro-China no longer means being pro-immediate-unification. Being against immediate unification does not mean one is against eventual unification.

The politicians who use "closer ties with China" as a campaign platform aren't doing so for political expediency alone: they may not support unification now, but generally do not believe in independence, ever. This is not "huadu". This is a "let's wait it out" pro-China belief system.

Generally speaking, it is pretty clear to me that their deeper political beliefs are oriented towards China: a cultural and ethnic (Han) notion of China that transcends PRC and ROC, but ultimately ends with unification, because Taiwan is simply not a wholly separate identity to them, and will never be. Not in this generation, anyway. They are not "huadu", they are "status quo right now, unification someday far down the line". There is no "du" (independence) about their beliefs, only biding time.

Those who have no love for an PRC ideology do not necessarily believe that Taiwan's future is one that is free of China. Remember, they feel Taiwan is ultimately Chinese and they are offended and threatened by the idea of a separate Taiwanese identity that has no ties to China beyond a few dubious ethnic links and a few hundred years of being a colony of the Qing. Being pro-China, rather like being pro-Taiwan, is also on a spectrum. They are not necessarily on our side for the long haul.

You don't have to be a unificationist to feel that way. You don't have to be White Wolf or Hung Hsiu-chu. You can be any run-of-the-mill politician who still stands by the old symbols of a dead regime, who still feels Taiwan is Chinese.

And, if you still feel Taiwan is Chinese, you can use that to justify not teaching much Taiwanese history in schools, whitewashing what history you do teach, and continuing to be dismissive of expressions of Taiwanese identity and the cultural importance of the Taiwanese language (you might even, against all linguistic evidence, insist that it is merely a "dialect").

It is about way more than the imagery: it's about the ultimate identity of Taiwan, and about how that identity informs everything from a constitution that no longer adequately governs the Taiwan we have today, to a legal and governmental framework that does not fit Taiwan - remember, we got rid of the Tibetan affairs council very recently and we still don't treat China like a regular foreign country. It also includes everything from fundamental ideas of how children should be educated - what history they should be taught and why - and which languages should be given priority to what extent Taiwan should move away from being a state whose citizenship rests mostly on family history to one that is more international.

It is not just nomenclature, and it is not just an anthem. It is more than imagery. It directly impacts lives, including mine.

That said, let's take a look at that imagery. I don't think enough people appreciate that the reason why the pro-Taiwan side hates the flag of the Republic of China is not necessarily because it is not a flag that originated in Taiwan. Certainly that is an issue, but what inspires such disgust for the ROC flag is that big ugly KMT sun. The reason people protest the national anthem is not that it's "not Taiwan's anthem". That surely instills some level of dislike or annoyance in many, but a lot of it is the lyrics that blatantly refer to one party (just look at the first few lines). The issue is not as much the ROC as it is the KMT's centrality and privilege within it. Many see that flag or hear that anthem and think of the relatives and ancestors that that party killed, imprisoned, tortured or "disappeared" - and yet there they are, still on the flag, still in the anthem.

How is it not obvious why this bothers them? Why should they be the ones to bridge this gap and accept symbols that are directly linked to the pain of their history?

Why should people be expected to "set aside" this difference? Why on earth should they have to pretend it's not a problem?

Yes, we have an ROC in which the KMT is out of power, but they still occupy that place of privilege on the flag and in the anthem. I do not see how it is acceptable that one party is enshrined in this way in a democracy, and do not see how such symbols can ever be viable symbols for that democracy.

Why should they look at that flag, celebrate Double Ten or hear that anthem (or look at that portrait of Sun Yat-Sen) and think Taiwan? If I were Taiwanese, I wouldn't.

I can't condone an attitude that the victims of a historical injustice should just quiet down already, because they're causing trouble with their protesting that the party that once killed their family members and mucked up their country for a generation still has their damn sun on the flag like it's all okay.

Yes, in today's Taiwan it is possible to refuse to sing the first two lines of the anthem, or to change the lyrics. It is acceptable to refuse to pay homage to Dr. Sun. It is okay to speak your mind about the flag and the party logo enshrined on it.

The problem is, we shouldn't have to do any of that. Taiwan deserves a flag that doesn't remind some of its citizens of the suffering of their ancestors, an anthem we can stand for proudly and a holiday that doesn't give us mixed feelings.

It doesn't do anyone any good at all to say we should push all of that down and pretend it's not a problem. It very much is.

Latest for Ketagalan Media: Catalonia and Taiwan are not the same - but why does Catalonia get more international sympathy?

I'm back in Ketagalan Media, this time writing about the Catalan independence referendum and why it has received generally sympathetic media coverage, whereas Taiwan generally has not. When it is not being ignored completely, Taiwan's desire for de jure statehood, or at least the right to a referendum on it, is couched in critical terms, with China's claims often leading the story.

Why is that, and why is it a problem? Well, you can read more here. 

Catalonia aside, I think the two biggest issues facing Taiwan vis-a-vis the rest of the world are first, getting the outside world to understand what Taiwanese nationalism is about, and second, changing perceptions that politics somehow works "differently" in Asia (the old "Asian values" nonsense, even though the 90s are over and Lee Kwan Yew - the most well-known proponent of this idea - is dead).

To wit:

There are good reasons for the West to support a referendum on Taiwanese statehood, however. The post-war Western world has moved away from the idea of ethnic nation-states, having correctly decided that pigeonholing people into specific nations by ethnicity only causes more tensions rather than easing them. Yet Catalonia, an area whose identity is deeply fused with ethnic identity, enjoys international sympathy for its desire for a referendum. Taiwan, on the other hand, has no “ethnic” claim to nationhood. It is made up of ethnically Chinese Hoklo and Hakka people, a number of distinct indigenous groups, and a growing number of people from Southeast Asia and the rest of the world who have made Taiwan their home. Its nationalism is today a civic nationalism based on shared values, and these shared values line up nearly perfectly with those of Western democracies.

I cannot emphasize this point enough. Taiwan exists as a place, an idea, an identity and a state because of the shared values of democracy, human rights and self-governance that the Taiwanese share. Taiwan is not an ethnic enclave, so it cannot exist based on ethnocentric reasons (although previously, Taiwanese nationalism was tinged with a fair amount of Hoklo chauvinism, to its detriment). This is an idea that the rest of the free world can and should - I would argue must - support. It worries me that other nations don't understand this - I have heard before that Taiwan ought to be Chinese moreso than Tibet or Xinjiang because at least they are ethnically the same, as though that should matter in the slightest! It worries me even more that some people perhaps do understand this, but don't care.

And there's this:


There may be a deeper, more troubling reason [for the lack of international support for Taiwan] as well. When discussing current affairs in Asia, there is a fear of “imposing Western values on Asians.” Westerners are perhaps more willing to support self-determination by a minority within a Western state; when asked about a territory in Asia, may point to “Asian values” or how politics happen “differently” here, where people view issues of governance, democracy and human rights through a different lens. One might even hear “Confucian” values evoked to defend this stance.
While this attempt at multiculturalism and intercultural understanding is laudable in some ways, when it comes to issues of human rights and freedom, such a view essentially states that these things are for Westerners and are not available to Asians. Or, even more troublingly, that Asians as a whole don’t want them or that they somehow do not apply to Asian cultures. By this logic, Westerners are entitled to self-determination, but in Asia one apparently does not deserve such privileges.
Such a view is acutely harmful to Taiwan, a free and liberal democracy that values self-determination in much the same way Western nations do. Such a view also benefits China, an unfree and illiberal state whose values are in direct contradiction to those of the free world. The Chinese government has said openly that these values, which ought to be universal human values, are merely ‘Western’ and therefore do not apply to them. For the West, to support such a view is to undermine its own moral framework. 

No but seriously, I'm gonna throat-punch the next well-meaning liberal who throws this stale 1990s-era garbage about "Asian values" at me. It happens too often and it's got to stop. Here's an "Asian value" for you: treat people like people. Or do as Lao Tzu said - I'm paraphrasing here - and just chill already. Here's another Asian value: democracy, self-determination and human rights matter. Want to know why that's an Asian value? Because an entire nation of Asians - that is, Taiwan - believes it! In fact I think they'd be offended to hear the idea that they somehow don't deserve these basic rights because Asia is somehow "different", or that they don't need them, or worse, that they don't want them. Or, worst of all, that the mere suggestion that they should have them is itself "culturally imperialist". 

You know who supports the idea that Asia is somehow "different" so the West can't impose so-called "Western values" (which are actually universal values) on them?

Dictators, that's who. Because it's convenient for them to do so - it suits their ends, which are not the ends that any person who believes in human rights and bettering the world can accept.

By acting as though Asia is somehow less deserving, we are helping the dictators, authoritarians and power-hungry expansionist regimes willing to torture and murder their own citizens. Is that really what we want to be doing?

Let's send the KMT to a nice farm upstate

So, lots of articles since the election on the resounding defeat of the KMT, not only in elected office but as the clear loser in the current cultural zeitgeist. The KMT doesn't understand Taiwan, hasn't sufficiently 'Taiwanized', is trying and failing to imitate the Sunflower movement, is looking to rebrand itself to the youth...but what's to become of it? Why is it holding onto an anti-Taiwanese culture rhetoric that isn't working and is deeply out of touch with Taiwanese civil society? Can it reform itself? Is it or isn't it a 'monolith'?

(It isn't - no political party is, with very few exceptions. But I don't see how it matters if its various non-monolithic elements are still mostly either crappy or ridiculous).

At the heart of some, but not all, of these narratives is a worry that the KMT is doomed, that they will not successfully navigate the changed political and cultural landscape of Taiwan, in which their fusty old 'we are all Chinese / Three Principles of the People / we are the ones qualified to run Taiwan, not you provincials' values no longer have traction. Many - again, not all - of these articles seem to take it as a given that it would be a fundamentally good thing for the KMT to reform, to "Taiwanize", to finally divest itself of its authoritarian past.

I would like to make the argument, however, that it might not necessarily be a good thing - or at least, that it wouldn't be a bad thing - if the KMT really did sputter and die, and that perhaps Taiwan would be better off with an erstwhile, rather than active, Chinese Nationalist party.

Here's the thing - I do understand that it would be a political mess for most countries to rid themselves of every political party with an unsavory past. The US would have to shut down the Democratic and  Republican parties. (Though again I'm not so sure it would be a bad idea to do so in the long run. An America free of these two entrenched establishment powerhouse parties might end up in a better place). I do understand the impulse to hope for the KMT to atone for its past crimes, as for the time being it's not going anywhere. Better an atoned party in the system than one that can't quite move on from its dictatorial past, I guess.

But wouldn't it be better yet if a party that was the core leadership of a mass-murdering dictatorship in living memory, that people don't call genocidal on what I would say is a semantic technicality (though let's not get into that argument again), did cease to exist? Why is the best case scenario for a reformed KMT, rather than a non-existent KMT?

I do take a very hard line view on this, because my family survived the Armenian genocide in Turkey. I view such crimes - the mass murder of the KMT among them - to be unforgivable. People ask "what does the KMT need to do to be treated as a legitimate party in today's political system? When will people stop bringing up the past and look at who they are today? What do they need to do to prove they are not the same party that they once were?"

(Not kidding, I've seen several people ask this in more or less these words).

I would say - there is nothing they can do. There is no forgiveness. There is no way to absolve yourself of mass murder. There is no way to absolve yourself of dictatorship. If a party engaged in these crimes, why should they be forgiven? Why should they be given another chance in a democratic nation? What have they done to deserve it? The government recognizes the crimes committed against the people and even has a holiday and two museums to commemorate it (though they are trying to shut one down), but the KMT as a party has never adequately apologized for its actions - nor am I sure the KMT ever could adequately apologize. They have not adequately released records from that era, they have not adequately made reparations to families, they have not adequately owned up to what they've done. Transitional justice in this regard has not been done. They still have the same old attitude of "well that was in the past, you'd best forget it and by the way, don't forget to vote for us, also please don't take away all of the assets we stole from you".

There simply is no forgiveness for something like the White Terror, so I don't see any reason why one should heed the "the past is the past, the KMT is different now" calls for tolerance. I am not tolerant of Armenian genocide apologists or deniers, so I see no reason to be tolerant of the party that in living memory committed mass murder among other crimes against the people in Taiwan. There is quite literally nothing they can do to remove that stain, nor should there be. As far as I'm concerned, if you perpetrate a crime against society on that scale, there is no going back, you do not deserve to exist or be any sort of political or ruling force.

What's more, why should we hope that they reform themselves from being the party of stolen assets which they fight against returning?

Why should we hope they reform themselves from being the party of compulsory party education and attempted brainwashing?

Why should we hope they reform themselves from being the party that had the chance to keep Taiwan in the UN as a non-security council participant, and screwed the country by not doing so?

Why should we hope they reform themselves from being the party of trying to wipe out Taiwanese language and culture and replace it, in great cultural imperialist fashion, with Chinese nationalism and Mandarin?

Why should we hope they reform themselves from being the party of unapologetic and continued revisionist history?

Why should we hope they reform themselves from being the party of destroying and then ignoring Taiwan's economy until they couldn't anymore, rebuilding what they wrecked and then claiming credit for the "Taiwan miracle"?

Why should we hope they reform themselves from being the party of the 'we are the only true qualified rulers of Taiwan' attitude and all the condescension it implies?

Why should we hope they reform themselves from being the party of the rich, pro-China, powerful and nepotistic?

Why should we hope they reform themselves from being the party of eventual unification?

Why should we hope they reform themselves from being the party that blocks transitional justice at every turn?

Why does it matter if they "reform themselves" successfully? They are a stained party with a stained past. Why would it be such a bad thing if they simply ceased to exist? Why does one need to even consider forgiveness? Why do we need to let them 'move on' from their 'authoritarian past'? They are their authoritarian past, there is no divorcing the two.

In short, fuck the KMT.

I don't hope they reform themselves. I hope they die (as a party, obviously I don't want individual people to die). I was not affected by the White Terror, but as an Armenian I can feel quite clearly how insulting it is to imply that those who were terrorized or who had loved ones terrorized by the KMT should now accept the 'new', 'improved' party. There is no reason why they should have to do so. There is no reason why they should be told by others that they are no longer allowed to have their views colored by the past. In the words of a friend, it is deeply offensive to tell a victim when they must stop being a victim, if they feel atonement has not been made, or can never be made.

Obviously, an outright ban on the KMT wouldn't go over well. People do, for some reason, vote for them. There are some good people in their ranks (I suppose). While I wouldn't be opposed to banning a party that literally committed mass murder, I'm not sure it's a politically viable solution. They do have a (shrinking) support base, still.

Instead, let's just stop wringing our hands over "what's to be done about the KMT? Can they bounce back from this"? They probably will, someday, anyway, despite the wishful thinking I'm about to unleash below. Let's forget about making the KMT viable and see if maybe that support base continues to shrink, and if the KMT disappears because it just can't keep up with the rapid cultural and political changes in modern Taiwan.

Maybe the KMT won't have to be banned - maybe it will fracture and dissolve and eventually off itself.

Why on earth would we need to be upset about that? If people stop voting for a party and the party therefore ceases to exist, why is that necessarily a bad thing?

I don't mean to imply, by the way, that the DPP should be left as the sole major party in Taiwan. That would also be a terrible way forward. I don't even like the DPP very much! Instead, why not let a new party step in - not People First (James Soong has also done unforgivable things) but something like it - and fill the needs of broadly 'conservative' voters. I may not be a conservative but I recognize some people are, and they need people to represent them, after all. A party without a murderous, brutally dictatorial past, perhaps?

Hell, why not let Taiwan evolve into a KMT-less multi-party democracy? Would that really be so bad?

In short, who cares what's best for the KMT? We should be asking what's best for Taiwan, and would it not potentially be best for Taiwan not to have a KMT at all, and to evolve into a non-binary democracy where the political views of all voters can potentially, broadly, be met in a variety of candidates?

tl;dr - I just don't care if the KMT crashes and burns. I don't mean that I want a one-party DPP-run state, just that I want more non-KMT party options to fill that void. So let's stop worrying, 'k?

It's time to send the nationalists to a nice farm upstate. Don't do it with bans. Do it with votes.

Reasonability

Another positive thing I'd like to say about the elections is how reasonable it all was. I don't just mean the subdued campaigns - nary a screaming siren political truck drove my by house and posters and flags were sedate and much fewer in number than in previous elections - but Taiwan as a whole.

Here is my dark secret: I have friends who are blue (shhh, don't tell anyone)*. I disagree quite strongly with them.  With most, we just don't talk about it. I have my strong beliefs, they have theirs, and I'll express mine but stop short of insisting that others must agree (even if I think they should, because of course I believe I'm right - I wouldn't have a belief if I didn't think it was the right one, but they could say the same).

With some - one especially - well, we do talk about it. We disagree strongly. Well, in some ways not so strongly: the main difference is that she's focused on what the election means for the economy and stock market, and while I agree that's important, my ideological beliefs about Taiwan as a nation and my feelings of under the surface rage at any political group that has not  apologized for mass murders it engaged in trump that (plus, I don't really think the KMT is all that great for the economy, but that's a different debate). As an Armenian whose ancestors survived a genocide that the Turkish government still has not apologized for, that's not something I can forgive or ignore in any group. You could say it's in my blood.

What matters, though, is not that we disagree. It's that we disagree, and we can talk about it - even heatedly, but never insultingly - and we can still be friends.

I can't do that back home. I'm actually not against "conservatives" in the classic small-government, fiscally conservative sense, although I'm not convinced of their economic arguments. The position itself does not offend me and I am happy to discuss it. Although I disagree with libertarian economic platforms, again the idea doesn't offend me.

What I can't condone is what a vote for the Republicans also stands for: a vote for homophobia, to some extent for racism (although that's an issue that is hidden deep inside Republican economic platforms and is too intangible to prove fundamentally without wading into a political correctness landmine), and for restriction of women's rights. A vote for basing American laws on "Christian"** morals that not every American shares. I certainly don't. I feel this way to such an extent that I really can't have a civil discussion about these issues with a non-moderate Republican. I can't respect someone who endorses homophobia or says "America is a Christian nation" when it isn't, or who uses perfectly good words such as "liberal", "socialist" and "feminist" as insults. I just can't. Those views are abhorrent to me. Even if a person votes Republican based on economic principles, they're still casting a vote for the party that holds all the disgusting views above.***

To the same extent, I can't condone what a vote for the KMT stands for ("it's OK to commit crimes against humanity and not apologize for them!"). The difference is that in Taiwan, I can talk about it. People can talk about it...mostly. I see more green-blue dialogue than Republican-Democrat. I see more green-blue friendships and relationships (I couldn't possibly date a Republican back home, but I know plenty of green-leaning Taiwanese who have blue-leaning partners). I see people mostly getting along. The flashpoints are the exceptions, and society as a whole can mostly deal with them.

And I can talk about this. As someone who is fairly deep green, to someone who is fairly deep blue. We know not to insult each other: I may dislike the KMT, but I don't dislike her. I may not respect Ma Ying-jiu, but I do respect her. It can't, and shouldn't, ever be personal (although the White Terror thing really hits a nerve with me due to aforementioned family history).

The difference, I believe, is the fact that the US has increasingly veered towards social issues in its civil discourse, even though polls show that people care about the economy and vote on that rather than social issues. I do vote based on social issues, but I do so as a reasonably successful and very lucky, privileged American who had most of the right breaks. I don't know if I'd feel the same way if I'd grown up at the ass end of the system. Deep down we Democrats and those Republicans hate each other because it's all about worldviews and morals - gay rights, women's rights, religion, what makes a real family, when does life begin and how is it that all men are created equal but don't have an equal shot at life?

There is some of that in KMT-DPP political discourse but it doesn't cut quite so deeply. A Taiwanese feminist activist could vote for either party and feel she did the right thing (although I personally feel that the DPP is a better bet for women). A proponent of gay rights could do the same. Religion doesn't even come into it, as I believe is right. The debates aren't about these issues. The one social issue that gets play is national identity, and even that seems to have reached a "let's agree to disagree" sort of detente.

A very intelligent friend of mine said that Taiwan is much better now: "four years ago you would hear something like 外省豬回中國 or 無知南部人****. It's better this time indeed." And I agree - it is better. Things are improving. The two sides ran a reasonably civilized campaign - as much as can be expected from politics - and the overall outcome was one of a mature society, not two angry sides growling at each other. I admire that.

These days, if you throw out either of the above insults you'll get shushed, not cheered on. You can state your views but few will encourage you to just hurl invective with no underlying message. Which is as it should be.

Of course, there are always outliers. There are always a few shouters rather than talkers, in any society. The difference is that in America they seem to have taken over our discourse, whereas in Taiwan they're being told to shoosh so people can get on with the business of electing a leader. They can say what they want, but few will them seriously. Even within the campaign - attacks against Tsai Ying-wen didn't seem to stick ("she's not really Hakka" got shouted down, so did "she's a lesbian!") and while people joke about Ma Ying-jiu, generally the underlying message is that he's weak and ineffective.

So I look at my home country and I see "elitist", "liberal", "lamestream media", "feminist", "socialist", "terrorist" all used as though they carry the same register. Since when is a "liberal" the same as a "terrorist"? Since a bunch of angry people decided it was. I hear personal insults, attacks, people who believe things like 'if you don't see it my way, then you're just an idiot'.  This is not shushed. This is not put in its proper place at the extreme ends. This is what makes it on TV or gets talked about online. And this is sad.

Back to Taiwan, and sure, people disagree strongly. Someone might think another person's opinion is wrong, but the insults don't come. It would be rare to actually believe that because someone disagrees with you, that they're an idiot. I disagree strongly with my dark blue friend, but she is certainly not an idiot.

I don't feel we Americans grant each other the same respect.

I admire that in Taiwan, people seem to be able to see the difference between a belief and a whole person.

I wish I saw more of that back home. Then again, I also wish the beliefs we were debating weren't ones that are tied so strongly to social values. I wish we could all agree that gay people are people too and deserve equal rights, or that women are, indeed, able to make decisions about their bodies, and get on with the business of debating the economy and foreign policy.

In this way, I could say that America has a lot to learn from Taiwan.

**As someone who is not Christian but was raised Protestant, I don't actually think that a lot of what these guys say is "Christian" really is at all. I don't think Jesus would have condoned banning gay marriage or contraception, or possibly even abortion, and definitely not tax breaks on the wealthy while the poor went without. But, that's what they say. A different debate, again.

More Fearsome Than Tigers

Once every few months I hear some FOTD* kid braying about how "democracy won't work in China!" and all sorts of meh meh meh. No doubt because one of his professors in some lecture on politics and culture he attended two years ago brought it up as a question - I should know, because my professors did that all the time - and that's the position he took.

On the surface it seems PC: it seems like the person saying it is trying to incorporate China's current domestic issues and cultural background into the mix, which makes that person sound really in touch or with it or thoughtful. Which is great, except half the time the people saying it have never been to China (and if you've been to Taiwan, no, you've never been to China so don't even) or have been there, and have turned into that special brand of expat who is brainwashed into believing ridiculous things (they're the ones you can hear on the streets of Beijing faffing on about how great China is, how we're too hard on their undemocratic but very efficient government - but you have to admit, they get stuff done! - defending the One China fallacy, taking untenable positions regarding China's environmental problems (but it's the West that buys all the goods that China produces in those factories!), its sexism (that's just the culture! Accept it or go home) and human rights (you have to break a few eggs to make an omelet).*

Yeah yeah, different people have different opinions and maybe I shouldn't come down on them so hard, but as I see it, they're wrong. End of. They can believe what they like, and I can think they're ridiculous and blog about it, and they can leave comments which I can either refute or not publish (if the comments are rude and attack-y rather than thoughtful), and everyone's happy and exercising their freedoms in civic debate.

The "China can't be a democracy" blather is a popular one, and here I am (yay! you can all relax now, haha) to give you a point-by-point rundown of why it's bullshit.

"China can't be a democracy because democracy won't work with Chinese culture the way it does with Western culture."


Wrong. First, while Taiwan is not China, Taiwan does have a strong Chinese cultural influence - and what's important is that that influence stems from pre-Communist days and still carries a lot of traditional Chinese beliefs that were eradicated or greatly cut back during the Cultural Revolution. Taiwan is a democracy. A strong, functioning democracy that, well, yeah OK, sometimes they hit each other or spit on one another and there's vote buying and such but generally the system works and is fair. If Taiwan, while not actually China, provides an acceptable stand-in for how democracy would work in the context of Chinese culture....and it works just fine, thanks. Hong Kong actually is a part of China, although you could argue cultural distinction there, too, and while not a full-fledged democracy there's no reason to believe that democracy wouldn't work there.

Looking at other countries in East Asia, culturally they're not as similar to China, but there are a lot of shared traits (especially when you look at the influence of Confucian thought in Korea). They're all functioning democracies. They all have problems, but there's no government on Earth with the possible exception of Bhutan that doesn't.

Looking at some aspects of Confucian thought, by the way, it does make room for democracy. The Mandate of Heaven is something that can be taken away by unruly, unhappy masses. It was considered acceptable for dynasties to fall - this to me sounds like a cultural tic that would allow for democracy. Confucius also once said "惡政猛於虎", or "a tyrannical government is more fearsome than tigers". This does not sound like a philosophy that is 100% opposed to democracy. I don't even think I need to go into why Daoism and democracy work just fine.

"But those countries are small. China's too big to be a democracy!"


Yes, it has a big population, but so does India - and India, while a bit crazy, has a democracy that could generally be described as functioning. In ways I don't quite understand, and more than a little corrupt, but functioning. In its way. Yes, it covers huge tracts of land, but so do Canada, the USA and Brazil - and they're all democracies. Indonesia, too.

OK, there's one other obvious country that bears mentioning. It's true that Russia is mostly a democracy in name only, in that narrow definition of democracy in which - to quote Brendan - "there's an election and whoever gets the most votes wins".

Taiwan's got a relatively small population but it's extremely dense, which puts it in the running. And let's not forget Bangladesh. Poor, densely packed...and a democracy.

"But China is too diverse. You can't govern that different a population with democracy. You need stronger central rule."


Let's leave aside my strong belief that Tibet and Xinjiang (Uighur territory) should be granted either true autonomy (what the CCP offers now is not real autonomy) or independence.

I'd argue the opposite - that the only way to govern a large, diverse country is  through democracy, so different groups can have their say and, one hopes anyway, through the process of  inclusion feel less marginalized. I realize this is quite the utopian viewpoint but hey, seems to work in Canada. The USA is a more contentious issue. It is possible to demarginalize minorities and historically oppressed groups through democracy. It seems possible to do that with autocracy, but it never seems to actually work out that way.

I'd also say "let's look back at that list above". America is huge and diverse, both racially and culturally.   Brazil's pretty diverse, with all sorts of  native populations. India is the poster child for linguistic and cultural diversity - we may think of them all as "Indians" but come on. Go to India for awhile and tell me what you think then. Singapore, while small, is extraordinarily diverse. Indonesia's got some diversity going on - any island nation that huge would. Every single one of these countries have made democracy work.

"But China is still developing and democratic reform can only come with economic gains!"


This is the first statement I do give some credence to - it's true that moving from the Third World to the first does tend to have a democratizing effect on nations and one can't discount the effect of economics on politics.

That said, China is approaching, development-wise, the spot Taiwan was in when it underwent its transition to democracy. You could say the same for South Korea (although they might have been farther along - I'm not an economist and I am estimating here). As above, Bangladesh is massively poor, and yet a democracy.  India is lagging behind China - although doing very well in its own right - and it's a democracy.

"But the people don't want democracy. If they did, they'd demand it."


Ask the people who were at Tiananmen Square - if they're still alive - what they think of that one.

Hell, go to China and ask almost anyone, provided you're friends enough that they'll speak honestly with you and they're not one of the rapidly decreasing number of Chinese brainwashed in schools to believe their government is infallible (this belief tends to deflate the minute you get to know someone well enough to learn what they really think). You'll hear a different story. A democratic revolution against a party so ensconced in and obsessed with power as the CCP is not an easy fight to win. It wasn't easy for the Arab Spring countries, and it will be even harder in China. One shouldn't have to die for democracy: it's a human right to have a say in how you are governed. I can understand why someone might not want to actually die for it, even if they sincerely wish they had it.

"But a Chinese democracy would be so much less efficient than the current government. That's why India hasn't caught up to China."


Again, interesting belief, worth exploring, but ultimately wrong.

Well, not 100% wrong, it's true that democracy tends to be inefficient and that the CCP can get what it wants done more quickly (and bloodily). That tends to happen when you have a blatant disregard for citizens' rights, the health of your populace or, well, basically anything other than the path you've decided is the way forward.

First, considering that they built a dam on an earthquake fault, that roads fall apart, government-built factories fall apart, pollutants are sprayed into the countryside, the food supply is basically horrific, the water is undrinkable, you can't even be guaranteed you'll be able to keep land you own and you definitely won't be paid fairly if the government takes it, people suffer so much in Gansu that it's rendered a huge percentage of the population mentally disabled, and the horrible concrete tile-covered boxes that get built are very dodgy indeed - I don't even want to know how lacking the safety standards are - I wouldn't call the government that efficient. If it were, it would have done something about its constant environmental degradation and the air wouldn't be gray and sooty even in the countryside (I lived in semi-rural China and I got bronchial pneumonia twice in one year. The mountains in the distance were obscured by an unmoving haze of horrible smoky blech, even on sunny days).

Awhile back you'll remember that a section of road on the way to Keelung in Taiwan was buried under a landslide, and a few people died. I remember in that article reading that it was a surprise, as all manner of testing had been done on the hillside to ensure that it was a safe place to build a road. In China, the government would have sent an official, who'd point at a random hillside and say "build it there". "But..." "I said build it there." "OK."

I also question this deep need for better efficiency when it comes at the cost of human  and civil rights. Would you really trade freedom of speech for getting giant skyscrapers built a little faster?  Would you trade land rights for a superhighway built more quickly? Does a government that feels the need to restrict the rights and actions of its people deserve the adjective "efficient", or just "cruel"? I'd say that if the grease that oils your gears to make things go faster is actually blood, then it's not a good trade at all.

What Scares Me, and What Gives Me Hope, Part I

Yes, this does concern China and to a lesser extent Taiwan - I'm just going to take my sweet time getting there!

We've all been watching as governments across the Arab world have either fallen or begun to teeter, and hopefully have absorbed several lessons from it.

I include Iran in "the Arab world" even though I realize they are not strictly defined as "Arab", by the way.

The first thought that came to my head when Tunisia fell and Egypt followed was simple - "you can't force democracy. People come into it on their own". If you read my blog regularly at all, you've surely guessed by now that I'm a die-hard liberal who never supported the Iraq war. I don't think in this moment of hindsight that I need to defend that view by stating the obvious. I'm surprised it isn't being said more - that it hasn't become a cliche in the way that "have an adult conversation" has regarding budget deficits. It is painfully evident that our military, top-down, "Pappa knows what's best" attempts at bringing democracy and freedom to the Middle East failed, and that grass roots desire for change has triumphed.

Frankly, I'm not sure why this isn't talked about more - is it just too obvious to say out loud?

This was its own cliche years ago when we lefties originally protested the war (I went to an actual protest, and then because I didn't want to be too much of a stereotype, got a giant Starbucks latte) - "you can't force democracy". "Going into Iraq and taking down their regime for them will never work. Saddam sucks, but the Iraqi people have to want to get rid of him themselves". Even I admit that it all sounded a bit hippie-dippy: because of course if people truly want democracy they'll risk their lives to fight for it. Yeah right. It is a fact of life that while people do generally value democracy, they value their families and personal relationships, not to mention lives, more. I'm not sure anyone who said the above actually believed at the time that the Iraqis would, in fact, oust Saddam on their own.

Things change now, and I don't know about you, but if we'd never invaded Iraq, I could certainly envision a mob of angry Iraqis not unlike those in Tunis, Tahrir Square, Tehran, Bahrain and Tripoli storming downtown Baghdad and demanding change. It sounded hippie-dippy, but it turned out to be not far from the truth.

The second thing I have taken away from this is the driving home of the point that the basic rights of freedom and self-determination are not inherently "Western" even if they came from Greece (arguably the birthplace of much of our Western culture). India has had a messy but functional democracy for over half a century - I get the feeling that at the top the votes are accurate: all the election corruption seems to be on a more local level, Taiwan, Korea and Japan have frisky but working democracies, as do many other nations, and yet "democracy" can't seem to shake its reputation as a "Western import".

When we were sending in troops to cram it down the throat of a nation, it sure played the role with gusto: what could be more of a "Western import" than a democracy that the USA decided to force on another country? It cemented the idea of Western-style government as 'evil' and 'foreign' to many, all a part of our sinister American plans for world domination (mwahahahahaha).

Now that the Arab world is on fire (both literally and non-) not unlike the European revolutions of 1848 from a desire for self-determination brought on for the people and by the people, it doesn't seem so "Western" anymore, does it. It sounds more "human".

Finally, what I'm getting from this is a small but slowly growing hope that these non-Western homegrown revolutions will slowly creep their way over to Asia. Tiananmen was a failure (both in the immediate sense and the hindsight sense), but if it did anything at all, it was to open up a tiny fissure in the defensive wall of the CCP. There are still Tiananmen deniers in China, but I daresay that more Chinese than not have an inkling as to what happened. My own experience in China generally confirmed the idea that many Chinese will publicly "support" or at least not criticize the government, but privately their feelings are very different. It might not be revealed at the drop of a hat, but it's there.

I'm reminded of an anecdote from my last days in China, back in 2003. My boss, M. Huang, had a younger brother (they were pre-One Child Policy). He was the much-desired boy child of her family, and if you know anything about old-skool Chinese culture, you know that back in the day (and to some extent today, regardless of what Hanna Rosin says) sons were prized well above daughters. As a result, Q. Huang was raised to be spoiled, difficult and entitled. I strongly disliked him - he had misogynistic ideas about the role of women in society, made fun of fat people, smoked indoors while we were trying to eat (when we ate at work), tried to impose his views on people, had a "job" at the school but never did anything and was generally an ass.

My town (Zunyi) had a river running through it, with a bridge and cemented embankment (ah, China). The embankment was a gathering place for locals - it was the least polluted part of town and not far from the relatively attractive new Old City (the Old City was oldest part of town but had been re-developed as a tourist area as it had some intact buildings of Communist historical significance, so it was the newest part of town - hence the New Old City). Cart vendors selling beer, tea and snacks began to congregate there much in the way that they do in some areas of urban Taiwan, and it became the de facto town bar, with the cheapest beer imaginable.

At my going away party, we all went out to dinner and then some of us went down to the river bank to hang out at the "bar". Q. came with us, which I wasn't pleased with, but I was also already a little tipsy so I figured it didn't matter.

I changed my mind about Q. that night - not entirely, mind you, he was still a sexist ass - but he proceeded to get hammered and tell the only people he felt he could trust to tell exactly what he thought of the Chinese Communist Party.

Q. had been studying in Beijing in 1989 and went to Tiananmen with his friends to join the protests - none of them wanted the Communists to stay in power. My bad Chinese and Q.'s drunkenness made the middle of the story a little unclear, but Q. started to cry (alcohol, the great fermenter of emotions!) - the only time I ever saw a man in China cry and by the end of the tale, he was standing in a doorway spattered with his friend's blood. The friend had been shot in the face.

Why connect that story to the current narrative of the Arab revolutions? To show that the dissent and dissatisfaction is there in China, and I do hope that the tales of other non-Western oppressive countries toppling so many autocrats in such a short time will eventually wind its way eastward. China is already censoring search results pertaining to the Middle East (apparently at one point searches for "Egypt" brought up no results - yeah, because the Internet doesn't have any info on Egypt. Yuh-huh). They're clearly concerned.

For what it's worth, I'd like to see Myanmar fall, too.

What we can certainly take away from this regarding China is that revolutions have a better chance of success when they've got bottom-up support and are not instigated from abroad.

Neither America nor any other country or body can push China towards democratic reform - we all know that. It's bloody obvious. What gives me hope is that the Arab revolutions have shown that it is not as impossible as previously thought.
