Eating The Valley (The Southern Bits)

As I've said before, when I do travel posts I try to focus on some specific thing of interest rather than just publish an itinerary. Most recently, I focused simply on how much the KMT sucks in relation to a trip to Green Island. That's relevant to this post: that trip was the second half of this one.

This time, I want to talk a little bit about food. 

I noticed when looking for places to eat in the East Rift Valley that some of my friends knew a lot of great spots, and others none at all except perhaps that famous railway bento at Chihshang -- which I've still never tried. Most food recommendations seem to be for the northern end of the valley, closer to Hualien, not the southern bits.

The Hualien side also seems to be where most of the well-known Indigenous cuisine is. As you head south, the Hakka cultural influence becomes stronger, which is reflected in the large number of Hakka restaurants. (The other side of the mountains, where the coastal road runs, seems to have been overrun from Donghe to Dulan with foreigners, so that's where you should head if you want Western food). 

So, I thought it would be useful to talk about our driving trip through the southern reaches of the valley mostly through the lens of places to eat. Sadly, I did not actually take any food photos so you'll just have to settle for scenery.

We started our trip at Taitung Station, which is fronted by pretty good ice cream and tea shops selling locally-inspired products such as red oolong and hibiscus teas and custard apple ice cream. We used Avis/Budget through the KKDay app to book a rental car and drove to Luye (鹿野), about 30 minutes to the north.

In theory most of this trip -- minus Liushidan Mountain -- would be doable without a car. There's a train line running through the valley with local stops all the way up, it's a popular cycling route (and some of the more tourist-oriented towns offer bicycle rental) and there are public buses, though they don't seem very frequent. You'd have to be prepared to walk a lot. I recommend a car, but you don't need one unless you want to go up into the hills. Even the Luye Highlands are accessible by bus and tourist shuttle.

We'd been to the famous highlands of Luye before and didn't feel a need to return, but I'd booked us a few nights at the Luminous Hot Spring Resort & Spa. The hotel itself was nice -- I appreciated the balcony and in-room hot spring bath with mountain views -- though parts of the architecture were reminiscent of a public school. If you intend to forgo a rental car and just take the shuttle there and back, you'll be stuck paying resort prices for everything. We picked up breakfast for the next day at Family Mart, but we were fine with paying for one dinner at the extensive buffet. I was surprised with the quality of the sashimi; Brendan spoke highly of the braised pork rice. 

On our other night in Luye, we went to Ai Jiao Yi Dim Sum 愛嬌姨茶餐廳, which isn't actually dim sum at all. This friendly local restaurant serves tea-infused dishes (usually as part of a set menu but there's an affordable option for two people). I loved everything from the simple mountain greens braised in tea to the fried tofu with tea-infused dipping sauce. 

On the Monday evening when we ate there it wasn't crowded, but I do recommend calling ahead on weekends or during the high season. 

Ai Jiao Yi also grows their own tea, and you'll likely be invited to sit and try a few kinds if they're not busy. We came away with a packet of honey-scented oolong (蜜香烏龍). 

Our plan gave us one day in the East Rift Valley, and having driven around that area before, we weren't sure what precisely we wanted to do. After a leisurely coffee-drinking session our balcony, I suggested we check out the Japanese shrine in the lower part of town and then pick a spot for lunch that would require us to take a scenic drive. The shrine, by the way, is lovely -- it was built for the residents of what was at one point a Japanese village and has been restored -- and the fields surrounding it are pleasant to walk around. There isn't a lot of traffic on these village roads on a Tuesday morning in May.

I had to move to Taiwan to figure out that's how pineapples grow. I"m not joking. 

I considered trying to eat at Mipu Hakka 米舖客家小館, a Hakka restaurant we'd tried years ago in Guanshan. It was truly excellent and they make their own kumquat sauce. However, they're really set up for larger groups, and were gracious the last time we stopped there with just three diners, despite not really having a menu for such a small number. Tongxin Dumplings 同心餃子館 was also recommended by friends.

Instead, we ended up at G九屋特製私房菜 in Dongli, which I suppose could be translated as G9 House Special Private Kitchen (?) in Fuli. This brought us into the southern reaches of Hualien County on the valley side, but still a bit south of Ruisui, whose scenic roads I've been meaning to get back to for a nice drive-around. 

One lovely part of getting up here were the opportunities to turn off Highway 9, which runs through the valley (and is barely a highway in some parts) and just meander through the countryside. A lot of people are nervous about driving on those tiny roads between fields as many don't seem like they can handle two-way traffic, but this is one of my favorite things to do. I'm scared of urban driving; even the dinkiest, most overgrown rural road is cake.  

G9 is another truly excellent find. They too have set meals, there's no real menu. We were served cold crab and vegetable spring rolls in rice skin, an absolutely delicious dish of local greens with black tree ear mushroom and bacon, a unique dish of fish slices in steamed tofu served in a bright green sauce made from local vegetables, Thai-style fried chicken, and a simple but tasty soup. The rice comes with pork oil so you can make a Hakka-style 豬油拌飯. 

Although it was still just a bit too far north for us, Our Cafe 我的咖啡館 in Guangfu (a bit north of Ruisui) comes highly recommended as well. 

After our meal at G9, we finished off our tea and discussed what to do next. We weren't far from Chihshang, which offers both scenery of the East Rift Valley itself, but also a highway that crosses the mountains and drops you off at Donghe on the coastal side. It's famous for both scenery and having a troupe of Formosan macaques.

We did both on our last trip, however, and decided to beat the usual tourist crowds by driving up Liushidan Mountain 六十旦山 instead. This area is packed with sightseers when the famous tiger lilies are in bloom across the hillsides in August and September (a similar tiger lily mountain can be found near Taimali). In early May, just a few buds were beginning to show, but the scenery was still gorgeous and there was hardly another soul around. In my opinion, the perfect time to go. 

The drive up to Liushidan Mountain from Dongli is somewhat terrifying, with more switchbacks than the drive down the other side at Dongzhu, but that's the sort of driving I'm actually good at and there was no traffic whatsoever, so I didn't mind. We stopped at as many beautiful lookout points as we could, watching low clouds and patches of sun wind their way down the valley below. In most cases, we were the only people there. The drive down was just as lovely, and we took our time as there was no one around.

(Downside: all the shops that seem like they're usually open in the tourist season and would typically have restrooms were shuttered, so I had to pee behind a bush.)

When we felt ready to head back into the valley, I suggested we look for a cafe with nice views to relax and recharge before heading back to the hotel. We found the perfect destination in No. 9 Gourmet Coffee 池上鄉九號咖啡館 in Chihshang. The massive windows offer a lovely vista of the fields and mountains, and the coffee, which comes with a small pudding-based dessert,  is good too. 

There's no parking to speak of, but in this part of Taiwan you can just sort of pull over.

My goal had been to take the scenic (as in, farms and fields) route back to the Luminous, but we lingered so long at No.9 that dusk began to set in and rain was coming, so we just drove directly back along the highway.

The next day we dropped off the car at Taitung Station and had a few hours before our flight to Green Island...or thought we did. With much of Taitung City's culinary scene closed during the exact post-lunch hours we needed to kill or off on Wednesdays, I searched for places that would welcome two people killing time (like a cafe) but also served food (like a restaurant) and found Taimali Culture and Creative Cafe 太麻里文創咖啡館.

Don't let the name fool you -- it's in downtown Taitung, not Taimali. The food is at the higher end of typical cafe fare, but it's in a restored wooden Japanese building with a beautiful inside-outside feel, and they have cats!

Of course, something had to go awry. Our flight to Green Island was canceled due to a sudden rainstorm and we had to spend the night in Taitung (we took the boat the next morning). I was in the mood for something in the general category of yakitori, so we ended up at Kasugabe Japanese Home Cooking 春日部日本家庭料理, in a lane which also boasts an interesting-looking Italian restaurant, a highly-rated super-modern Thai place, and a funky cafe that I would have happily checked out if we hadn't wanted to be in bed early. 

Kasugabe was far better than its mediocre Google ranking. I was pleased with everything, though the spicy mentaiko cheese potato sticks in my memory as particularly great. I commented that they seemed to have laced it with pure unadulterated crack, and Brendan commented that it was probably just all the butter. 

Although it's a little far away, Seasonal 漁采時令料理 is another friend-approved, highly-recommended Japanese restaurant, but it was a bit too far from our hotel and we had already turned in the car. 

The bad weather had cleared by next morning we were finally able to head to Green Island, so that was the end of our East Rift Valley adventure!

When Indigenous groups ask for their land back, what does that mean?

After reading about the occupation near the presidential office by Indigenous activists asking for the return of their ancestral land reaching its 1000th day with little movement from the Tsai administration (other than law enforcement officers repeatedly clearing them out), I thought this would be a good time to write a little bit about what these activists want.

Plenty of reports on the issue state that the Indigenous groups are asking for about 1.8 million hectares of land, which is about half of the island of Taiwan, which has an area of approximately 3.6 million hectares.


You can also read about how the Tsai administration is willing to return all public land, but not privately-owned land. This comes out to offering about 800,000 hectares, or a little less than half of what was asked for. (I'm not sure why Kolas Yotaka told Reuters that they would be able to claim 90% of their land - that's clearly not the case.)

The casual reader, at this point, might turn against the Indigenous cause - they want half of Taiwan? That's insane! They want people who already privately own that land to just give it up? And they want this for half the country's territory, when they are only 2% of the population? They can't be serious! 

Yet few have reported on what exactly these Indigenous rights groups are asking for when they say "we want our land back" to head off such reactions.

To figure this out, I sat down with Kerim Friedman, an associate professor in the Department of Ethnic Relations and Cultures (within the College of Indigenous Studies), at National Dong Hwa University. Or, more accurately, I asked him over lunch one day to explain what exactly the goal of "returning land" meant. Do they really want all that privately-owned land to be taken from the current owners and handed to Indigenous tribes?

Apparently, the answer is: not exactly. 

The intention isn't to kick landowners off their land, or for 2% of the people to control 50% of the land.

Instead, it's to gain sovereignty over traditional Indigenous land, without taking away private property rights, which gives Indigenous people a say in how their traditional lands are used, much as the national government currently has the right to do over private property. 



Put another way by Mata Taiwan (in Ketagalan Media): 

According to the convener of Indigenous Youth Front Savungaz Valincinan, all private property are at the same time part of the sovereign territory of the Republic of China. Within the sovereignty of the Republic of China, people are entitled to private ownership and are allowed to freely use and trade the land in accordance with the law.
Therefore, returning sovereignty to the Indigenous peoples still allows private property holders their ownership rights. When the land is considered within traditional Indigenous territories, private rights are governed by Indigenous or tribal laws. If sovereignty conflicts with private ownership, then privately held lands would be outside of national jurisdiction, which is just absurd.

Questions over what to do with private land come up all the time - certain changes that owners want to make might need to be approved by the government. Certain sales and development projects may require that too. Just because you own the land doesn't mean you can do anything you want to it, and certain land or sites of cultural importance may garner greater protection. They would be better able to negotiate favorable terms with developers, as well.  It would probably also afford them hunting rights on those lands (though I'm not sure).


You might also call this a "seat at the table": 


Article 21 of the Indigenous Peoples Basic Act (原住民族基本法) states that: “When governments or private parties engage in land development, resource utilization, ecology conservation and academic research in indigenous land, tribe and their adjoin-land which owned by governments, they shall consult and obtain consent by Indigenous peoples or tribes, even their participation, and share benefits with Indigenous people.” [Emphasis mine]

What the Indigenous activists want is to be a part of those discussions, so that if someone who privately owns land that was once Indigenous wants to, say, build a bunch of luxury hotels or a factory on it without regard for the local environment or other Indigenous settlements that might be nearby, they have the ability to challenge or request an injunction on such plans, as the historic inhabitants of that land. In other words, exactly what the government already has the right to do.

Seems quite reasonable when it's explained clearly, doesn't it? 
So, why is the government refusing to consider this request? According to the government

According to the government’s wording, the exercise of the right to consent would violate private property rights guaranteed under the Constitution, and that is why privately owned land was excluded from the definition of traditional Aboriginal [sic] territory.

That doesn't make a lot of sense, though, when you consider that the ROC retains sovereignty over all of this privately-owned land already, with the ability to make laws governing its use as well as expropriation rights. Indigenous land rights probably wouldn't even go that far - I can't find anything that says that Indigenous groups are looking for any right to eminent domain/expropriation.

Mostly, it would mean that private landowners would have to consult with both the ROC government and a local Indigenous council before doing anything with their land. So - a seat at the table.

In fact, the Mata Taiwan/Ketagalan Media article above clarifies Indigenous groups have affirmed that "private development within traditional indigenous areas are still subject to environnmental, water, or construction regulations", meaning that the ROC would not lose all control of those lands.

It seems clear that living on such land would not be much different from living anywhere else in Taiwan now. The only change would be that the Indigenous group claiming the land would have a say in how it is developed. I fail to see how this is unreasonable in any way.

Why can't the ROC use legal tools that already exist to protect Indigenous interests when approving private property development projects? Well, because they haven't done a particularly good job of it before:


Controversial development cases in recent years such as the Shanyuan Bay resorts included at least 70% private lands. Before the regulations, Indigenous groups could at least claim to be a stakeholder, but current regulations clearly fenced out the voice of the Indigenous groups.... 
During [a] press conference on February 14, Commissioner Icyang [Parod] said all the various opinions within the indigenous peoples will be taken into consideration, almost as a response to the protesters outside. But over the last year, whether on Pingpuzu recognition or the current land dispute, the authorities had not fully consulted the Indigenous communities.

Complainants say that the ACC [Asia Cement] plant, its operations, and the legislative processes that make this possible have been executed in violation of the Taiwan's Indigenous Peoples Basic Law. The local peoples have never been properly consulted regarding the use of their Indigenous lands. Certainly, they did not grant permission for the resulting land and social degradation. 
ACC claims that over half of its employees are locals. In addition to acquiring community approval signatures four decades ago — which the locals claim were forged and some included deceased people — this serves as what they claim is sufficient basis for free and prior informed consent.

Of course, no issue is simple. The Indigenous who are counted in that 2% number cited above are typically the descendants of 'Mountain Indigenous', an old designation of unassimilated Indigenous groups who had mostly moved to the mountains and not mixed as much with Chinese immigrants to Taiwan. 'Plains Indigenous', or Pingpu, have fought harder for recognition as they did tend to assimilate and intermarry with the Chinese settlers and are now often (though not always) culturally indistinguishable from them.


It's important to point out that the land that 'Mountain Indigenous' claim is more likely to be government land (being in sparsely-inhabited mountainous areas), which has led to some success. Plains Indigenous who want the same land-claim rights face a harder battle, as not only are they less likely to be recognized as Indigenous, but most of the land they would claim is private property on the densely-populated plains. As such, they've been less successful. (It's also worth noting that not all of the members of the former group necessarily want the latter group to gain recognition, for a variety of complex reasons that I don't feel qualified to tackle right now.)

In addition, according to Mata Taiwan/Ketagalan Media, some lands are subject to overlapping claims by different Indigenous groups.


That still doesn't really give Tsai a strong reasoning for not considering what the Indigenous people are asking for, however:

One additional controversy is over the resolution that traditional Indigenous nations’ overlapping claims and other disputes, should be mediated by the central government (assumably the Council). This regulation has stirred up concerns as well, because the track record of the government in meddling or “assisting” in tribal matters often led to greater conflict and weakened the Indigenous peoples’ methods of mutual dispute resolution.

These issues are solvable, if those in power are willing to talk to marginalized groups and take reasonable requests seriously.

After all, this land was stolen from Indigenous groups. In many cases, it was simply taken from them by various colonial powers, and once wrested from Indigenous inhabitants, it was passed through a series of state-owned enterprises or sold to private buyers - that's why a fair amount of this land is tied up in big corporate interests like Asia Cement. In other cases, settlers from China used the language barrier to their advantage to 'trick' Indigenous inhabitants into unknowingly giving up their land - a practice which hardly constitutes informed consent.

And yet, a proper solution doesn't seem to be happening here and I have to wonder why.

Coffee, hiking and quiet tea fields: a central Taiwan trip that beats Alishan

You know when you just have to stop talking about politics for awhile and write about something that makes you happier? Well, I'm at that point now.

I actually travel around Taiwan fairly frequently; I just don't always get around to writing up my trips on time. Sometimes, I don't write at all - I've probably banged out 5 or 6 posts on Tainan City at this point; I'm not going to write another one unless I do something unusual or new there. There's a stereotype that Taipei-based foreigners rarely leave the city - I can't speak for everyone, but I can say that that accusation doesn't apply to me.

So, I'd like to tell you about our trip to Taiping (太平) - not the mountain in Yilan County (though I've been there too and will write about it eventually), but the small town up the mountain from Meishan in northern Chiayi County. The town itself is tiny and hard to get to - though there is a bus from Meishan - and itself not worth a long trip. But if you have a car and head to some of the hiking in the area, it can be a worthwhile weekend with beauty on par with Alishan, but none of the crowds.

We'd actually come up from Donggang, where we went to the opening day of the 2018 King Boat Festival (another thing I didn't blog as I've blogged it twice already, and written about it for an anthology as well as Taiwan Scene), stopping in Chiayi for some turkey rice. We hired someone to drive us as I was the only one with an international permit, and it was agreed that it wasn't fair for me to do all the driving (though to be honest, I could have).

You'll find in Taiwan that much cheaper than chartering taxis, if you can tap into local networks, there are always retired folks happy to drive you around at reasonable rates. Ask me privately and I'll pass along this guy's information (he doesn't speak English, though).

The road up to Taiping takes you up the Taiping 36 bends on the 162甲 - 36 consecutive hairpin turns with stunning views. I didn't take any photos as I was carsick.

Our first stop before heading to our homestay in Taiping was Amber Coffee (琥珀社咖啡莊園) on Meihua Road - a tiny one-lane mountain road, so drive carefully. The owners of Amber realized that the climate up here, good for growing tea, was also great for coffee. The coffee is excellent, and they have tea oil thin noodles and tea oil waffles as well, with indoor and outdoor seating. The view is lovely and it's a worthwhile stop. They also sell coffee beans, tea oil and other products and have a playful black dog.

As the sun set, we headed back to Taiping for the evening and our driver headed back. We stayed at "Taiping Old House B&B" (太平古厝民宿) in Taiping village, which has futon-style beds on raised wooden floors and a traditional-style courtyard where you can hang out. It's set back from the road a little (you can't easily drive a car in; I'm not sure you can drive in at all, in fact.)

While you can get here by bus from Meishan, the buses don't come often and you won't have any other transportation to good hikes. There are some scenic areas nearby, though. Even more annoyingly, Meishan isn't exactly close to any other transportation networks. There are buses to Chiayi city and Douliu, where you can catch onward buses and trains, but just getting to these cities, which are not that far away geographically, will take hours by bus.

Taiping does have a 'tourist street' with various products for sale, and drivers do come here on day trips. Try going during the week if you can. The good news is that the closest train station on the Alishan railroad is Dulishan (獨立山), which is 6kms away. That means you won't get as many people.

I don't know what Dulishan is like as I haven't been, but it looks like there's another suspension bridge out that way. Theoretically you might be able to get a ride from there to Taiping, though I wouldn't try it. It would be like ending up at one of the smaller stations on the Pingxi Line and hoping to get a taxi. Theoretically possible but deeply unlikely.

The next morning our driver picked us up and drove us to Longxing Temple (龍興宮), a sort of down-at-heel but well-known temple in the mountains with hiking trails branching off from - surprisingly enough - behind the outdoor restrooms.

By the way, some local aunties use bitter tea oil, a byproduct of tea production, to make soap. You can buy it at the temple, it's piled up (well-wrapped in plastic) by the restrooms. Take a pack of 3 and put NT$100 in the money box. It's on the honor system. I find it's a great facial soap for oily skin, with the tea oil having anti-bacterial properties.

If you hike up behind the temple, you get to a scenic lookout facing west, out towards the Taiwan Strait. Our driver said that on a clear day you could see all the way to Penghu. Sadly...

I'm all for de-nuclearization because Taiwan hasn't shown it can capably build and maintain safe nuclear plants, and I don't know what to do with the spent fuel rods. We need renewables. But...are we sure we want to go back to fossil fuels in the meantime? Looking at this, I'm not so sure. It looks suffocating. Ilha Formosa can do better. 

Keep going past the scenic lookout to the left (if I remember correctly), up a tiny, less-used path, and you end up on some old wooden stairs in a bamboo-filled forest trail. There's a sort of summit with a market and a few logs and rocks you can "sort of" sit on, though they're not there for that purpose.

Then, as you reach the top, you see a break in the bamboo up ahead...

...and that's where the tea fields start. The other bonus is that your view to the east and the mountains beyond opens up. It's amazing, how different the air quality is. Looking out over the plain towards the strait, it's a sea of wheezy gray. Look east towards the mountains and it's clear and luscious.

You can follow the trails in the tea fields that are made for the farmers and tea-pickers all the way back to Taiping if you want, though there's almost no shade. Bring a hat and sunblock if you head this way.

We stopped for lunch at 嘉義梅山二尖山休閒茶園 (translates to Chiayi Meishan Second Sharp Mountain Tea Recreation Park - bit of a mouthful). Get the chicken with fried ginger - you can eat the ginger. There's also a scenic lookout nearby with a guy who makes coffee on the spot in a portable setup, and he'll bring the coffee to you if you sit outside at the nearby restaurant.

This is a heavily Taiwanese-speaking area, so in addition to there not being much spoken English (if any - we used Mandarin exclusively), a lot of people have thick accents even in Mandarin.

This whole area is known as Erjianshan (二尖山), and you can get here by driving or taking - if I remember correctly - the other path leading from behind Longxing Temple, the 二尖山步道, which is fairly easy to find as it's a set of stairs with red railings over more tea fields and very little shade. (I'm not sure if I've got my geography exactly right, but all of these places are near each other. It won't be hard to find your way around, especially if you speak Mandarin or Taiwanese). 

Behind Erjianshan, it's possible to keep going on a pretty easy trail (well-marked, easy to hike, has ups and downs though mostly ups) to Dajianshan (大尖山) on the Chiayi/Yunlin county line. You'll walk through more forest and pass more quiet tea fields, and see perhaps a few hikers - mostly locals out for a day walk.

There's just one catch - don't come at the wrong time. We passed through as they were spraying one field with insecticide, and the fumes were overpowering.

Another catch - it's difficult to know when spraying time is.

Try to go early - by late afternoon the pollution starts wafting through the mountains and infesting the valley between this low range and the higher peaks beyond. We suspect this mist is mostly pollution, though slightly less gray:

Our driver picked us up at the road where the trail ends, near a popular scenic overlook called 二尖山唬爛亭. There are several restaurants, coffeeshops and teahouses in the area with local food and products.

After our hike we headed back to Taiping to relax for the evening. There aren't many restaurants open after dark in Taiping.

The next morning our driver picked us up at Old House and took us to Douliu in Yunlin County instead of Chiayi - a few stops closer on the train, and we could get some famous Douliu squid thick soup (a favorite of mine). We paid our driver, which came to a few thousand NT each for the three of us - pretty sweet deal for several days of being on call - stowed our bags in lockers at the train station and bought train tickets for an express train leaving a few hours later. The bag stowing was really crucial, as I'd packed for both the heat, sun, beach and festival atmosphere of Donggang, the cold mountain air and hiking.

Then we headed out for dinner in Douliu before catching our train back to Taipei. We arrived late and tired, but happy.
