Native speakerism, teacher training, culture and place

I've been meaning to write this for awhile but current events have been pushing it to the bottom of the queue. Feeling depressed and anxious about the state of affairs in Hong Kong and the rise of Big Uncle Dirk in Taiwan, however, I think it's time for a more uplifting topic.

Teacher training has been my main source of income for about a year now; my trainees are mostly (though not entirely) locals whose first language(s) are not English, but are highly proficient English users. There's a mix of experience levels, though most have had no previous training. 

In the real world, where this is what I'm 'known' for as much as talking smack about Taiwanese politics, I get asked all the time what it's like, how I feel about it, what my impressions are. So I thought I'd share something about that here, as I so rarely write about my actual profession.

Having no particular order in mind for this, I'll just start with what I think is the most interesting part, focusing mostly on the cram school system. 

Native speakerism has been, quite honestly, a cancer in English language education in Taiwan.

I appreciate and value that the work I do is one tiny cog in the fight to end that. Training local teachers who already have the language proficiency but need the classroom know-how to plan and execute a lesson, ascertain and meet learner needs, manage a class room and understand key theoretical basics gives them a leg up: a piece of paper, yes, but also actual knowledge and skills that will make them more effective in the classroom and therefore more likely to succeed in a market that is biased against them.

Not that the word 'native speaker' means anything. I have a former student whom you would not be able to guess, even by accent, was a 'non-native' speaker unless you combed carefully through her writing. I've also met 'native speakers' who were not particularly proficient language users (yes, that's a thing, and the major English proficiency tests generally acknowledge this) and people who have used English since early childhood from countries like India, Singapore and the Philippines but are considered 'non-native'. 

Because, of course, when people say "native speaker", what they really mean is "white". They'll deny that of course - I'm sure I'll get some angry comments - but you it's true. You know it's harder for non-white English teachers, whether they're what might be considered a 'native speaker' or not, to find jobs and command similar pay to white teachers. This was also the attitude on display when everyone's favorite Uncle Dirk dismissed the idea of English teachers from the Philippines (who generally can be considered what most people would call a 'native speaker'), saying "how can a Maria be our teacher?"

Although I don't think that there is a big difference in the classroom between an untrained foreigner and an untrained local with strong English language proficiency, it's hard to argue this to your average person. Training up locals on what I think is a quality course helps make the argument that a "non-native" teacher is no less capable just a little more persuasive.

To be frank, it also feels good to have mostly relinquished my former place in what I see as a racist system. I don't particularly like being a white lady taking up a teaching job that an experienced and trained local could do, and being paid more to do it. It's not that I want to stop all future foreign English teachers from coming here because all the jobs have been taken by locals - I just want the bar to be higher, and the best way to raise the bar is to have better-trained local talent as competition. Bringing in trained and experienced talent from the Philippines and other countries is a great idea as well, and that will be easier if more parents and students (including adult learners) get used to a non-white face leading the class.

This is related to another aspect of teacher training that I find deeply rewarding: the creation of future role models. My trainees, when they become teachers, can be role models to local learners in a way that I could never be as a "native speaker" from an Inner Circle culture (look it up). Someone learning English as a foreign language in Taiwan is going to have a different experience, context and set of reference points and will benefit from having someone with a similar background and experience to look up to and think, "if she can do it, I can too". That's not only more achievable than trying to be 'more like' someone like me, which sets up the impossible standard of learning English as a second language in an attempt to imitate people for whom it's a first language, but I'd argue it's less problematic as well. If the notion of encouraging Taiwanese to imitate Westerners - especially white Westerners - as though we are some sort of ideal - doesn't squick you out...it should. 


Here's where I admit that I lied above: I don't think that's the most interesting issue concerning my job. But I needed to say it to set up my next point. The cultural/identity aspects of Taiwan's education are often thought of as being in flux, depending on who's in power, between "Taiwanization" and "Sinicization". I'd argue, however, that since the debate about identity formation through education has existed in Taiwan - that is, ever since the Taiwanese electorate had a say in the matter - that it's actually been a three-way pull between Taiwanization, Sinicization and internationalization. It's a bit more complicated than that, with both sides trying to claim 'internationalization' alongside their preferred foundation of 'Taiwanization' or 'Sinicization' and both sides being somewhat insincere in the implementation process (though I'd argue the 'Sinicization' side, which I'm sure you've guessed is spearheaded by the KMT, is somewhat more insincere). 

I also happen to believe that 'Taiwanization' is more compatible with internationalization than 'Sinicization' is, despite being dismissed by critics as a form of ethnic nationalism (which it no longer is - if anything that attitude is more evident on the pan-blue, pro-China side). Taiwanization doesn't only seek to promote the notion of a distinct Taiwanese identity, which is a civic identity as much as an ethnic one, and a nation founded on that principle. It also seeks to situate that identity, and Taiwan as a nation, in a regional and global context. Sinicization doesn't go far beyond "we are all Chinese and you just have to accept this identity we've assigned to you". Although this wasn't always the case, it's currently more of an inward-looking movement.

What does all that have to do with teacher training? Well, a lot of people misconstrue 'internationalization' as going no further than a concept of English teaching as something done by foreigners, to Taiwanese students - and bringing in more foreigners to do this. The smiling white person at the front of the classroom telling Taiwanese how to be better "global citizens" through improved English, with "global citizens" of course meaning "people who act in ways that make Westerners feel comfortable".

In a word, barf.

I see internationalization as improving the state of foreign language education without overly focusing on Western countries (which isn't to say that language can be divorced from culture - the general consensus in the field is that it cannot). It's understanding not just the cultural, international and socieconomic context of English learning, but English learning as appropriation - learning it for one's own purposes, to communicate with the outside world as a lingua franca - rather than subjugation to a foreign ideal. And you don't accomplish that with idealized Westerners at the front of every class. You do it with locals up there, or teachers from a range of international backgrounds beyond "Bill is from Canada, and Janice is from the UK!" It helps society get used to the notion that English doesn't have to be a "thing we learn from and about white people", but something additive rather than subtractive, taught for themselves and (mostly) by others who may be like them. And you accomplish that by training up mostly local teachers.

Finally, I simply appreciate a chance to offer the fundamentals of good teaching practice to teachers who will go out and not only use them, but build on them. It's been argued that the sort of approaches I champion are themselves ultimately derived from teaching practices that suit Western cultures better, but I'd dispute that. First, we do talk about methodologies that are currently out-of-fashion, though I don't encourage them. Besides, such methods weren't common in Western countries either until the late 20th century: before that, the way language was taught wasn't that different from how it's taught in much of Asia now. The difference is one of time and institutional constraint, not one of culture.

More importantly, those 'traditional' methods are research-proven to be less effective, depending on what your goal is. If that goal is to communicate, do you think sitting in a 50-person class memorizing texts and repeating grammar points will be the most effective approach, regardless of culture? That English class in Taiwanese schools alone, without outside practice, does not lead to particularly stellar results, should be sufficient evidence that it will not.

But, most vitally, it's that local teachers and students have shown themselves to be open to other approaches. Despite unfounded stereotypes to the contrary, your average Taiwanese student does want their language classes to be more vibrant - fun, useful, communicative - than a traditional grammar-focused approach affords. Your average Taiwanese teacher wants to deliver that, as well, although institutional constraints (such as testing requirements) make it difficult. And as time passes, some of my best students will become head teachers or teacher trainers themselves, and will impart their own advice on what works and what doesn't, and "what works" will be forged of an entirely home-grown consensus. That can happen without me in the picture, but I feel grateful that I get to be a part of it. 


That's just it - I'm not seeking to put people down (such as untrained foreign teachers who come and get jobs easily) or push my own ideas on others. I just want the state of English teaching in Taiwan to be better. My Big Bad - my Final Boss - is probably the national-level exam (and the over-testing that takes place leading up to it). Although there have been changes and improvements, it's not nearly where it needs to be in terms of creating positive washback on the classes learners take. There's not much I can do about that now, but if the overall state of language teaching is both more localized and simply better, it's a step in the right direction.

Making a fuss is worth it: IELTS gets a well-deserved smack for calling Taiwan "China"

I was banned from commenting on IELTS's Facebook page because they're a bunch of dictator-loving pissbabies,
but I'm glad to see others taking up the fight.


Recently, 46 members of the UK Parliament came together to castigate the International English Language Testing System (IELTS) for changing its designation of "Taiwan" to "Taiwan, China" on its website and admonish them to revert to the original wording. The charge was led by legislators from the UK's version of the Taiwan caucus, and to be frank, is a breath of fresh air in a world that seems all too happy to sell out to China.

While it's highly unlikely that any of them read my post, my other post or my husband's (better) post on this topic, I do think it's worth it to make a stink, even in the tiniest way. As a friend pointed out, all that accumulated stink can sometimes build up to something, and cause people with real power to take action.

And all I can say is that I'm annoyed that my own country's government didn't, as far as I know, do anything similar when TOEFL made the same change.

And that's just the thing - the hardest part of advocating for Taiwan is being utterly powerless. When a major testing organization, which is meant to be apolitical (as language proficiency testing shouldn't have blatant political biases) makes such a political move for obviously profit-driven motives, a lot of damage is done. The more organizations with 'prestige' give in to China's demands for how to refer to Taiwan, the likelier it is that everyday people around the world will see that wording and just automatically file 'Taiwan' under 'a part of China' - and there's very little that people like me can do about it or only a very limited sphere in which we can raise a fuss. Or worse, if the topic ever comes up, they'll point to organizations like IELTS and say "oh, look - but IELTS calls it China, so there must be something to that!" and stop listening to reason when people like me, who as individuals don't have the cachet of a generally well-respected organization, point out the clear issues with such logic.

It's also simply psychologically damaging to Taiwanese people, who have to see their country referred to as "China" all over the place, with very little recourse and no warning as to when it might happen or where it might pop up.

These things do matter - the war over what things are called, what language is used. When every major company, organization and website calls Taiwan "China", people start thinking of Taiwan as, well, China. 

It's also difficult to keep up the fight because, to be honest, we lose so goddamn often. It's brutal, it's neverending, it's a psychological beatdown (which is part of the reason why China does it). It's really a thing of beauty to see that we cut deep on this one, and perhaps (perhaps?) a group of MPs will be able to accomplish what people like me simply cannot. Do I dare hope for more? Reader, I dare: perhaps this isn't just a speck of light on a bleak horizon when it comes to IELTS, but a sign that the tide could turn.

And, of course, it's personally challenging as well. As I've written, I have some work through IELTS, the nature of which I'm not allowed to publicly reveal (of course, by telling you that, I've essentially revealed it, and since I'm furious at IELTS, I don't even care.) Fighting this has taken a toll on my income, as I now sign up to do work for them as little as possible, when I used to do it pretty regularly, for pretty decent pay. I had to proactively decide that principles were more important than cash, and I was privileged to even have the choice open to me. It stands to hurt my future plans as well - there's a fair chance I'll do a PhD in the United Kingdom, as full-time study is the only way to get funded. Doing IELTS work would theoretically be better-paid than a lot of other things I could do to bolster my funds while there, but if I'm committed to my principles, it's not really open to me. It takes a hard, personal toll.

Alongside that is how difficult it is to get other people involved. I know the local administrative staff is upset about the change as well, but their entire full-time jobs depend on working for IELTS. I have the ability to tell IELTS to take a hike, but they don't. Other foreigners who do similar work are either tepid about fighting back (thinking it's too much trouble) or not financially able to cut into their work.

It's a brutal, brutal slog. More often than not, we lose. But sometimes we don't, and we're on the right side.

Make no mistake, IELTS's decision was evil, and they deserve a smackdown for getting political about such a sensitive issue. I'm just happy to see it was delivered.

And IELTS, if you're reading this...

...screw you.

If a "bilingual", "globally-oriented" Taiwan is the way forward, immigration reform for educators is imperative

Just a quick thought at the end of Lunar New Year that struck me as I chatted about my life in Taiwan with a friendly British couple on the beach. Links to come later as I can't easily add them on an iPad. 

They asked me if dual nationality in Taiwan was even possible, or if I would have to give up my original nationality to get it. I told them sincerely I was happy that recent changes to the immigration laws in Taiwan created a pathway, but dismayed that the path was entirely too narrow and impossible - as an educator, I'd have to be a university professor (assistant or associate - I forget which because that's so far off for me that it doesn't matter yet.) I mentioned that I have friends at prestigious institutions like Academia Sinica who have been told that this is interpreted (incorrectly) to mean "when you have tenure", so they won't even write the necessary letters for their academics until that happens. 

"Imagine," I said, "having to get tenure at Academia Sinica before you even qualified as an educator!" 

It was the same thing I'd told Legislator Karen Yu just a few weeks ago. 

My husband joined in, "It seems like a rule that was put in place with very little thought - like some people in a room just decided that sounded good, but which has a huge effect on people's lives that the folks in that room are totally unaware of."

And I've come to realize, as those whole "bilingual country" and "English as a second official language" talk starts slowly creaking its wheels towards actual action, that if the government is serious about it, that immigration laws, especially for educators, simply need to be loosened. Now. 

The usual pushback to people upset that they don't qualify for dual nationality in Taiwan (like me!) is "this is the set of talents/skills that the government has decided it needs, that's why it's comparatively for someone in STEM to jump through the hoops, but difficult for teachers. They want STEM workers but don't need so many teachers. Deal with it!" 

This is of course nonsense, though I do acquiesce that this is what the government *thinks* are the skills it needs to attract to Taiwan. What's horseshit is the notion that Taiwan actually needs more talented foreign STEM professionals. Taiwan has reams and reams of local STEM talent, the best of whom are leaving Taiwan due to low pay and poor working conditions. (and even so, if anything there's a surplus of engineers and IT professionals. Perhaps pay would go up if they were more scarce.) Foreigners aren't going to take those jobs in any great number because the jobs aren't very good; what it needs is to provide attractive enough opportunities to get its own talent to stay, and perhaps some foreigners as well. Taiwan is not a developing country; what it would take to satisfy top Taiwanese talent is not far off from what it would take to attract foreigners. Expectations don't differ that much. 

But what Taiwan actually does need - or will need in the coming years - is talented educators. It's true that there is a surplus of not-very-well-trained "English teachers". While I support a way forward for them in the field that involves better apprenticeship and training than what is on offer now, they are not the ones I mean. We have a lot of those (too many, in fact) and not enough trained and experienced foreign educators - whether you have a teaching license, a Delta or a postgraduate degree. Among those who are here, a disproportionate amount are English teachers or non-specialized teachers of young learners; teachers who specialize in other subjects are harder to come by. We have even fewer experienced language teacher trainers - and I don't just mean among foreigners. There aren't that many options for teacher training in English among locals either. 

The government seems to have realized this - the talk at the meeting before Lunar New Year focused at times on this need. But they don't seem to have realized that if that is the talent Taiwan must attract, then one of the best ways to get those already here to stay and attract new professionals is to make it easier not just to move here, but to stay. That is, to further amend immigration laws so that teachers who want to build a career here have a hope of staying on as citizens, someday, if they wish. 

If we're going to really go ahead with a "globally oriented Taiwan" - that is, a country where English is integrated culturally to a degree that eases the road to greater internationalization, which is the actual goal - Taiwan is going to need more than a handful of professors who currently qualify. 

They are going to need teacher trainers (you know, like me). Not just to train up foreign teachers, but locals as well (which is what I focus on). No country actually achieves the level of 'bilingualism' that the government says it aspires to with foreign teachers alone: you'll notice that English medium teachers in countries like Singapore, India, Hong Kong (I'm calling it a country and don't care what you think) and the Philippines are overwhelmingly local. They're going to need advisors, translators, editors and tutors. They are going to need English proficiency test examiners (even though tests like IELTS suck for political reasons and you should not take them if you can avoid it.) 

And yes, they're going to need just regular teachers. Not just English teachers; if Tainan is any indication, this push is going to go hand-in-hand with a bilingual education model, where regular subjects are taught in English. This model isn't particularly common in Taiwan, although schools with multilingual curricula exist; educators who are familiar with it will be needed, and a number of them will be foreign. Teacher training programs and certification courses will hopefully become more readily available in Taiwan - I have high hopes for international standard pre-service certifications, including those run by Cambridge and Trinity. But those require trainers, and to get to a point where locals can do those jobs (as such training does not currently exist in Taiwan), we'll need foreign teacher trainers. 

So, it makes absolutely no sense, from this moment forward, for the government to imply through its immigration law that it does need foreign engineers but it doesn't need teachers. It makes no sense to set the bar for educators so ridiculously high that almost no-one meets it, and to predicate it on a job some valuable educators may not even want. 

Personally, while I think I'd be a fine academic, I find a lot of meaning in teacher training, especially training up non-native speaker teachers. This is a real contribution to Taiwan - but to become yet another university professor teaching the same old academic writing and speaking classes? That is also meaningful, but we have a lot of them already. Are more of those what Taiwan really needs, at a time when it will be gearing up to train a bunch of new teachers in modern methods that are not currently common here?

Many of us are already here, and have made Taiwan our home. We want to stay and contribute, and one of the best ways the government can ensure that we do is to make it feasible for educators to gain dual nationality. Taiwan is a fine place to live as well; surely some newcomers will want to stay. 

It's time for Taiwan to truly open the door to them, and amend its immigration policy to reflect the talent it says it needs.

Taiwanese teens know that their English classes are terrible

As an English teacher who believes in the power of authentic communication in language learning -after all, that's how I learned Mandarin - I've been following the work of Taipei Teen Tribune with interest. It's an English-language 'new media' website with articles written by Taiwanese teenagers, with a lot of really great content (and a useful site to follow if you want to know what Taiwanese youth are thinking). And as a professional, I'm interested in how it has helped Taiwanese youth to develop their English language proficiency.

Recently, 12th grader Irene Lin wrote this insightful piece about what it's like to learn English in Taiwanese schools. It goes something like this: 



Many students, who are able to get high grades on tests, are incapable of having an actual English conversation nor write an 

essay on their own. Lessons are designed for students to be able to answer grammar questions and fill vocabulary into sentences rather than practical usage.

Treating English like a math problem is the major flaw in Taiwan’s English education. Students are taught to look at a sentence by breaking them down into pieces based on parts of speech. Overemphasizing grammar and neglecting content causes students to misuse vocabulary and leads to a lack of ability to comprehend meaning.


Lin suggests a solution that pretty much every professional educator with solid training can get behind:


The amount of reading, writing, and speaking needs to increase to solve the problem. However, we not only need to increase the amount but also its difficulty. Students learn more vocabulary through a novel compared to a five paragraph text; learning to write an essay provides the opportunity to learn critical thinking, an ability that Taiwanese education has never taught.


The analysis itself could go deeper, but what is said is spot-on. I'd bend over and do backflips to have a student like this in my classes, and I don't even teach teenagers (I work with adults). Essentially, she's spot on that macroskills work needs to be increased by a massive amount, with an eye to creating users, not learners of the language. Taiwan's secondary school language curriculum currently focuses on passing the various national exams, which in turn are focused on a grammar-structure-heavy view of language.

It's a classic example of negative washback, and the effects are already well-known: while many Taiwanese English teachers are open to more communicative-competence oriented language teaching, only elementary school Taiwanese teachers of English feel they're able to actually incorporate this into their teaching. This is true even in Tainan, where "English as a second official language" has been a policy for a few years now: elementary school teachers are overall more enthusiastic than junior high school ones, almost certainly due to the pressure of preparing learners for national exams.

At the secondary level, teachers repeatedly say that the pressure to prepare learners for exams (which do not focus on communicative competence at all) keeps them from meaningfully incorporating learning approaches that are shown to produce competent users, not just test-takers.

There is just no way to incorporate anything like communicative teaching, task-based learning, a lexical approach or the Big Mama of bilingual education - CLIL, or Content Language Integrated Learning - at a national level as long as the teachers are still pinned to the wall vis-a-vis the national exams.

The exams themselves need to either be scrapped (at least the foreign language sections, though I'm of a mind to say the whole thing should go, with more proficiency-oriented assessment methods taking their place), or revamped so completely that they look nothing like what learners do now. There is just no place in modern language learning for pages and pages of grammar analysis without any nods to practical usage or even meaning in context.

There's just no other reasonable way to teach English for proficiency - you can't expect teachers to do that and to produce test-takers who can handle a grammar-heavy sit-down exam at the same time. The tests have got to go - but good luck convincing parents, some old-school teachers, and more conservative officials in the Ministry of Education that.

Certainly, meaningful skills and systems practice should be a part of any meaningful language-learning curriculum, but it's not enough to say "increase the difficulty."  As other professional educators in Taiwan have noted when reading this, another big issue is that the ways in which language classes in Taiwanese schools are already difficult are not the ways that will produce proficient users of English.

For example, as a knowledgeable friend pointed out, there's a glut of vocabulary in the current curriculum - far too much to absorb in any real way. If the target language for each class is 4-5 new words at most - but those words are truly used in terms of collocation, colligation, common usage, presence in idiomatic speech and more, and strongly contextually presented, by the end of a typical Taiwanese student's education, they will have still learned thousands of words - more than enough to be proficient, if they can use them across several collocations and phrases.  The difference is that they'll be more likely to actually remember what they learned, rather than trying to cram five times that many lexical items into their brains, vomiting it all up on tests, and then forgetting most of it soon after.

That Lin and her peers already know they're receiving a sub-standard language education is a start. That Lin is able to say clearly that her education does not teach her to think critically is, ironically, a sign of critical thinking ability. It gives me faith in the new generation, so I'll kindly thank you to stop calling them strawberries and mindless phone drones.

All of this leads right back to issues with making English a "second official language" in Taiwan


The idea itself isn't a bad one, and the stated goals of the program are actually quite reasonable. The goal isn't to make everyone a fluent speaker, or even necessarily a fully proficient one. They're to make Taiwan a more navigable, understandable destination for foreign visitors and businesspeople - essentially, to internationalize. They're to make English less 'scary' (so, for example, maybe shop assistants won't run away when they see me because they're afraid to speak English; nevermind that I speak Mandarin), and to improve the English curriculum that Taiwan already has. The timeline is reasonable as well.

That said, the fact that Taiwanese youth already go through about a decade of English classes in school, and most who don't come out speaking English in any meaningful way (those who do have almost always taken additional after-school language classes) is a massive problem. Simply having more classes won't help if the curriculum is ineffective. But if the curriculum doesn't work because it's preparing learners for exams rather than teaching them to use a language, it can't be changed unless the exams change.

Tainan is already doing a good job with this on the tourist end, with improvements such as English audioguides now available for major temples, so that any visitor can take a self-guided English-language tour of a number of Tainan temples, and by all accounts the work is quality.

When it comes to improving actual education and proficiency, however, my big worry is that there's simply no way to know if it's working. There seems to be no assessment mechanism built into Tainan's program, which is a yellow (if not a red) flag itself. Even if there were, it's so new that we'd have no idea if it were working by how anyhow; it's too early to know. That Lai has announced the initiative at a national level now is pure politics.

These issues aside, the problem that Lin dances around in her piece is exactly the thing that I fear will torpedo the program: we have no idea whether the continued existence of the national exams in Tainan is having an effect on the "English as a second language" program there, because there's not only no data, but no mechanism that I know of to collect it. Now, imagine that problem on a national level. I just don't see how this is going to work unless we kill the test-heavy way languages are taught in Taiwan now.

That itself is hard to do unless we clean house in terms of the teachers and Ministry of Education officials who will fight such changes, and not just hire "more teachers", but implement improved training for those teachers (both foreign and local - the time is here when it comes to no longer allowing uncredentialed 'native speakers' to be hired as English teachers in Taiwan, with little or no institutional support or meaningful training once employed. Although that's how I got my start, the system simply has to change.) For foreign English teachers, insisting on an internationally-recognized certification - especially now that one will soon be available in Taiwan - and setting parameters for which certification programs are accepted is just a first step.

On top of that, an entirely new curriculum will have to be written, which challenges learners in appropriate ways. What it means to assess learning will have to be entirely re-vamped. Only through consulting with experienced, trained teachers can we ever hope to do this well. 


Until that happens, we might be told that English education in Taiwan is going to change, but teachers will continue to prepare for the ludicrous national exams, and students like Irene Lin aren't going to see their language education get any better.

I'm not holding my breath.

IELTS bends over for China

Another day, another money-making entity kowtowing to China. This time the culprit is IELTS, the international English proficiency test that is the exam of standard for those hoping to study in the UK, Australia and several other countries (most of Europe if English is the required language, Canada, New Zealand - many, if not most, American universities accept it as well).

This makes no sense to me. Sure, China is a huge market for IELTS, but China needs IELTS as much as IELTS needs China. Chinese students and others hoping to move abroad need to take IELTS to make it happen, period. An innocent reading of this would be that many Chinese want to study abroad, and everyone - including the government - welcomes these international connections. A more sinister one is that China can more effectively expand its United Front operations abroad if it has a large contingent of Chinese abroad to facilitate that, including students. Most of those students would have to take IELTS.

So - unlike with airlines - this just doesn't make sense. IELTS could have told China to suck an egg and I don't see that China would have had a choice. Why didn't they? The only answer I can come up with is cowardice.

In my dreams, every IELTS examiner in Taiwan (or enough of them to make an impact) goes on 'strike'. They refuse to examine, or examine only at the bare minimum to keep their certifications, causing a severe examiner shortage that the IELTS head office will have to deal with. They don't budge until Taiwan is called 'Taiwan' again.

In reality, I know how unlikely that is to actually happen.

Here's a ray of good news, if you are an IELTS examiner who is angry about this change. If you don't want to refuse to examine - though come on, do ol' Lao Ren Cha a solid and refuse to examine! Make the consequences real! -  it is possible to get in touch with the IELTS head office. Ask your employer in Taiwan (so that would be either British Council or IDP) for the correct contact information and encourage them to complain in an official capacity, as well. Don't just leave this to the Taiwanese government. Then write to them.

It's not much, but it's better than trolling Air Canada for kicks (though by all means, do that too). Someone might actually read your letter and then politely respond to you with some British blather that translates to "we don't care", but it's something.

An internationally-recognized English teaching certification course is now available in Taiwan!

Trinity CertTESOL is coming to Taiwan!

As a teacher trainer myself, I'm very excited about this. One of the biggest flaws in the industry of English-teaching workhouses and abbatoirs here is that, once here, if you don't already have a basic pre-service teaching certification, it's difficult to get one as there were no offerings in Taiwan. No Trinity CertTESOL, no CELTA: two of the only - if not the only two - internationally-recognized programs that include practicum hours. And, as a teacher trainer, the only two that I can personally wholeheartedly recommend.

In addition to tuition fees, that meant leaving the country for a month (and losing a month's worth of income, if you could get the time off at all) and paying all associated costs with living in another country for that month - possibly as well as rent back in Taiwan. I know it was a huge financial burden when we went to do CELTA in Turkey.

Now, that's no longer necessary: on November 5th, a part-time (Monday-Friday, 9:30-13:30) certification course is finally available locally! If you can be free in the mornings, you don't have to leave Taiwan or stop working.

Trinity is equivalent to CELTA, which means that it will be useful to you even if you leave Taiwan. Having not only been through CELTA but also Delta and in the middle of a Master's program in the same field, I can say that it's worth it. The curriculum is sound - and I'm a teacher trainer who has completed an equivalent course herself, I would know - and the practicum hours set it apart from weekend or online courses. You will certainly become a better teacher because of it, if you take what you learn from it and incorporate it intelligently and thoughtfully to the classroom while developing your own style.

It's also important to remember that these certifications aren't meant to create insta-teachers or classroom superheroes. Nothing can do that except experience, reflective practice and consistent, high quality professional development. They are pre-service programs, which means they are open to people who have never taught. They aren't even meant to give you all the skills a professional needs: entire multi-year teaching programs exist for that, and not even they can accomplish it. They're meant to give you the fundamentals you need to be competent in the classroom as a novice teacher, or to improve your practice as a current teacher, with the assumption that you will receive further development and institutional support from your employer (how much institutional support you are considered to need post-certification will vary). They are stepping-stones to higher-level in-service teaching degrees. They get you on the track - they're not the end of the road.

You may be wondering how such a certification can help you in Taiwan. I admit that's a real problem here: the complete lack of any sort of qualifications needed to be a "teacher" in Taiwan, and how certifications are generally not rewarded well, which feeds the cycle of mediocrity and poor teaching practice.

But, better jobs in Taiwan do exist. There are fewer of them, but they are generally only open to teachers who have these certifications, or at least, those who do get their resume pushed to the top of the pile. These jobs tend to be more professional and pay better (though I wouldn't say they are wonderful - almost no job in Taiwan is). You may be frustrated that at Happy Oxbridge Engrish Scholar's Acadamy, you won't get a raise for doing this program, and I'm sympathetic to that.

But, better places to work will actually consider you seriously if you do, and that will come with better pay and other perks, like the ability to request more time off (unpaid) or more time off in total (perhaps paid).

Oh, yeah, and you'll just be a better teacher for it.

Improve English education in Taiwan with this ONE WEIRD TRICK!

My work in Taiwan is dominated by adult students who ask for help with accent training. They need to do business with Koreans, Japanese, various speakers of Southeast Asian languages, Australians, Latinx people, Indians or various Europeans.

You see, all their teachers have been from an "Inner Circle" country (UK, Ireland, US, Australia, Canada, New Zealand). They are therefore most used to those accents, North American ones in particular. They might meet people with those accents, but for business, there is a real need to better understand other Englishes.

My life in Taiwan is unfortunately punctuated by people bloviating about how racism in the English learning industry is somehow acceptable because of "choice" or "the market" or something (their arguments don't make much sense, because they are constructed mostly to avoid confronting uncomfortable issues rather than as stand-alone opinions).

They might try to say that this is acceptable because of some sort of subjective "clarity" of certain accents, although of course how clear an accent is depends in great part on how exposed you are to it compared to other accents (these people are not exactly experts in second language acquisition).

Some pontificate on how it is preferable to be taught by a "native speaker", usually with a very poor understanding of second language acquisition or what being a "native" or "non-native" speaker might actually mean. There is even less recognition that many people in India, Singapore, Nigeria, the Philippines (and more) are, in fact, native speakers, let alone questioning why they aren't recognized as such.

(The answer is racism, by the way. But that's hard for Johnny McBackpacker to admit when it casts doubt on his strongly-held opinion that "the market" is the Fairest Arbiter Of Them All.)

My life in England is characterized by mostly non-native speaking classmates, all of whom are fluent in English, and all of whom know more about the pedagogy of how to teach English than the average Johnny McBackpacker.

Sure, they have accents. But many of them have the accents that my adult students say they need to better understand for their work. Every last one of them is qualified to teach in Taiwan, but many if not most would struggle to get hired here.

We talk about all sorts of things, not least of which is the idea of English as a lingua franca (ELF) or English as an international language (EIL). Most English learners speak regularly with other non-native speakers, some perhaps almost entirely so, especially if they are using English in business or academia.

Back in Taiwan, the consequences are not surprising - all that learning of English from Canadians, Brits and Americans (the so-called 'preferable' native speakers) has actually put those students who tell me they need help with accents at a disadvantage. They get to work and realize, oh, all that time I spent with Teacher Becky listening to dialogues between Tim and Karen, but I actually have to communicate with people who don't speak like Becky, Tim or Karen. I have to do business with Sandeep and Cheng and Fumiko and Nnedi and Abdurrahman and Lupa. 

Of course, most people making hiring decisions are not educators. Even if they realize that they are actually disadvantaging their learners by not providing the English education many instrumentally-motivated Taiwanese learners are likely to need, they don't care. "It's the market." And the market wants white - even Inner Circle "native speaker" teachers who aren't white struggle to get hired.

And I just can't help but think, if y'all hired fluent English-speaking teachers from around the world, ensuring that most learners through their time studying English were exposed to a variety of Englishes, maybe not so many adult learners would come to me asking for help, which I have trouble giving with my Standard American accent. Maybe if we hired more English teachers whose usage represented the speakers and Englishes our learners would actually be communicating with, we wouldn't have this problem.

I mean, I don't want to say "duh", but...duh?

Doing a part-time Master's from Taiwan

So, my first full term at Exeter is finished, grades are in, and I'll just say I'm quite happy.

It's important to me to write about professional development - after all, I'm interested in Taiwan for personal reasons, but my actual profession isn't related to Taiwan Studies, affairs, policy, any of it, and although I know there are others here who take TESOL seriously, it's hard to see that just looking online. Besides, people have asked. There aren't a lot of professional development opportunities locally, so for those who are actually serious about the profession I figure it'd be good to talk about what I've been up to.

I have less to say about this than I did about doing a CELTA (taking over a month away from Taiwan) and a modular Delta locally. I'm in the groove now - I know what I need to do and how to go about it, and there's less initial confusion and stress. So, it just feels like "life" rather than "something worth writing about".

But, there are a few things worth saying:

A bit about my program

I'm enrolled in the MEd Summer Intensive TESOL program at Exeter: it's the only highly-ranked school I could find that had a program quite like this - I've written about this issue before. It's not a "distance learning" program: you take your classes face-to-face over the summer, and then go back to wherever you live to write your papers. This is enough for it to be considered fully face-to-face.


The same program is offered full-time, and the summer program tends to be attended by people like me: working professionals in the field looking to level up (I have heard that the full-time program skews quite a bit younger.) Most of my classmates are non-native speakers, which I appreciate, and the entry requirements are stringent enough (though, to be honest, I did not fear that I'd be rejected.)

The main issue was finding relevant literature - in general:

There is just not a lot of TESOL literature available in Taiwan. Caves has a modest selection, I haven't yet figured out if I can use an interlibrary loan system here and, given that the best university doesn't offer my program, I'm not sure it would be fruitful to try. I can get most journal publications electronically, but it can be hard to access books, as many relevant titles aren't available in digital copies (when one is available, it's usually offered in a read-online format through the Exeter library).

I lucked out in terms of having access to a large library of relevant titles through a helpful classmate, but if I hadn't made that connection, I might have spent thousands more just on books.

...and relevant to my context


Because this is a Master of Education program, and not a Master of Arts, it is very much tied to one's teaching context. You can't write abstractly: you have to find real teaching situations, evaluate them, and often propose your own output or adaptations for use in these real-world contexts. I appreciate that - it's relevant, not too up-in-the-clouds - but to ground your ideas in principled pedagogy and relevant literature, you need such literature about said contexts. And there just...isn't a lot. There are TESOL and AppLing researchers publishing research from Taiwan, some of which is crap and some of which is fine - but there's just not enough of it. In the field, Taiwan simply does not represent very well.


It can be a bit lonely

I did Delta with Brendan - we had each other to talk through the hard parts, read each others' work, make each other dinner and talk each other down from stressful moments. I also had a local tutor for the most difficult module, which helped a lot.


On the Master's, although one of my classmates is Taiwanese and we've become good friends, I don't see her often as she lives in Hsinchu. Otherwise, it's just me...going it alone. I'm quite extroverted so all that time stuck in books or behind a computer screen, without other people doing the same thing, got a little lonely. I started feeling a bit like a slug - not enough exercise. I felt trapped indoors on beautiful days. Finding friends working on their own stuff to be around and choosing outdoor cafes on occasion helped, but frankly, you're sort of on your own.

There's not a lot of local support

To be blunt, Taiwan does not seem to value qualified English teachers. It can feel sometimes like nobody cares. I quit one of my (many) jobs in part over frustration with what I saw as academically-underqualified management, feeling as though, if I wasn't going to get support at work, where my degree would be immediately relevant, I would at least need time to finish my papers. My other workplaces were highly accommodating of my time needs and I'm thankful for that - those papers, man - but weren't resources in terms of discussing module content and writing.


I'd worked with highly qualified academic managers in the past, whom I would have happily gone to with questions or for advice, but that dried up. I got some very helpful support from the person I consider as a kind of mentor (thanks, yo), but he's busy with other things too.

I know there are other qualified people in Taiwan I could talk to, but I have found once you get to this level, you tend to be horribly busy (as I have been), and I feel as though there's no such thing as a truly helpful workplace in Taiwan. Not even necessarily the universities. I have to hope I'm wrong.

Yet I can't help but feel as though English teaching here suffers from the same blight as journalism: professionalism is just not valued. It's depressing. Come on, Taiwan.

The best part is the travel - the papers are...papers

Seriously - the classes are lectures, a bit long (three hours) but fun to attend. Otherwise, you are free to ramble about Exeter, although many students will spend time in the library looking through the physical collection to take notes, get ideas on what they might need, or scan relevant passages. First year students have to write a fairly simple formative essay and take study skills seminars - we'll see what it's like for second years - but otherwise, we could enjoy the town (quiet as it is). There was never a point when we were too busy to go to the pub or out for dinner, or to enjoy theater and other performances with our student discounts. In fact, people commented on my constant social media posts having fun with my classmates asking if I was actually doing any work (some).


And, of course, if you're already in England, you may as well poke about Europe...last year I went to Georgia, Armenia, Greece, Czechia, Hungary and Austria. This year I'll go to Portugal, Wales and Italy (and there is talk of a weekend trip to Spain.)

Then, the papers came. They're not easy - I mean, it's Master's level at a fairly prestigious university. I did very well but I had to work for it, and I felt like I spent most of January, February and March deep in a hole with only my computer screen for company.

There are no exams (yay!)

I always found this a bit odd about my friends' Master's programs. I thought exams were for college classes where you could assume the average to...let's say "differently motivated"... students couldn't write a decent paper (sorry if that sounds mean, but...) and if you were in a Master's program, especially in any kind of liberal arts or humanities field, you would certainly do away with the nonsense of timed exams and express your literature-grounded, principled and justified ideas in writing. Apparently - according to people I know - that's not always the case.


My program, however, has lots of paper writing but no exams. As, frankly, it should be.

Time can be an issue


I was lucky - as above, my various employers were very accommodating. I also took on a new teacher training role during this time, which I've been really getting into. It was a steep learning curve, though, so I found myself teaching my first teacher training course while finishing up my first paper, and not sleeping much at all. But, the job presented itself and I jumped on it, as I'd always wanted to do teacher training.


However, it's less clear that others doing this program would be so fortunate: I remember being dependent on an employer for a work visa, and I remember not having the power or resources to tell an employer to buzz off if they weren't accommodating. Most employers in Taiwan don't respect teachers' time - you're scheduled without being asked, pressured to work weekends or take classes you don't want, corralled into doing extra unpaid work (judging [ridiculous] speech contests, pointless paperwork, 'English corner' or whatever) and aren't even paid particularly well for the honor.

I could easily imagine someone without my resources - the experience of having done a Delta, the course exemptions from that Delta, accommodating employment, permanent residency, a persuasive resting bitch face* and a supportive husband - struggling to get all of the papers written.

Even I - a fully-resourced person - gave up my Lunar New Year to spend 6 straight days writing a paper on testing and assessment, with a cold so bad it bordered on the flu. I didn't have the time otherwise.

It's caused me to re-think similar programs in Taiwan.

Looking from the perspective of someone who had done a Delta, MA TESOL programs available in Taiwan didn't look particularly impressive. I didn't see how they actually trained one to be a good teacher (and I have been told that the MA Teaching Chinese programs tended to focus on the linguistics of Chinese rather than how to teach it).

But, I'm finding that's true with pretty much any Master's program. You get a lot of background in the field and a deeper theoretical and academic knowledge of it, but if you are looking to get better at classroom practice, they aren't going to do that. Period. No matter where you are. The academic knowledge is worthwhile, but it's best to know what you are signing up for. 


It's still absolutely worth it

Seriously, I'm lovin' it! I feel like I've found my superpower - a great hidden talent - writing academic papers that keep getting high marks. When you enter the field as an inexperienced nobody, as I did, and continue to work in it despite it being dismissed as "not a real job" by so many other expats (which I want to say is not fair, but so many "teachers" treat it as "not a real job" that I can't even blame the haters too much), there's always this desire to do something to set yourself apart as a real professional. Besides, although I don't write about it much, I do care about the field. I've toyed with starting an TEFL blog but Lao Ren Cha is enough for me, I'd rather write as a hobby and leave the work at work. Besides, it is interesting (to me) - I enjoy knowing enough about second language acquisition that I can shrug off all of the folk theories and pontificating. Leading TESOL training and developing future language teachers simultaneously really drives home that I do have a body of professional knowledge worth sharing. It's great.


I mean the papers can be torture, but also, it's great.

Yes, we DO love Hakka

As a child, when I'd go to large family get-togethers, my older relatives would take over a part of the living room, sitting on older chairs, to talk about the old days, in the Old Country. They spoke an extremely old language, the last to survive on its branch of Indo-European.

I didn't understand Western Armenian then, and I don't now. To me, it sounded like a series of guttural scrapes and growls strung together with something that was not quite Russian but also not quite Turkish (I later learned that it was on a completely different branch from Russian, and not related at all to Turkish - it just had a lot of Turkish borrowings given our family's Anatolian history).

One by one, those messengers from the Old Country died, including the last person from the generation that survived the genocide. Only my grandfather and great aunt (whom I haven't seen since 2000) were left. And then my grandfather recently passed away as well.

Grandpa didn't just not teach his children Armenian, he actively refused to do so. We were close and I loved him dearly, but that is the truth. When he moved to America he made himself as American as he could possibly be, and that included speaking English and having children who spoke it too. He didn't even like talking about his early years in Athens. He did such a good job that you wouldn't have known English wasn't his first - or even his second - language unless he told you, which he wasn't likely to do.

I never understood what it was I'd lost by not learning Armenian until I went to Turkey (and later to Armenia), passing through the ancestral hometowns of both my great grandfather and grandmother in the deep south, around Tarsus and Hatay. I lost a connection to the Armenians still there, only some of whom spoke English. I lost all of the details of the stories I'd learned as a child - about the genocide, the resistance on Musa Dagh, all the personal bits. Not just the cultural stories, but the personal details that involved my actual relatives. My grandpa didn't like talking about it, and my great grandmother died before I cultivated an interest (and there was a language barrier, as well). The stone engravings on the Armenian church in Vakifli. The old songs, which I could understand translations of but not really understand.

I come back to this thought periodically as I have experiences in Taiwan. The friend who couldn't really converse with her grandmother, because she'd never learned Hakka. The students who all spoke Taiwanese natively, but who were not actively teaching it to their children (and, as a result, the children were not learning it). Reading Rose Rose I Love You, and not getting all the jokes because I was reading it in a language other than the one it was written in. The translator did an excellent job explaining all of the wordplay, referencing and language-based jokes, but it wasn't the same as natively just "getting it". I imagine that if I see Tshiong in theaters, which I am planning to do, I'll feel similarly.

This mirrors my entire relationship to Taiwan. I have lived here for some time, but a lot of the references and in-jokes have to be explained to me. I don't speak Taiwanese natively and never will (even if I come to speak it well, which frankly is also unlikely), so I'll never just get it on a molecular level.

Imagine my disappointment, then, when I read this, um, questionable editorial in the News Lens about "letting Hakka go". Perhaps Eryk Smith is a "member of the tribe" by marriage - sure, fine - although I did wonder why, then, he'd reference lei cha as something Hakka. Every Hakka I know points to it as an invention for tourists. In any case, I'm not sure being married to a Hakka quite gives one enough credentials to speak for all Hakka people.

Anyway, that doesn't matter much. What does matter is that every point he makes goes against everything I know as a child of the Armenian diaspora and also as a kinda-sorta off-brand linguist.

There are some arguments in favor of cutting off the funding allocated to preserving Hakka - as a friend pointed out on Facebook:

The Hakka community gets a disproportionate amount of budget because they are traditionally “Blue” and a swing vote in many areas of Taiwan, which is why there’s budget for “we love Hakka” on ICRT, but not something actually useful to the foreign community like “we love Hoklo”. 
“Let it die” is too strong. Change it to “lose the pork” and I’m on board.


I agree - it doesn't need all the pork it gets (for the wrong reasons). But that doesn't mean we shouldn't preserve it. Do you know what doesn't cost a lot of money? Early childhood immersion programs and, later on, CLIL (content and language integrated learning). The curricula for these already exist - it's the courses students already take. They'd just be taught in Hakka. And what does that produce? Native speakers of Hakka who also have other native languages such as Mandarin, Taiwanese or even English.

In any case, saying it's fine not to pass on language as cultural heritage hurts to read - down to the cells, it hurts - because I am a product of that "who cares, it's a bad investment, let it die" attitude to language learning, and it was to my detriment.

First of all, any sociolinguist or even TESOL specialist (I can call myself the latter, perhaps not the former) will tell you that culture and language are linked, though not always inextricably so. If you lose a language, you lose something intangible but real and irretrievable about its culture. As Kumaravadivelu notes of Wierzbicka in Cultural Globalization and Language Education, "Culture-specific words...are conceptual tools that reflect a society's past experience of doing and thinking about things in certain ways; and they may help to perpetuate these ways."

While Wierzbicka goes on to say that these tools may be "modified or discarded" and do not make up the sum of a cultural or social outlook, there is a clear connection.

While this ability to adapt and discard may be true of Taiwanese society as a whole, by losing these words, we lose a sense of conception and culture unique to Hakka society, just as my family has lost its ability to relate to certain Armenian cultural concepts - and just as I was never given the chance to gain it.

Simply put, you cannot teach "cultural history" and "stories" in any language you like - or rather, you can, but you inevitably lose something. By teaching Hakka stories in Taiwanese, Mandarin or English, you lose some ways of thinking about these stories unique to Hakka. You lose what makes them whole. What you have is just a story on paper, from a culture you no longer know natively. You lose the textures, the cadences, the topography of cultural heritage - the things that make old stories alive, relevant and linked to who you are. Lin Shao-mao is a character in a story in Mandarin, Taiwanese or English. He's typed up. Flat on a page. Black-on-white, maybe with some pictures. He's a part of who you are as a people in Hakka.

In English, The Forty Days of Musa Dagh - a part of my cultural heritage - is a book I can read. It means something, but it lacks psychological topography. This hymn in Armenian (this is a video I took earlier this year in a monastery outside Yerevan) is beautiful, but because I can't understand it in any way, it lacks certain textures that I might have otherwise understood. Natively.

As language preservationists will also point out, the value of preserving a language is not in how "useful" it is, or the return on investment it provides, but in retaining that connection, those ideas from the past that cannot be fully rendered in another language. You don't save a language based on how many people speak it, you save it for the unique knowledge it contains. Not everybody has a capitalist view of language learning, in which only the languages with the highest ROI are learned - some people are after something a little more thoughtful and a little less cold.

I mean, I didn't marry Brendan because he was "a good investment" (although I could argue that he was, depending on how you define "investment"). I married him because I love him. I don't try to pick up Taiwanese because it's a good investment. I do it because I love Taiwan. Sometimes you do things simply because you love them.

In any case, is it not a good investment to understand the cultural connections inherent in the language of your ancestors, that no other language can fully convey? Someday, I'd like to learn Western Armenian. It's a terrible "investment" in terms of usefulness, compared to Chinese, Arabic, Spanish or even Turkish - but it's a great investment if I want to fully understand some of the intangibles of my heritage.

And, as language teachers will point out, there is a way to ensure that Hakka continues to exist without putting older children and young adults through pointless language classes: learning it natively. Although there is a lot to be criticized about the "critical period hypothesis", as Lightbown and Spada point out in How Languages Are Learned, they and others do acknowledge that research has not yet found a limit to the number of languages one can learn natively. If that government budget were spent ensuring that very young children learned Hakka as a first language, alongside Mandarin and perhaps Taiwanese (and perhaps even English), it wouldn't be a drain on young people's time. It would just come naturally.

There is truly no need to argue about this - although leave it to the Taiwanese government to screw up language education - language teaching theory has more or less settled it. It is no longer one of the Great Questions.

Finally, as I hope Eryk Smith surely knows, if some people pick up "a working knowledge" of Hakka from their grandparents, but then do not teach it to their children, Hakka won't continue to be a minority language. Nobody is trying to make Hakka the primary language of Taiwan - that will never happen. It won't exist at all, however, if nobody teaches it to their children.

And then we'll have lost something indeed. I wonder how many great-grandchildren who never learned Hakka will make the trip back to Miaoli or Meinong or Beipu or even Yangmei, just as I did on Musa Dagh, and sigh not only at what they'd lost, but what their short-sighted ancestors never allowed them to gain.

Islands in the Stream: on a lack of mentoring in ELT in Taiwan

Just recently, an opportunity more or less fell in my lap.

Well, I say that as though it appeared out of nowhere with no work on my part, but that's not entirely true. As a result of completing a Cambridge Delta, I made useful connections in the professional teaching world in Taiwan: a network I wouldn't have been able to build if I hadn't put in that work and, I suppose, stood out while doing it. One of those people helped ensure we had access to the reading and sources we needed and has been a supportive person in the field since. He hasn't been the only supportive person, but he's certainly been the most supportive one. Hence, a chance to level up. Climb one ring higher on the professional ladder.

In other ways, I've had peers, trainers and other TEFL professionals - yes, it is a profession if you do it properly - who have been helpful or supportive. What I've learned on all of these qualification and degree courses, including in my current MEd program, have been useful and interesting and have helped me develop as a teacher, but arguably the biggest benefit has been connecting to this international network of professional teachers more as I progress professionally. This is true in any field - TEFL is no less different once you get out of the "fancy daycare" sewer end.

I have tried to pass that on as much as I am able, referring people I felt were talented, doing classroom observations and giving feedback, being a part of a group that meets to discuss TEFL-related issues and loaning out books from my now-considerable professional library. I hope to do more of it in the future.

But, I've been lucky. I was in a position where I was able to do the Delta and move on to the MEd (again, with support not just professionally but financially), and having the foothold to even do that can be an obstacle for many in Taiwan. Even so, despite my good luck, local support is minimal: a handful of dedicated people at best.

Yes, there are associations - well, there's one - and very few of the long-term professionals I know attend their events. I've been given several reasons for this which I won't repeat here.

In any case, associations aren't really the answer - what the TEFL world in Taiwan seems to lack is mentoring. 

Some could benefit from group or individual support when studying for Delta, as it can seem like an impossible feat. Some need the security of knowing there are people who can be their Delta tutors - but in Taiwan, the pool of qualified people is tiny, and most don't have the time (myself included - I'm not there yet but I will be soon, and I can only hope that at that point, I will have the time).

Some have trouble even accessing the readings they need for Delta and Master's programs - someone in Taiwan likely has the books they need, but it's hard to know who.

Some quite rightly want to find work that will help sponsor them for professional development, which is not impossible but certainly rare.

Some burn out as university teachers in an academic setting with little support, because the language department is so poorly run - low pay, purposeless meetings, large class sizes, with no incentive to publish nor many opportunities to collaborate with others on development, research or publication. There don't seem to be too many mentors there, either, nor much advice they can offer for dealing with such poor working conditions.

Some are talented but can't get their foot in the door at institutions that would value them because of bad timing and a lack of opportunities to demonstrate that talent.

The support I'm talking about doesn't have to be very high-level: it needn't be advanced degree holders working together or reaching out to bring others up. It could be peer-to-peer, with teachers working together within schools - yes, even buxibans - and finding, creating or referring opportunities to receive or provide training, observe each other for learning/feedback, design or improve a curriculum or syllabus or research or write. Yet not even that is always readily available. Not even the "fancy daycares" need to be the "sewer end" of the industry, and arguably would be far more pleasant places to work if there were more incentives to work together. It doesn't have to be as horrible as it is, and it should be easier to climb out and do better than $600/hour in an insecure job where educating the learners is not the chief priority.

All in all, people just don't seem to talk. The official learning and classwork inherent in professional development is important, but so is talking, and it's not happening. I know quite a few professionals in the field, and none so far has described to me a real mentoring experience they've had in Taiwan. Having that former Delta tutor who has passed opportunities my way - essentially a form of the mentorship I'm talking about - feels like a stroke of luck few others get in Taiwan.

I'm describing what I see in the foreign teaching community here, but I'm not sure it's much better in local circles. Certainly, local and foreign teaching circles don't overlap much, which is another problem. They can and should. Why they don't is beyond me, although I can't help but think we are actively disincentivized from creating such an environment.

Across the sea, I see a friend teaching at a university in Japan who goes to conferences across the country, has a strong professional network, is able to publish and attend conferences abroad, and is not only able to climb the ladder, but there is a ladder to climb. She has people to talk shop with, people to meet, avenues of collaboration.

I want that for Taiwan. While I know that anything that happens here will necessarily be smaller-scale, it's sad that it doesn't seem to exist much at all.

One problem is the difficulty in accessing the professional development training where one builds such networks. While arguably fair for a fresh college graduate to be earning NT$600 a month - this works out to about US$20/hour in a country that's cheaper to live in - it's not enough to save to go abroad to do training. There is little professional development available in Taiwan itself (yet).

Another is that the vast majority of English teachers in Taiwan are unqualified. A strong professional support network of mentors and mentees requires a mix of leaders and learners, and there are so few leaders in education in Taiwan. I can name maybe 20 whom I know personally in the foreign community outside of the international schools, and I'd imagine some out there whom I don't know - but the number is likely quite small. Many schools have teacher trainers, most of whom were given the job because they've been teaching a few years longer, nothing more. While there is value in this, teaching for a longer period of time doesn't necessarily make one a better teacher (though it helps) or necessarily qualified to train. Many of the truly qualified ones I know in Taiwan are either too busy to take on that kind of role, and some have either left or are planning to leave. Of those, I've heard more than one story of someone who doesn't want to leave, but feels pushed out by how education works in Taiwan.

Of those who stay, as far as I know not one of them stays because they think the situation here is great. They stay, as I do, because they want to be here. It actively costs them career-wise, as it will probably cost me.

It doesn't help, either, that most institutions are run by businesspeople with no background in education. Although the atmosphere is collegial at my various workplaces now, I've seen plenty where building professional relationships for development purposes wasn't even considered, because it didn't occur to the businessperson at the top that teachers were professionals who could benefit from it. Other times, it's simply not encouraged, or seen as an active threat (in one memorable case I think they worried about us organizing, and organized labor is more difficult to exploit). Certainly as all such work is currently unpaid at most institutions, leading to a further lack of incentives.

I'm not sure what to do about all this except to do my best to be a mentor myself to the extent that I am able. When I reached out my arms, a few people pulled me up; I want to do the same for others. But if we create a stronger professional support network in Taiwan, it will make professional development easier and more accessible. We might not have a ladder in terms of training programs (yet) but we really ought to have one in terms of networking and support.

The Red Tide: Taiwan, education and Western liberals

I had lots of great pictures from this protest, and lost all of them. A shame. So I've stolen this from Wikicommons like a scrub and I'm not even sorry. 


On October 10th, 2006, I was sitting in a Starbucks across the street from Taipei Main Station watching an angry wave of red roll by.

I had arrived in Taiwan just one month before, knowing next to nothing about Taiwan but thinking, as young graduates often do, that I knew quite a bit. It went something like this: there were two main parties in the "Republic of China" - the KMT, which I knew about, and the other one, which I didn't. The KMT had been the republicans-in-the-lower-case-sense who had fled from China, establishing themselves in the last vestige of "Free China", which was Taiwan. I hadn't known what Taiwan had been before that, so I assumed it had been Chinese. That must have been accurate, my subconscious surmised, because nobody had corrected me. The KMT had helped to develop the island into an industrialized and prosperous nation, eventually granting the people democracy. About a third of Taiwanese supported "reunification", a third independence, and a third were undecided. The language of Taiwan was Mandarin Chinese, and the people were Chinese. Chiang Kai-shek had been "corrupt", which was unfortunate, but he was much better than Mao Zedong. Because they had fled China, the KMT obviously did not support "reunification", which even then I did not think was a good idea. I didn't know about the other party. The current president was Chen Shui-bian, who was that other party, and who was pretty bad because he'd stolen some money, so the protesters were probably right. I knew that cross-Strait relations was "a complex issue" but ultimately, as the people of Taiwan had no consensus despite having democratized and having no other impediment, the current status quo was in everyone's best interest.

Pretty clear, right? Wow, I sure did know a lot! Practically a PhD-level expert, that was me. Just hand me my diploma.

I considered myself a good liberal: educated, well-traveled, thoughtful, engaged - a reader, talker and thinker. I cared about egalitarianism, justice, freedom and democracy, and simply doing the right thing even if it is to your detriment. I considered myself open-minded. I was secure both in my liberalism and my opinions and knowledge on Taiwan.

After all, this is what I had been taught. This was the entirety of the history of Taiwan that I had learned in my high school Social Studies class, crammed in at the end of a long unit on China. This was the version of history I defended to my teenage students in China when the subject came up. Nobody mentioned Taiwan in college, even though I'd studied International Affairs with a concentration in Asia. My main focus was South Asia, but that was still no excuse. I hadn't thought anything of it at the time, because it hadn't occurred to me that it might be important.

I had taken one course focusing on China in college - Chinese Culture Through Film. The professor was a lovely woman who had studied in Taiwan, but "had actually wanted to go to the Mainland". At the time, China had been closed to visitors, but she "had a Mao suit" that she "wore all the time", and thought of her professors in Taiwan as "doughy, soft capitalists."

While there might have been a thread of bitter irony in there, a knowledge that her earlier belief in the greatness of Mao's socialism had been misguided - to put it kindly - I hadn't picked up on it. I hadn't been to China yet but I felt a wave of sympathy for this viewpoint, because I assumed, being the larger country, that China was "more interesting" and Taiwan a backwater - of course someone would prefer to go to China.

This was what I knew about Taiwan. Therefore, this was all there was to know about Taiwan.

I'd come primarily because, after a lackluster year in China, I thought I'd give the place a try. I figured I'd probably leave in 2-3 years.

So I sat there as an incoming tide of vermilion-shirted marchers engulfed the street, flooding in to the Starbucks, banging drums, shouting for the president to step down, and generally making much merrier than you'd expect at an American protest.

The person I'd planned to meet so we could check out the action together didn't show, so I talked to a few other people there: protesters and regular coffee-drinkers alike about the Red Shirts and Taiwan in general. I don't remember many of the details of that conversation, but I do remember thinking that nothing I was told fit with the paradigm of Taiwanese affairs I'd believed. So these guys were KMT? No, not all of them, but most. So they were the other party? Some of them. So, if Chen's the bad guy, his party is the problematic one, yes? Hmm - in some ways, but not others. If the KMT gave Taiwan democracy, why does he hate them so much? Well...

Why do they hate him?
Well...

Wait, so these protesters support "reunification"?
No. Not necessarily. Actually, probably not.

That's the other party?
DEFINITELY not.

It wasn't just a different perspective - it didn't have a place at all. It was like trying to run an iPhone app on an old HTC. It made as much sense as coffee with salt or English on a night market t-shirt when one speaks coherent English.

Later, as I picked my way through the vermilion detritus washed up on the sidewalks - little did I know that protesters diligently cleaning up after themselves would become a feature of future Taiwanese social movements, the leaders of which were still in high school or starting college in 2006 - I thought one thing:

I didn't know much about Taiwan at all, and it was time I started really learning.

It's 2017 now. I still read quite a bit on Taiwan. I differ from the typical American liberal in that I've lived abroad for most of my adult life, and in that I am deeply pro-Taiwan: almost everything I thought I knew when I first arrived I have either found to be wrong, partially wrong, or far more complicated than it at first seemed. What might have been correct is now hopelessly out-of-date.

While not anti-China, I see no good argument for trusting the Communists, nor any argument for "unification" when the Taiwanese clearly don't want it, and generally don't identify primarily as Chinese at all. I hang with cool people - real, bona fide experts, advocates and activists - who know things. I've learned a lot, though I wouldn't call myself an expert.

Most Taiwan supporters I know here are liberals by American standards, although our most visible influential allies in the US are conservatives, often right-wing ones at that. This bothers me for a few reasons, the first of which being that the future of Taiwan is a fundamentally progressive one. How could it be otherwise when Taiwan, to cite just one example, will be the first country in Asia to implement marriage equality? I am not sure that social conservatives are the best allies to a country which, on many (though not all) important issues, would be more likely to side with the American left. Beyond that, I worry that their support of Taiwan is more often than not related more to a fear or dislike of China than any real pro-Taiwan sentiment. And, of course, the very idea of preserving the sovereignty of a self-ruled free democracy is fundamentally liberal.

I am not the first to wonder why it is that the American right has taken up the Taiwan cause, whereas the average American liberal, if they take note of the issue at all, either doesn't think it is particularly important or is more actively pro-China than you'd expect.

It would not be an exaggeration to say that in the pro-Taiwan community, how to talk to American liberals about Taiwan is a core issue. Many of us are mystified as to why a pro-Taiwan stance is not immediately recognized as a liberal one: a sovereign nation, a vibrant and engaged democracy in which civil discourse is taken seriously, freedom of expression, national health insurance and recycling as much as possible are so normal that they're taken for granted, human rights are considered fundamental and both women's and LGBT rights have made great strides, the people are committed to peace and think of the US as an important ally rather than a hegemonic threat.

Taiwan is not perfect, but how is this not every liberal's dream?

Not only is Taiwan democratic and free, but it is standing up against everything liberals hate. Just over a hundred miles away, a brutal authoritarian regime regularly violates human rights, torturing and murdering its own people, restricting basic freedoms and acting increasingly expansionist - both in terms of territorial grabbiness, but also intellectually, trying to control the marketplace of ideas not only at home, but abroad.

Every single day - I cannot say this enough - the Taiwanese people wake up and go about their lives, building their country and making it better, refusing to give up or give in, despite a catastrophe-creating number of missiles pointed right at them. And not only do they refuse to surrender their land and their freedom, but they are committed to solving the problem peacefully. This is the very definition of not only liberalism, but also courage. This is probably the single most heart-rending reason why I stay: I could make more money elsewhere, but I believe in Taiwan.

And yet, for whatever reason, liberals who balk at Russia's expansionism and (now, at least) sympathize with the Palestinians couldn't care less about Taiwan. It makes no difference to them that the thickest, richest, freest democracy in Asia is in real danger of being swallowed up by one of the most horrific dictatorships of our lifetime.

I am not the first person to observe this: both Ketagalan Media and J. Michael Cole have covered this issue extensively.

However, nobody yet seems to have publicly asked the question that could lead to an answer:

Why?

Why don't liberals care about Taiwan - or worse, why are some actively anti-Taiwan? Why is the best writing on Taiwan often found in conservative news sources, and why do liberals start explaining away their apathy whenever Taiwan is brought up?

If we are going to solve the issue of how to talk to American liberals about Taiwan, first we need to know why they don't care to begin with.

I am not an expert, and I don't claim to have a final answer. I can, however, start the conversation. Once we know why, we can formulate solutions.

I tried to write this in a longer post and got bogged down in how much there was to say, so I've decided to split it up into several posts, and I honestly have no idea when it will be finished.

For now, I want to talk about one of the roots of the problem: education.

It isn't surprising that the average Westerner either doesn't care or has inaccurate knowledge about Taiwan when what they are taught is essentially a condensed version of tired KMT talking points. Although my own teacher was careful to note that Chiang Kai-shek was no saint, the KMT as a whole comes out looking rather spiffy in this whole narrative.

It's also not shocking that people assume that China is speaking the truth when they say that annexing China is "reunification" if one's education only covers Taiwan post-1949, heavily implying that before that date, Taiwan and China had always been united. It borders on a lie of omission, and I'd make a solid bet that the average high school Social Studies teacher (and perhaps a few professors who didn't study the region) actually believes that this was the case, or simply hasn't considered the issue long enough to know that it is an issue at all.

It's easy to think that the two sides both see themselves as "China" when that's how it is taught. To be fair, it was the official view of the two governments for some time - the issue is that the few sentences it would take to point out that the official position of the Republic of China does not reflect the view of the people aren't added to this. It's not a big leap to make the argument that nothing can change because both countries use "China" in their official name, and to therefore think that "reunification" either wouldn't be so bad, or that accomplishing it peacefully is possible.

All sorts of nebulous beliefs might form from the mind of a well-meaning liberal with this kind of education: that there was a meaningful "split" in 1949, and that that split was between "Taiwan and China" rather than "the PRC and the ROC". That the KMT is doing the right thing by pursuing closer ties, because after all they brought about successful democratization in Taiwan. That the DPP, considering this history, are the real "troublemakers" by being so "anti-China" (if one even knows who they are). That "one country two systems" is a strong and workable solution.

And most insidiously, that the Taiwanese, being "from China", speaking Chinese, having "the same history" as China and considering themselves "Chinese" would happily "reunite" with China if only China would liberalize and democratize. The very idea that this will never happen and no amount of liberalization on the part of China will change Taiwan's desire for de jure sovereignty, that there was never and will never be a "One China"  that includes Taiwan, is nearly heresy after a curriculum that hits these points.

If you believe that, then it's easy to jump to believing that the US not only has no moral obligation to stand by Taiwan, but that in fact should actively stand down. That it's better for everyone involved - including the Taiwanese if they are considered at all - if "reunification" happens.

So, perhaps as an adult with such an education, you read about the Tsai-Trump phone call. You are predisposed to thinking the party that "advocates independence" is a troublemaker, and as a good liberal you hate Trump, so of course you are upset. Of course Taiwan is the problem.

You might read about Tsai refusing to acknowledge the "1992 Consensus", which the reporter treats as a real consensus that was made and is valid. Being a good, educated liberal, you Google it to find out what it is. As you've always believed that the two sides considered themselves "China", it's not hard to believe that of course they'd agree on "One China", perhaps "with different interpretations." Through that lens, Tsai's refusal to acknowledge this looks like troublemaking rather than an attempt to correct the narrative.

You certainly don't question what you read in the media, because the media hits all of the points that match up with what you've been taught. This confirmation strikes you as plausible and persuasive. As a good liberal, you tend to believe what people say if it lines up with your education. Insisting that the world is different from what teachers teach and textbooks say - and the media you trust confirms - makes you sound like...my god, a right-winger or worse, a Trump supporter. Heavens no!

Let's take this further - not only is the average liberal reader the beneficiary of this kind of education, if they even got that much, but the reporters who wrote the story were too. They can't write better articles, because they genuinely don't know better. They check their facts perhaps with a think tank or simply looking it up, and come across other references to things like "the 1992 Consensus", again from people who don't necessarily know the whole story themselves. The information validates itself in a feedback loop of inaccuracy that nevertheless comforts everyone in it, from teacher to reporter to reader.

Of course, mileage varies. I have friends who have no connection to Taiwan beyond me who know a fair amount about the issue - they're perhaps aware of the web of assurances and communiques that the decaying shanty that is today's US foreign policy on Taiwan is glued together with. Even they tend not to see why the status quo is a long-term problem for Taiwan, or why "economic cooperation" with China is never only economic cooperation.  On the other end, I've met well-meaning educated liberals who genuinely did not think Taiwan was democratic, or even believed that it was already part of China, in a similar position as Hong Kong.

I realize that I'm speaking from experiences I had in school in the 1990s and early 2000s, but honestly, to hear young Westerners today, I'm not sure much has changed.

I know that Taiwan is not likely to get more time in Western educational curricula, but perhaps it doesn't need it, especially in high school. In my school, we spent about as much time on it as we did Australia, and perhaps more than we did on New Zealand. Australia and Taiwan have a similar population, so that's all that can be expected.

However, the time it is given really must be better used. Unwittingly treating Taiwan like nothing more an extension of the KMT regime, before which nothing that happened there mattered, heavily implying that it has always been Chinese is simply not good enough, and is a huge part of why we struggle to gain liberal support now.

It seems simple to say that teachers simply need to teach the truth - a mention of aboriginal settlement, the truth of Qing colonialism, Japanese colonialism (that in my education this was skipped over completely astounds me even today), a bit more time exploring KMT brutality in Taiwan, and a bit less on China's views of Taiwan which can honestly be summed up in one sentence. A few minutes explaining that the current status of Taiwan under international law is undetermined, and what the US's actual Taiwan policy is. A treatment of the views of the people of Taiwan that...well, that take into account their views at all to begin with, and is also accurate. Not using the term "reunification". Making it clear that the Taiwanese are so against unification not because they're just garrulous or quarrelsome, but because their history really is unique. Less time comparing Chiang to Mao, and more on these other issues. You could do it in the same timeframe.

Of course, it's not that simple. Schoolteachers are not omniscient in their subjects. History or Social Studies teachers won't necessarily know these details themselves, and we honestly can't expect that they will. I would probably make an excellent history or Social Studies teacher, and I don't pretend to be an expert in every territorial conflict around the world. I'm not nearly an expert in Abkhazia or South Ossetia - though I can tell you some - and I have been to Georgia. Recently. 
In universities, however, we really do have to do better. We have to stop assuming that someone studying China is equally qualified to teach or talk about Taiwan. Professors who teach Taiwan-related topics should know what they're talking about. We absolutely must fight Chinese influence in non-Chinese institutions of higher education. This is absolutely not too much to ask. Universities can and must do better.

This must go hand-in-hand with looking squarely in the face of what the Chinese government is and how it operates, and teaching that truth. No more tiptoeing around out of fear of being called "racist" (racism, while a real problem, is not the problem here), no more downplaying Chinese human rights abuses and propaganda and other United Front efforts abroad, making the place seem like a liberal's wet dream of socialism, "ethnic food" and adorable pandas. We can't tell the truth about Taiwan until we tell the truth about China.

With China actively trying to peddle its version of history in Western institutions of higher education, this problem is especially intractable. They're pushing their own red tide on the world, and the problem is, people are swallowing it. How are we to target CPD or the textbooks and other materials when the major textbook manufacturers probably aren't that interested (and themselves may have received just this education), and there is a lobby of pro-China activists who will fight us at every turn and - because those listening to our debate also received this education - are just as likely to think we're the zealots and nutjobs with a weak grasp of the facts, not them.

There are other things we can do, however. Right now, a typical liberal belief is that unity is always better, and that 'nationalism' is generally undesirable. Even too much patriotism is viewed with a bit of suspicion - frankly, rightly so. Nationalism is often assumed to be ethnic nationalism - always a bad thing (and yes, I happen to agree with this) and complexity in the debate of unity vs. separation is often ignored. The idea that one might desire sovereignty for one's nation without it being about ethnicity - which, in Taiwan's case, it isn't - doesn't get much play in educational institutions, and the idea that more unity is not always in everyone's best interest (especially when one of the actors in the scenario has insidious intentions or is blatantly expansionist, as China does and is) is given none at all. Even the idea that the United Nations might be failing in some regards doesn't seem to be a point of discussion in the average classroom.

If we can flip on its head the liberal assumptions that unity is always the best decision for all involved, and that nationalism is inherently ethnic and therefore bad, we might just get enough people thinking about Taiwan in a different way, which could lead to a bigger change.

Maybe I'm hopelessly optimistic, but I have to think something will work.

Looking back on the journey I took from thinking I knew everything to actually knowing some things and knowing that there is so much more I have to learn, I realize that it didn't just come. I had to dig. If all I'd done was read media I trusted and compare that against Wikipedia and the education I'd received, I'd still be here defending, say, the KMT's development policy as the real force behind the Taiwan Miracle (hey, some poorly-informed people still do. Even when they're in graduate school). I might still think the 1992 Consensus was a real thing that had been agreed upon. I might accept without question that Taiwan was fully a part of China for the entirety of the Qing dynasty's possession of it, which I might still assume entailed controlling the entire island.

Occasionally, someone will assume that I was 'indoctrinated' into being so staunchly pro-independence through having 'the wrong kind' of friends. In fact, I came to this on my own after a fair amount of reading and simply living here, seeing for myself what Taiwan was about. I keep the company I do because of the way my beliefs have evolved, not the other way around.

Once or twice, it has been insinuated that I feel this way because "anti-China", "China-hating" or "sinophobe" forces in the West use Western educational curricula to inculcate a fear of China into students like me (I can't think of anything more ridiculous - if anything, Western education is too lenient on modern China and mostly wrong about Taiwan).

In fact, I'd say that if someone had the experience I did, sitting in that Starbucks watching a scarlet tsunami of something they could not at all fit into their pre-set notion of what the world was like, and they'd set out to do something about that, they'd probably end up in more or less the same place I have. Especially if they stuck around.

Really learning about this topic is difficult, not only because Taiwan isn't on the radar of most Westerners, but because both China and the KMT are actively trying to muddy the waters, making clear truths more controversial than they ever needed to be, so that even a reader like me can be accused of having been "brainwashed".

I got out of this miasma of inaccurate learning by living here and really digging. The average Western liberal will never live here, or even visit. While they have the critical tools to dig, they probably won't, not because they refuse to think but because they never even realized there was something to dig for - and, frankly, nobody has the time to be well-read in everything. I can't expect of others what I cannot accomplish myself regarding other parts of the world.

Even if someone does dig, there is so much inaccurate information out there that, after awhile, even the most well-meaning person might start to believe it. That's where fighting inaccuracy in media reporting comes in, which will be the subject of my next post on this topic - whenever that is.
